Memo
To:
Edson Yellowfish, Contract Specialist
From:
John L. Earnest, Director
cc. William J. Reese, President Date:
12/31/2019 Re:
Solicitation 246-20-P-0020/Teleradiology Services Mr. Yellowfish – My apologies for not getting these questions to you earlier. It seems the Holidays got in the way. With that in mind, and after reading the request for proposal, McCall Medical Services has the following questions re: the above solicitation:
· Is the contractor responsible for providing in house IT support at each IHS site? Limited on-site IT support for Contracted Services, the contractor is responsible for their services including IT.
· What type of training is expected for IHS? Utilization of site for reviewing imaging reports, how to place images to “STAT’, how to print from site, how to ensure the images have been received by the Radiologist, if not how to resend and communicate to the Radiologist that the images have been resent, generate reports (number of “STAT”, number of over reads, peer review), determination of length of time image has been waiting to be read.
· Will training for the system be at one central location or each of the IHS sites? No as stated it will be required for a Radiologist to visit each site at least quarterly.
· Are there volume analytics by location regarding time/type of modality performed? If so, would you please share them. There are 18 IHS facilities encompassed within this contract, there are a variety of Hospitals with Emergency Departments that operated 24/7 and Clinics that operate from 0800-1700 hrs Mountain time that perform Diagnostic X-Ray, Fluoroscopy, Pain Management, C-Arm in OR, Screening and Diagnostic Mammography, Ultrasound, CT and MRI with one facility requiring an ON-SITE Radiologist Mon-Fri for Fluoroscopy exams and biopsies in Mammo/Ultrasound/CT/MRI. Statistics involving all of these were included with the solicitation.
· Is there a breakdown by 8 hour shift of volume by modality? Please see above
· What are the hours of clinic operation Monday thru Friday? Please see above
· What image viewer or PACS is presently used? Each facility utilizes a commercially available PACS that is HL7 and DICOM compatible.
· McCall, typically, provides a final/dictated transcribed reading/interpretation when returning the x-ray to the requesting facility. Does IHS want something different? For “STAT” reads we need at least a preliminary interpretation within 20-30 minutes of the images being marked as “STAT”, with a final signed report to follow within 60 minutes.
· As a follow up…what exactly does IHS expect if providing a separate transcription for each interpretation? IHS expects a separate transcription for each interpretation, could you provide more clarification for your question.
· Who is the present contractor? Diagnostic Imaging Association
· The solicitation indicates an Exhibit 1 and Exhibit 2. The two exhibits were not available for us. Would you please send the links? That is a typo, everything on the solicitation is posted and available.
· Have there been any amendments to the solicitation? If so, would you please send the links. No
· The solicitation indicates “the offer must be submitted in a sealed envelope, addressed to this office, showing the solicitation number, business name, point of contact name, and address”. Does IHS want just one copy, or additional copies? Two copies will be fine.
Thank you for your assistance. If you have questions, please let us know.
