About this file

This is a Questions and Answers document for a water service line extension project in Yukon, Oklahoma, managed by the Indian Health Service. The document addresses 18 technical and procedural questions about the installation of water lines to serve four homes.

Key details include: driveways will be bored rather than saw cut (included in line item 7 of bid sheet); seeding is required starting at station 9+70 except for the east field; open trenches are limited to 200 feet per day with no overnight exposure; fully encased pipe bedding detail is required; the 12-inch main line is 3-5 feet deep and will remain live during tapping; contractors must follow Buy American Act requirements; disinfection and bacterial testing are contractor responsibilities; and thrust blocks don't require concrete testing. Bid requirements include SF18 form, completed bid sheet, materials list, Indian Economic Enterprise form, bid bond ($35,000), and two relevant past performance examples. The project is a 100% Indian-Owned set-aside under NAICS 237110, with an estimated award value between $100,000 and $250,000.

Questions on WSL Yukon Oklahoma

1. Q: From what I could tell they are concrete driveways to these houses. Regarding the two driveways that the new water line crosses on the drawings page: Are these to be saw cut or does an additional price need to be in place for boring these driveways?

A: The driveways will be bored and are already included in the bid sheet. See line item 7 on bid sheet.

2. Q: Are the two (2) driveways being crossed with the 4” water line to be saw cut?

A: See answer 1

3. Will the ground disturbed inside the housing additions require seeding or re-sodding? If so, at what station number does this start?

A: Starting at station 9+70, everything will need to be seeded. The field on the east side of S Richland road is the only part that will not need to be seeded. The field will need to be backfilled and compacted. See section 02920- Topsoiling, Seeding, Fertilizing, and Mulching for details.

4. The maximum open trench allowable each day is 200’ with no open trench allowed overnight. If piping is to be exposed for inspection for testing purposes, is this project to be tested 200’ at a time?

A: It doesn’t have to be tested every 200ft. The contractor can backfill then test however much length of pipe as it is not specified in the specs.

5. Will casing spacers be required for the poly (HDPE) driveway casing bores?

A: Yes

6. Which pipe bedding detail will be required? The fully encased detail is the one we usually use, but if we can use the haunching detail it would save material.

A: Use the fully encased detail.

7. Will the 12” x 12” valve box pad be required for valves outside pavement?

A: Yes, except for any in the plowed field on the east side of S Richland Rd. A bollard guard can be used in the field.

8. Can the bends be added as pay items in case we need to install more than the estimated amount?

A: No. Contractor should include price for bends/elbows in the pipe cost as stated in the payment section of the specs.

9. Can we be provided with a list of documents needed to turn in the bid?

A: Start with the SF 18 Document at the bottom it gives you a place to put the name of your company and other information. I like to see the total price on this one as well.

Then fill out the bid sheet.
