About this file

This is an Addendum #2 to Invitation for Bid (IFB) #24C018009 issued by the California Highway Patrol (CHP) for King Air Pilot Training Services. The addendum replaces the Bid Form (Attachment 2) and Exhibits A and B in their entirety, and includes a summary of questions and answers. The services requested include providing initial and recurrent pilot training for both King Air 200 and King Air 350 aircraft, including classroom instruction and simulator training in FAA-approved Level D flight simulators equipped with specific avionics systems (Garmin G1000NXi/Pro Line 21). The contract term is anticipated to be three years.

The bid pricing structure requires per-student costs for five different training categories: King Air 350 Initial Training, King Air 350 Recurrent Training, King Air 350 Recurrent Training+ATP, King Air 200 Initial Training, and King Air 200 Recurrent Training, plus a cancellation fee. The estimated number of students over the contract term is 5 students for initial training courses, 23 students for recurrent training courses, and 5 students for Recurrent+ATP training. A 5% small/micro business preference (not to exceed $50,000) is available for bidders certified by the California Department of General Services. The contract includes provisions for ATP certification during initial or recurrent training at no additional cost to CHP.

Exhibit A and B are replaced in its entirety.

If you have any questions, contact Tessa Gomez Contract Services Unit at (916) 843- 3613.

SUMMARY OF QUESTIONS & ANSWERS

Under Exhibit A, Scope of Work Section 10, Paragraph C – Regarding the adding of an ATP to initial or recurrent training for the King Air 350

For the KA 350 Initial course, adding an ATP is no issue (can be completed in conjunction with the type rating check ride).

However, for a recurrent course, it should be noted this requires a different FAA Part 142 course footprint/syllabus for adding the ATP to a recurrent course (adds 3 more sim sessions – a recommendation ride, LOFT and check ride).

This course is 8 days long vs. only 3 days for regular recurrent (Ground school required to be completed up front before sim sessions).

Additionally, the pilot is required to be scheduled as a single pilot (vs. a crew) to achieve the ATP during recurrent training.

To avoid confusion, we recommend this be listed as a King Air 350 Recurrent plus ATP as a separate course and pricing. (Just a quick note - Due to the variating course footprint, the RC + ATP course cannot be converted at last minute from a standard recurrent to a recurrent with ATP, as this requires a TCE to be added for the ATP practical check ride, as well as additional sims).

Could the IFB be amended to reflect this? (as well as Attachment #2)

PLEASE SEE ADDENDUM 1

Under Section M. Preference and Incentive Programs

1. Small/Micro Business Preference (preference not to exceed $50,000)

a. A responsive bidder, certified as a small/micro business in a relevant business category or type, will be granted a preference up to five percent (5%) of the lowest responsive bid. Small business means a responsive/responsible bidder that is certified by the California Department of General Services as a small business or micro business.

We are already certified as a national small business - NAICS 611512 Certified Small Business Does the California Department of General Services recognize us as a certified small business?

Trying to avoid the application process since we are already certified and recognized nationally as a small business.

You would have to registered with the California Department of General Services to be recognized as a small business to qualify for the preference.
