MID ATLANTIC Hampton Roads (AOR)

N4008524R2581 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR

ARCHITECT-ENGINEER SERVICES FOR SMALL WATERFRONT PROJECTS WITHIN NAVFAC

MID-ATLANTIC REGION PRIMARILY FOR HAMPTON ROADS AREA OF RESPONSIBLITIY

(HR AOR)

ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM

SF 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO

SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD.

1.0 DESCRIPTION:

This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (AE) services for Small Waterfront Projects Design and Engineering

Services for Naval Facilities Systems Command (NAVFAC) Mid-Atlantic ( MIDLANT) region but primarily within Hampton Roads AOR, including Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, Virginia; Naval Station Norfolk, Norfolk, Virginia; Naval Air Station Oceana, Virginia

Beach, Virginia; Naval Weapons Station Yorktown, Yorktown, Virginia; Norfolk Naval Shipyard, Portsmouth, Virginia. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6.

2.0 CONTRACT INFORMATION:

The IDIQ contract shall be for a five-year ordering period, not to exceed 60 months. The total fee for the contract term shall not exceed $95,000,000. The guaranteed minimum for the contract term is $5,000 and will be satisfied by simultaneous award of the initial task order with the basic contract. Firm-fixed price task orders will be negotiated for this contract with the successful offeror. There will be no dollar limit per task order and no dollar limit per year, aside from the overall contract ceiling. The estimated start date is November 2025.

This proposed contract is being solicited as a total Small Business set aside. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330

Engineering Services, and the Small Business size standard is $25,500,000. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.

The market research study N4008424R2581 conducted by NAVFAC MIDLANT included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement as approved by NAVFAC MIDLANT

SBA and solicit this procurement as a total small business set aside. The NAVFAC MIDLANT small business office concurs with this decision.

3.0 PROJECT REQUIREMENT:

Comprehensive A&E services are required for planning, design, and construction services in support of new construction, renovations, repairs, replacements, demolition, alteration, and/or improvement of military and other governmental waterfront facilities to include base utility systems. A&E services may include multiple disciplines or single disciplines, including but not limited to project management, architectural, civil, geotechnical, structural, mechanical, electrical, fire protection, and cost engineering. The types of waterfront projects may include piers, wharves, quay walls, dry docks, bulkheads, crane rail systems, berthing and mooring, dredging, coastal and shoreline protection, and waterfront related utilities (e.g. steam, low pressure compressed air, fresh water, salt water, sanitary sewer, oily waste water collection high voltage to low voltage electrical, fire protection and alarm systems, control systems, lighting and communications (telephone, television, fiber optics, cyber security, SCADA, and local area network). Work may also include A-E services for projects ancillary to waterfront projects, such as: buildings; roads; parking areas; railroads; bridges; foundations; retaining walls; failure investigation including destructive and non-destructive testing; seismic evaluation and design; progressive collapse analysis; blast resistant design; structural engineering investigations; utility systems including sanitary and storm; water systems; storm water management; sediment and erosion control; earthwork;

coastal and shoreline; surveying; pavement design; and civil engineering studies.

Specific types of A-E services that may be required under this contract include: facility planning and project development; development of requirements and project scope; development of design-bid-build packages; development of design-build Request for Proposal (RFP) packages; preparation of cost estimates using unit guidance and parametric cost estimating; development of alternatives and economic analysis; condition assessment; underwater inspections; service-life modeling; vessel collision analysis;

field investigations (including utility and geotechnical); surveying and mapping; soil borings; hazardous materials testing and identification; preparation of engineering evaluations; inspections; consultations;

energy computations; conceptual designs; obtaining permits and regulatory approvals; environmental investigation and consultation; review of contractor submittals, field consultation and inspection during construction; Operation and Maintenance Support Information (OMSI); as-built drawing preparation;

FACD/design charrette/other design and construction related workshops and meetings; Title II services;

and incorporation of sustainable engineering design practices.

Facility Planning and Project Development:

Facility planning and project development include: planning studies; project programming documents

(DD Form 1391 development); Functional Analysis Concept Development (FACD) and developing of requirements; preparing engineering evaluations; project scope; unit guidance or parametric cost estimating; cost valuation surveying; development of alternatives and economic analysis. In addition, analysis of proposed sites for foundations; utilities; access; constraints and identification of environmental issues; concept and site sketches; recommendations on potential utilities impacts; sustainable features;

and may require enhancement of previously prepared basic documentation. DD Form 1391 documentation will be required to be prepared in the Navy's Electronic Procurement Generator (EPG).

4.0 SPECIAL REQUIREMENTS

4.1 System of Units

While it is NAVFAC’s policy to use the metric system International System of Units (SI) of measurement for projects, it should be assumed that projects executed under this contract would use imperial units.

Government’s project manager will prepare a NAVFAC metric waiver for each project task order, as defined by paragraph 2-2 Metric Policy of Facilities Criteria (FC) 1-300-09N Navy and Marine Corps

Design Procedures.

4.2 Contract Drawings

AE firms are required to prepare drawings in computer-aided design (CAD) and drafting (CADD) software application marketed by Autodesk® (AutoCAD) using version (2021 or higher) or Revit® marketed by Autodesk using version (2022) utilizing the National CADD Standards format with

NAVFAC specified modifications. Three-Dimensional (3D) renderings and Building Information

Modeling (BIM) may also be required.

AE firm will be required to provide documents in Portable Document Format (PDF) format and source files. Final documents will require electronic signatures following the NAVFAC signature process per

Facilities Criteria (FC) 1-300-09N.

4.3 Specifications

AE firms are required to prepare specifications in the Specifications-Kept-Intact (SPECSINTACT) program, utilizing Unified Facilities Guide Specifications (UFGS).

4.4 Communications

Registered Communications Distribution Designer (RCDD) may be required for telecommunication systems. Audio-visual systems may be required on this contract with services of Certified Technology

Specialist-Designer (CTS-D). CTS-D whose certification is American National Standards Institute

(ANSI) accredited under the International Organization of Standardization (ISO) and the International

Electrotechnical Commission (IEC) ISO/IEC 17024 certification of personnel.

4.5 Cost Estimates

Per NAVFAC Cost Engineering Policy and Procedures, FC 1-300-09N Chapter 9 Cost Estimates, dated

17 May 2024, AE Firms are required to prepare cost estimates utilizing the Micro-Computer Aided Cost

Estimating System (MCACES) referred to as MII. MII is one of several modules of an integrated suite of cost engineering tools called Tri-Service Automated Cost Engineering Systems (TRACES). It interfaces with other PC based support modules and databases used by the Tri-Service Cost Engineering community. A-E Firms under contract or providing services to NAVFAC may request MII software installation packages from the cognizant NAFVAC Technical Discipline Coordinator (TDC). Contact the

NAVFAC Design Manager to obtain the email address for the TDC. The A-E is to send an email to the

TDC with "MII license Request” in the subject line. The software is generally distributed to AE's free of charge, however, the accompanying database licenses must be purchased and licensed as appropriate by the user. A-Es are to update cost estimates to the latest Cost book and regional equipment library. Use the

NAVFAC Building Cost Index (BCI) for escalation, unless supporting market analysis dictates otherwise.

Update the cost estimate at each submittal to reflect the current escalation. The NAVFAC BCI can be found on the WBDG website (https://www.wbdg.org/ffc/navy-navfac/cost-engineering-guidance-ceg). 1)

Cost Data Escalation: used to escalate direct material, labor and equipment costs from the cost data source date(s) to the date of the cost estimate 2) Market Escalation: used to escalate the project from the date of the cost estimate to the mid-point of construction.

4.6 Hazardous Materials

Asbestos and or lead-based paint assessments will be required on this contract to determine the presence of hazardous material in existing facilities or at utility points of connections. When asbestos or lead is found, comprehensive asbestos or lead surveys, to include sampling and testing, and the preparation of plans and specifications showing the location of asbestos and lead, and specifying the procedure to be followed during construction and/or demolition for removal or abatement, will be required.

A-E firms must be able to accept work that involves asbestos, lead paint, PCBs, contaminated ground-water/soil and other hazardous materials, work on airfields, and in confined spaces. As defined by paragraph 1-5 of UFC 3-600-01, Fire Protection Engineering for Facilities, this contract will require the services of a licensed fire protection engineer or sub-consultant.

4.7 Business Qualifications

All engineering and design services shall comply with the most current edition of FC 1-300-09N Navy &

Marine Corps Design Procedures, and other requirements as indicated on the Whole Building Design

Guide Web Site (www.wbdg.org). Selected A-E firm is required to have online access to web-based support programs and email via the internet for routine exchange of correspondence/information.

4.8 Accident Prevention Plan

A-E firm is required to submit and maintain an A-E Accident Prevention Plan (APP) in accordance with

USACE EM 385-1-1 for each project on this contract and Activity Hazard Analysis (AHA) for each in-field action.

4.9 Security Clearances

Key personnel, including sub-consultants, must be able to obtain the necessary security clearances as required.

4.10 System for Award Management (SAM) Database

All contractors are advised that a Unique Entity Identifier is required prior to award. Contract must complete the registration in System for Award Management (SAM) Database by selecting “Entity

Information”. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site (https://www.sam.gov) Entity Information section.

4.11 Conflicts of Interest

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.

A-E firms are advised that the selected firm, its subsidiaries or affiliates, and its sub-consultants, which design, prepare, or provide engineering services in support of construction contract documents cannot provide construction services for the same contract. This includes concept design, preparation of project programming documents (DD Form 1391), facility siting studies, environmental assessments, geotechnical services, engineering studies and services, design-build Request for Proposals (RFPs), or other activities that result in identification of project scope and cost.

4.12 Registered/ Licensed Firm

In accordance with the FAR 36.601-4(b) the A&E firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (e.g. state registration number, or a brief explanation of the firm’s licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm’s elimination from consideration.

JOINT VENTURE NOTE: FIRMS WHO ARE OFFERING AS A JOINT VENTURE MUST

INCLUDE WITH THEIR SUBMISSION A COPY OF THE JOINT VENTURE AGREEMENT.

FAILURE TO INCLUDE THE JOINT VENTURE AGREEMENT WILL RESULT IN THE FIRM’S

ELIMINATION FROM FURTHER EVALUATION.

4.13 Selection Interviews

Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

5.0 SELECTION CRITERIA:

Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. Evaluation criteria (1) through (3) are considered most important and are equal among themselves, criteria (4) through (6) are of slightly less importance and are equal among themselves, criteria (7) is of the least importance and will be used as a tie-breaker among technically equal firms. SF-330s will be evaluated to determine the most highly qualified firm based on criterion responses. Specific selection criteria include:

6 Firm location

7 Volume of Work

5.1 Criterion 1 Specialized Experience (SF330, Part I, Section F):

Firms will be evaluated on specialized experience in performance of the following services incident to waterfront projects:

1. Performing structural design in accordance with DoD, Navy, Army, Air Force or other Government agencies' criteria including, but not limited to, UFC 4-152-01, 4- 152-07, 4-159-03, 4-213-10, and

MILSTD 1625D

2. Conducting on-site design development workshops and functional analysis

3. Designing to project budget and schedule

4. Preparing full design documents for Design-Bid-Build projects as the Designer of Record (DOR)

Firms may be considered more favorably by demonstrating experience with the following:

1. Design of various types of waterfront facilities such as: piers; wharves; quay walls; dry docks;

bulkheads; or other water-retaining structures, specifically designed to accommodate surface and sub-surface vessel maintenance and berthing

2. Navy facilities within the primary geographic area of the contract

3. Specific to DoD facility projects, demonstrating capability of A-E Firm and individual design team members (A-E staff, key personnel, sub-consultants) to work within the Navy project planning process including:

a. DD 1391 development in the Navy’s Electronic Procurement Generator (EPG),

b. DD 1391 validation procedures including cost validation.

c. Use of the MII cost estimating software.

4. Preparing Design Build RFP Packages

Submission requirements:

Provide a maximum of five (5) projects completed (project completion to be defined as receiving final design acceptance from client) within the past seven (7) years immediately preceding the date of issuance of this Synopsis that best demonstrate specialized experience of the proposed team in the areas outlined above. Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. Date of design completion is defined as the date of final design acceptance by client/customer. To meet the requirements of this criterion, at least one of the submitted projects must have a construction cost of $15M. At least one project must be a full design for a DBB project performed as a DOR and as a Prime Contractor. If more than the maximum number of projects are submitted, the Government will only evaluate the first five (5) projects in the order submitted. Offerors must clearly define the professional service role performed by the offeror in relationship to the project owner. For Design-Build projects, state whether offeror performed as sub-contractor for Prime construction contractor in role of Designer of Record (DOR) or if not, the specific role. Only experience where firms prepare the design-build RFP package will be considered services similar to those anticipated under this contract.

All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21.

Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, date of design completion

(MM/DD/YEAR), construction cost, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted;

however, if there are no projects performed by the joint venture, projects may be submitted for each joint venture partner, not to exceed a total of five (5) projects. If a project was performed by a joint venture, and all joint venture partners are not on the team proposed for this contract, the Offeror/team should specifically address the work performed by the joint venture partner offering/teaming on this contract.

Likewise, if the Offeror/team member worked as a subcontractor on a project, the description should clearly describe the work actually performed by the Offeror/team member and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project will be eliminated from consideration.

Projects shall be submitted on the SF-330 at Part I, Section F and shall have the design complete.

Projects with design not complete will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract.

Examples of project work submitted that do not conform to this requirement will not be evaluated.

All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government

WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1.

5.2 Criterion 2 Professional Qualifications (SF330, Part I, Sections E & G):

Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF330, Part 1, Section G. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are program manager, project manager or task order manager, architect, civil engineer, geotechnical engineer, structural engineer, mechanical engineer, electrical engineer, licensed fire protection engineer, quality control manager, cost estimator, and environmental engineer/specialist. Quality control manager shall be independent of the design team. Firms must state that key personnel, including consultants, are U.S.

citizens and able to obtain security clearances as required.

Submission Requirements:

SF330, Part I, Section E. Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to one page and should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past ten (10) years) project-specific experience in work relevant to the services required under this contract; describe the extent to which the individual participated in projects listed under Criterion 1; and indicate proposed role in this contract. Additionally, resumes should indicate academic qualifications, supplemental training or certificates, and total years’ professional experience. State whether the Key

Personnel hold a valid a security clearance. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.

5.3 Criterion 3 Past Performance (SF330, Part I, Section H):

Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires

(PPQs) or CPARS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. NOTE: Past performance information for relevant projects listed under Criterion 1 may be given greater weight.

Submission Requirements:

SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER CRITERION 1. IF

A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire

(PPQ) (Attachment (A)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. DO NOT SUBMIT A PPQ

WHEN A COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ

(Attachment (A)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Command

MIDLANT, CON22, Attn: Demetrice Jenkins via email at demetrice.jenkins2.civ@us.navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the

Government from utilizing previously submitted PPQ information in the past performance evaluation.

Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed four pages in total.

Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

5.4 Criterion 4 Quality Control Program (SF330, Part I, Section H):

Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract and means of ensuring quality services from their consultants/subcontractors. Maximum of five (5) pages (one-sided) for Criterion 4 response. If Offerors exceed the page limit, the first five (5) pages of narrative will be evaluated and all additional pages will not be evaluated.

Submission Requirements:

Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall:

1. Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F or how the plan will work if it has not been used previously.

2. Provide a quality control process chart showing the inter-relationship of the management and team components.

3. Describe specific quality control processes and procedures proposed for this contract to achieve technical accuracy of and assurance of overall coordination of plans and specifications, and engineering and design services along with identifying the quality control manager and any other key personnel responsible for the quality control program and a describing their roles and responsibilities.

4. Describe how the firm’s quality control program promotes continuous improvement and learning for the employees and extends to management of subcontractors.

5. Describe how the Lessons Learned are documented, communicated within the Firm and with all consultants and implemented in future projects. Provide an example.

5.5 Criterion 5 Program Management and Capacity (SF330, Part I, Section H):

Firms will be evaluated on the firm’s ability to plan for and manage work under the contract, the capacity to accomplish the volume, variety and complexity of work in the required time efficiently and effectively.

1. Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization.

2. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable.

3. Describe the firm’s present workload and the availability of the project team (including consultants) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services.

General statements of availability/capacity may be considered less favorably.

4. Describe the firm’s ability to sustain the loss of key personnel while accomplishing work within required time limits, to ensure continuity of services and ability to meet surges in unexpected project demands and ability to adhere to schedules and budgets.

5.6 Criterion 6 – Firm Location (SF330, Part I, Section H):

Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily in the Hampton Roads Area of

Virginia. Greater consideration will be given for offerors with offices located in closer proximity to, or other demonstration that offerors will be able to perform quickly in the geographic areas in which projects could be located.

1. Indicate location of the office(s) that will be performing the work under this contract, including main offices, branch offices, and offices of team members. Evaluation of firms will include consideration of their location within the primary geographic area of the anticipated projects, primarily.

2. Provide a narrative describing the team’s knowledge of the primary geographic areas to be covered by this contract.

3. Provide a narrative to describe the team’s ability to provide timely response to requests for on-site support. Provide timelines and examples of the team’s success in providing this response.

Include both primary and sub-contractor support as required. Teams with a demonstrated history of providing timely support may be considered more favorably.

5.7 Criterion 7—Volume of Work (SF330, Part 1, Section H)

Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS)

Procedures, Guidance, and Information (PGI) 236.602-1, from data extracted from the Federal

Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A&E firms including small, disadvantaged business firms, and firms that have not had prior DOD A&E contracts.

Firms do not submit data for this factor. This criterion will only be evaluated in the event of a tie resulting from evaluation of the preceding criteria.

6.0 SF-330 SUBMISSION REQUIREMENTS:

Architect-Engineer firms desiring to be considered for this contract must submit a completed SF-330 package. The SF-330 shall be typed, one sided, at least 11 point Times New Roman minimum, including document searchable bookmarks, demonstrating your ability to perform the requested services. Part I shall not exceed 75 pages (the page limit does not include certificates, PPQs, licenses, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of AE firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm. Part I pages shall be numbered sequentially. The organizational chart may be one page, using 11 point font or larger (font limitations do not apply to graphics, captions or tables). Introductions shall be included in Sections E and

F. Please include your Unique Entity ID (UEI) Commercial and Government Entity (CAGE), and

Taxpayer Identification Number (TIN) numbers in Block 30 of the SF-330. If submitting as a Joint

Venture, and you do not yet have UEI, CAGE, and TIN for the Joint Venture, then UEI, CAGE and TIN should be submitted for each firm. UEI, CAGE and TIN for the Joint Venture, if selected, would be required prior to the award of any contract.

FIRMS WHO ARE OFFERING AS A JOINT VENTURE MUST INCLUDE WITH THEIR

SUBMISSION A COPY OF THE JOINT VENTURE AGREEMENT. FAILURE TO INCLUDE THE

JOINT VENTURE AGREEMENT WILL RESULT IN THE FIRM’S ELIMINATION FROM

FURTHER EVALUATION

In accordance with the FAR 36.601-4(b) the A&E firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (e.g. state registration number, or a brief explanation of the firm’s licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm’s elimination from consideration.

Except as noted otherwise, the Government will not consider information submitted beyond this page limit. Furthermore, the Government will consider information for each Criterion only in the section specified for that Criterion. For example, the Government will consider only the information in the

SF330, Part I, Section F for information on Criterion 1, Specialized Experience, and will not cross-reference or consider information in other sections that may be intended to apply or supplement Criterion

1. Please note: Cross - referencing between criterion 1 and criterion 2 may be necessary as part of the

“more favorable” evaluation under criterion 1 which considers the extent to which key personnel participated on sample projects (more favorable number 3).

Responses must be received by the Government no later than April 14, 2025, at 2:00 PM local time.

Late responses will be handled in accordance with FAR 52.215-1.

THIS IS NOT A REQUEST FOR PROPOSAL.

Architect-engineer firms that meet the requirements described in this announcement shall submit electronic proposals (.pdf format) in response to this synopsis. Only the PIEE Solicitation Module is authorized for the submission of electronic proposals in response to this synopsis. Electronic proposal submissions should be no larger than the current size limitations listed in the PIEE module. Offerors shall ensure that the Government has received the electronic proposal prior to the date and time specified.

PIEE Solicitation Vendor Access Instructions are provided via Attachment-C. Emailed or hand delivered proposals will not be accepted.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this synopsis. Files that cannot be opened, or are otherwise missing the required content are the responsibility of the Offeror.

PIEE system will record the date and time of package submittal. Upon successful submission of the proposal through PIEE, the Offeror should receive an email confirmation. Please keep this for your records. The date and time of package submittal recorded in PIEE shall govern the timeliness of any proposal submission. LATE PROPOSALS WILL BE HANDLED IN ACCORDANCE WITH FAR

52.215-1.

Proposals shall be submitted via PIEE by the date and time listed above, unless changed via synopsis

Amendment.

If an SF 254/SF 255 is submitted for this synopsis, it will not be reviewed or considered. As required above, provide verifiable evidence that your firm is permitted by law to practice the professions of architecture or engineering (e.g., state registration number).
