Emergency Generator
Questions and Answers
1. Regarding the fencing requirement around the new generator, the scope of work states it is to be chain link, however, during the site visit it was mentioned that it should be privacy fence.
Please confirm which type of fence it is to be. In addition, if privacy, does HIS want wooden privacy fence, chain link with privacy inserts woven into the fabric, or what type?
-Chain link with privacy inserts is preferred
2. Regarding the concrete pad, the scope of work states the dimensions, thickness, and PSI but it does not state if structural footings or piers are required. Is this to be a floating pad? Also, what are the subgrade requirements? The contractor assumes the subgrade to be 6” of AB3. Please confirm.
-Yes 6” of AB3
3. Is the IHS amenable with any brand of emergency generator if it meets the specifications outlined in the SOW?
-Brand name or equivalent is accepted
4. Is the generator to have lightning protection installed?
-No
5. Regarding the automatic transfer switch, at the site visit contractors were shown the mechanical room in which it is to be mounted. However, there does not appear to be any open space large enough on any of the walls to mount the switch. Please indicate which wall the government would like the switch mounted and where relocated equipment is to go to gain space for the switch? The switch could also be mounted on the exterior of the building given the lack of space inside. However, the switch would need to be exterior rated. If this option is what is desired, please provide the exterior location of the switch and NEMA rating required for the switch enclosure. Contractor assumes NEMA 3R.

6. While on site it was noted the main panel for the building was 800 amp, however, the transfer switch is to only be 600 amp. What was the purpose of reducing the size of the transfer switch?
Please confirm the government does not want the transfer switch to match the amperage of the building.
-Yes 600 Amp
7. Can the government provide as-builts of the mechanical room? Please also provide an existing site utility plan.
-Yes
8. It was indicated the wire path from the generator to the transfer switch was to go up the north side of the building and across the roof. This will require conduit supports on the roof. What company currently has the warranty for the roofing? It was mentioned the brand of roofing was Firestone, but what company currently holds the warranty?
-Firestone Rep.
9. Please confirm the contractor will have use of the parking lot west of the building for picking and placing the generator on its pad.
10. Is 1-year preventative maintenance of the generator to be included for this contract?
11. Is the project tax exempt?
-Yes, we are a federal agency
12. Is the 60 day completion firm? The industry is at 14-40 weeks delivery for generators with these specifications.
-No, we have amended the period of performance in Amendment A-01
13. Would any cut-over of power to the ATS require overtime, nights, weekends?
-Yes, possible
14. Automatic Transfer Switch amperage rating not stated. Outdoor installation is assumed and 600 amps 3-pole 120/208 Nema 3-R enclosure is assumed.
-Correct
15. Point of reference: The existing service at the facility in Lawrence is 120/208 three phase. The generator is called out as 120/240 three-phase.
-Right, should be 120/208
16. Full load current on 150kW @ 120/208 volts three-phase is 520 amps -That’s ok
17. Other than the satellite photo will you be providing any specific drawings?
18. If we amend this solicitation for a 145-day performance period, this would allow sufficient time to secure a new Cummins Quiet Connect 150kw and have it placed/operating on-site. Another option, is we could meet your 60-day performance period with a used 150kW fully operational generator, and then replace it within that 145-day window with the new Cummins engine once it’s delivered.
-Used equipment will not be allowed. We will modify the period of performance.
