(U) FOREWORD. The Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S) is dedicated to delivering and maintaining state-of-the-art technologies that deliver our Soldiers unparalleled strategic advantage. Under PEO IEW&S, a diverse team of Soldiers, Department of Defense (DoD) Civilians, and Contractors work collaboratively to craft and implement solutions that address a broad spectrum of military challenges. This Request for Information (RFI) specifically concerns the Product Lead for Tactical Space Superiority (PdL TSS) within PEO IEW&S.

(U) PdL TSS is currently conducting market research with the goal of identifying non-traditional defense contractors, small businesses, and traditional defense contractors, which meet the Government’s stringent security and technical standards on this requirement. The objective is to identify and assess the pool of potential contractors which may have the technical expertise to understand the Government’s requirement, and at the same time, validate the capabilities of potential vendors; and subsequently, utilize this information as the foundation for future strategic initiatives and requirements.

(U) DESCRIPTION. The PEO IEW&S, Project Manager Electronic Warfare & Sensors (PM EW&C), PdL is undertaking comprehensive market research to identify potential contractors capable of producing and manufacturing the Tactical Integrated Ground Suite (TIGS) Family of Systems (FoS). This effort includes exploring strategies for implementing pre-planned product improvements (P3I) throughout the system's lifecycle. The aim is to ensure that these systems can effectively counter evolving operational threats and maintain their relevance in operational environments.

(U) BACKGROUND: The TIGS FoS represents a sophisticated ensemble of satellite communication systems, embodying a comprehensive suite designed to meet heterogeneous operational requirements. At the heart of the TIGS FoS constellation lies the prominent TIGS system, a multifaceted platform that integrates an array of vehicles and custom shelters. These shelters are equipped with computer and communications system equipment racks filled with Commercial Off-The-Shelf (COTS), Government Off- The-Shelf (GOTS) items; additionally custom software solutions, complemented by an assortment of commercial and tailor-made trailers, a variety of antennas, and power generators which provide a complete tactical integrated ground systems solution.

(U) Complementing the core TIGS system are several smaller, yet equally vital, components of the TIGS FoS constellation. These include the Daytona Site Survey Kit (SSK), and the Talladega Kit, along with both the Organizational and Institutional Trainers. These elements are encapsulated within ruggedized transit cases, housing computer hardware that operates on a mix of COTS, GOTS, and specialized software applications. More importantly, the Daytona SSK and Talladega Kit both extend the systems’ reach through the inclusion of antennas specific to each kit, enhancing connectivity across different operational theaters.

(U) The primary objective of PEO IEW&S, PdL TSS is to advance the deployment of the TIGS FoS. In order to accomplish this goal, the PEO IEW&S PdL TSS seeks a Defense Industrial Base institution capable of producing and delivering the advanced components of the TIGS FoS. The prospective institution must ensure that the systems meet the high standards of safety, survivability, reliability, and functionality required for their ambitious satellite communication needs.
