About this file
This document is an Amendment No. 1 to a Request for Proposals (RFP) issued by the Washington Department of Fish and Wildlife (WDFW) for Facilitation Services for the Wolf Advisory Group (WAG), with RFQ No. 25-00008 dated April 24, 2025. The amendment provides clarifications in response to two prospective vendor questions regarding the ongoing Wolf Advisory Group meetings. Currently, the WAG holds four meetings per fiscal year (July to June), with three being in-person or hybrid and one being virtual, though budget constraints may limit in-person meetings to two per fiscal year.
The amendment indicates that WDFW is not seeking to change the current facilitator and is following standard Washington State transparency protocols for third-party service contracting by conducting an open RFP process. The RFP presents two meeting format options: Option A involves two hybrid meetings and one video conference per fiscal year, while Option B includes two hybrid meetings and two video conference meetings per fiscal year. The document emphasizes that there are no anticipated structural changes to the Wolf Advisory Group, and the RFP process is primarily driven by the expiration of the current contract period of performance.

Washington Department of Fish and Wildlife
Request for Proposals (RFP)
RFQ No.: 25-00008
Title: FACILITATION SERVICES FOR WOLF ADVISORY GROUP
Date issued: April 24, 2025
Amendment No: 1
1. This amendment provides answers to questions posed by prospective vendors per Section 4.4 of the RFP.
• Question 1: Is the current group generally continuing on in its current form, or is it undergoing a change to a new structure or phase of work?
• Answer: There is no anticipatory change in the current form of the group. The meeting schedules may undergo some changes. Currently, there are four WAG meetings in total from July to June fiscal year, out of which three are in-person or hybrid and one completely virtual. There are additional costs related to the in-person / hybrid meetings that are borne by the Wildlife program of WDFW. In recent developments related to budget shortfall, we may have the capacity to cover only up to two in-person / hybrid meetings. That is why we kept two options (Option A: Two hybrid meetings per fiscal year and one video conference meeting per fiscal year. Option B: Two hybrid meetings per fiscal year and two video conference meetings per fiscal year.)
• Question 2: Does DFW anticipate a need to change the facilitator/firm that's currently facilitating the forum? For example, is the current facilitator or firm unavailable to work on the upcoming contract, or is DFW looking for something different?
• Answer: WDFW was neither anticipating a need to change the facilitator/firm that's currently facilitating Wolf Advisory Group nor was WDFW looking for something different. The current facilitator has not shared their lack of availability on the upcoming contract that has reached its period of performance and is set to expire. WDFW is following Washington States Law / Rule for transparency related to contracting third party services and RFP processes.
That was the reason we called for an open RFP application process.
All other terms, conditions, and specifications remain unchanged.
