About this file
This is a Statement of Work (SOW) for the procurement, installation, and integration of an Eye Care Picture Archiving and Communication System (PACS) for the Indian Health Service's Lawton Service Unit in Oklahoma. The system must be compatible with the PATH EHR and similar to or equal to Zeiss FORUM. The contractor shall provide all software licenses, connectivity modules, interfaces, installation services, configuration, testing, and training required for full deployment across three sites: Lawton Indian Hospital (LIH), Anadarko Indian Health Center (AIHC), and Carnegie Indian Health Center (CIHC).
The technical requirements include configuring DICOM Modality Worklists, establishing bi-directional HL7 communication with PATH EHR, and connecting all supported ophthalmic instruments. The system must store and manage ophthalmic imaging data (visual fields, OCT, fundus, glaucoma RNFL, retina datasets), support real-time post-processing, allow manipulation of historic data, display FDA-cleared ZEISS clinical analysis modules, provide multi-site data access with role-based permissions, and enable data export. The base period of performance is 12 months from award with four optional 12-month renewal years. The contractor must install the PACS at all three sites, configure all device interfaces, provide user acceptance testing and live validation, deliver training for clinical and technical staff, provide one year of connectivity service plan coverage, and furnish remote and on-site support with a maximum 48-hour response time. The contractor shall provide a toll-free support line staffed during business hours (8:00 a.m.–4:30 p.m. Monday through Friday) and designate a single point of contact for daily coordination. The SOW specifies compliance with security requirements including visitor pass procedures, tobacco/smoke-free facility restrictions, confidentiality obligations, and federal privacy regulations (Privacy Act, HIPAA, and 42 CFR Part 2). All ICT deliverables must comply with Revised Section 508 Standards and WCAG 2.1 Level AA accessibility standards, with documentation provided via a Voluntary Product Accessibility Template (VPAT 2.5) or HHS Section 508 Accessibility Checklist. The document was signed on April 17, 2026, by Randy Cox, Chief of Optometry.
