About this file
This document is a solicitation for a firm-fixed-price, indefinite delivery-indefinite quantity (IDIQ) contract(s) to provide grades 6-12 suicide prevention instructional resources and virtual professional learning for the Department of Defense Education Activity (DoDEA).
DoDEA requires systemic student suicide prevention curriculum, print and/or digital instructional resources, and related virtual professional learning for school counselors, psychologists, and nurses. DoDEA expects to award 1-2 contracts for a 5-year base period. If two contracts are awarded, one would be for grades 6-8 and one for grades 9-12. Proposals are due by 9:00 AM EST on April 24, 2024. The contract will be awarded on a best value tradeoff basis considering technical approach, past performance, and price. Offerors must self-certify that their courses are aligned to national standards and compatible with DoDEA standards. The solicitation provides details on technical, data management, and cybersecurity requirements, as well as proposal submission instructions.

CLAUSES INCORPORATED BY FULL TEXT
52.232-18 AVAILABILITY OF FUNDS (APR 1984)
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
(End of clause)
52.216-18 ORDERING. (AUG 2020)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from date of contract award through contract expiration date.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) A delivery order or task order is considered "issued" when--
(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or
(3) If sent electronically, the Government either--
(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or
(ii) Distributes the delivery order or task order via email to the Contractor's email address.
(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.
52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor -
(1) Any order for a single item in excess of 214;
(2) Any order for a combination of items in excess of 214; or
(3) A series of orders from the same ordering office within 5 days that together call for quantities exceeding the limitation in paragraph (b) (1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 10 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
52.216-22 INDEFINITE QUANTITY. (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.

(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after the date specified on the last delivery order.

Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoDEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited virtual high school with a teaching hub in each region: Americas, Europe, and Pacific. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.
1.1.2 DoDEA schools have many grade configurations, including PK-2, PK-6, and 6-12. Forty of our 160 brick-and-mortar schools have grades 9-12; 58 of them have at least one of the grades 6-8.

1.1.3 Military-connected students experience high mobility rates across the nation and throughout the world. Consequently, DoDEA makes a concerted effort to establish a worldwide systemic education network, mitigating the transitional barriers to military-connected students’ success.
1.1.4 DoDEA has adopted College and Career Ready Standards (CCRS) in mathematics, literacy, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS), College, Career, and Civic Life (C3) Framework for Social Studies State Standards, and Society for Health and Physical Education Standards (SHAPE AMERICA). DoDEA has also adopted the International Society for Technology in Education (ISTE) Standards for Students.
1.2 Background
1.2.1 The American Association of Suicidology identifies suicide as the third leading cause of death among young people.
1.2.2 Per DoD Directive 6490.14 (effective June 18 2013) DoD policy is for agencies to make substantial efforts to reduce suicide, identify members who are at risk for suicide, evaluate the effectiveness of suicide prevention programs, and provide training on suicide prevention. The Directive requires agencies to foster a climate that (1) encourages individuals to seek help and build resilience, (2) reduces the stigma for seeking behavioral healthcare, and (3) protects the privacy of individuals seeking treatment related to suicide. The Directive also requires DoDEA to… provide suicide prevention training in DoDEA schools and submit a copy of all training curriculum and materials to the Director of DSPO [Defense Suicide Prevention Office]. In addition, DoDEA is instructed to …submit the number of suicide attempts and suicides by DoDEA students in accordance with the Centers for Disease Control and Prevention’s Self Directed Violence Surveillance Uniform Definitions and Recommended Data Elements. This directive has been complemented by DoDEA Administrative Instruction, 5200.1, Student Threat and Suicide Risk Assessment Program, which requires DoDEA to assess student threats towards self or others and to take appropriate steps to ensure the student’s safety.
1.2.3 DoDEA’s suicide prevention program is aligned to the National Strategy for Suicide Prevention, which was developed by the National Action Alliance for Suicide Prevention (Action Alliance). The Action Alliance at the Education Development Center (EDC) is supported by a grant from the US Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services. For additional information, see the following URL:
https://theactionalliance.org/our-strategy/national-strategy-suicide-prevention.
1.2.4 According to the Substance Abuse and Mental Health Services Administration, children of deployed military personnel have more school, family, and peer-related emotional difficulties, compared to national samples. Cumulative lengths of deployments are also linked to emotional difficulties among military children.
1.3 Scope of Work
1.3.1 For school counselors, school psychologists, and school nurses, DoDEA requires (1) systemic student suicide prevention curriculum for grades 6-12 students that is planned, sequential, and can be delivered as a stand-alone classroom lesson, (2) print and/or digital sets of instructional resources for each grade or for grade bands, and (3) related virtual professional learning.
1.3.2 DoDEA expects to award 1-2 firm-fixed-price, indefinite delivery-indefinite quantity contracts for a base period of five years. If two contracts are awarded, DoDEA expects one to be for grades 6-8 and one for grades 9-12.
1.3.3 Table 2 shows the estimated number of sets of curriculum resources required in each ordering period of the 60-month contract. Print materials in Base Years 2-5 are for replacement & replenishment.
Note: DoDEA has no preference between a print-and-digital solution and a digital only solution.
