Indian Health Service Sasakwa Water District Improvements (Pump house and Distribution Line Construction): Contractors On-Site Pre-Bid Construction Meeting on Wednesday, July 10th, 2013 at Sasakwa City Hall.

Contractor Questions Asked

1. Q (Contractor): Are bids open to the public?

A (IHS): Yes, the bids shall be in a sealed envelope delivered to the Contracting Officer by no later than 2:00pm CST, Monday, July 22, 2013. The bids shall be sent to Judy Perkins, Contracting Officer, Oklahoma City Indian Health Service, 701 Market Drive, Oklahoma City, Oklahoma 73114. Contractors are invited to the public bid opening.

2. Q (Contractor): Are there any discounts for Indian Preference owned construction firms?

A (IHS): No, there are not any discounts for Indian Preference owned construction firms. The use of Native American subcontractors are encouraged. The Seminole Nation will provide skilled laborers to the Contractor that is awarded the contract, if necessary.

3. Q (Contractor): Are bid bonds required?

A (IHS): Yes, a Bid Bond in the amount of 20% of the Contractor’s grand total price for this project. Performance and Payment Bonds will also be required. Bid bond companies shall be on Department of Treasury’s list of Approved Sureties.

4. Q (Contractor): Do we need to fill out Section K of the solicitation form if our company/firm is already registered on CCR/SAMS?

A (IHS): Yes, Section K, Representations & Certifications and Other Statements of Bidders, shall be completed by each contractor and submitted with their Bid.

5. Q (Contractor): Where are all amendments and changes to scope of work, specifications, and drawings found?

A (IHS): All of these changes can be found on the FedBizOpps.gov internet site under the Sasakwa RWD Improvements. The project can also be located on the FedBizOpps site by entering a search for 2462013C0017. Any Amendments will also be posted on this site.

6. Q (Contractor): Has People’s Electric Company been notified?

A: (IHS): People’s electric has been notified of the upcoming renovations. The Sasakwa RWD has finished filling out their application for new services. It is in the winning contractor’s best interest to turn in this application as well as pay the membership and connection fee ASAP. It is the contractors responsibility to make sure that power will be provided at both the well and storage tank locations.

7. Q (Contractor): Are Certified Payrolls required for this project?

A (IHS): Yes, this is required in accordance of the solicitation/contract. Contractor will get reimbursed on a monthly basis.

8. Q (Contractor): Can we submit change orders/submittals now?

A (IHS): Change orders and submittals will be discussed with the winning contractor during the pre-construction meeting. Contractors are warned to carefully calculate the extensions and additions on the Bid Schedule page. Contractors are to bid each item as noted on the Bid Schedule pages.

9. Q (Contractor): How did you come up with 10,000 square feet of clearing and grubbing?

A (IHS): This number was calculated by the fact that the easement is around 2500 ft long and you will need to clear at least 4 ft of space in order to fit your equipment through the brush to adequately trench and install all water lines.

10. Q (Contractor): How will you address the situation if more than 15 cubic yards of rock will need to be removed?

A (IHS): This is called a change in conditions and change order will need to be issued if this situation arises. You will be compensated at the unit bid price for the extra amount of rock you will need to remove. Although we feel as though this will not be the case due to the fact you will be trenching no more than 36 inches deep.

11. Q (Contractor): What is the size of the pump that will need to be bought and installed?

A (IHS): The pump we specified for installation in each well is 5HP. This pump needs to be a Goulds 33GS50 or better. Any pumps turned in during submittals will have to be review by the COR for approval.

12. Q (Contractor): Who helped you write the controls and radio telemetry portion of the spec?

A (IHS): Mike Girdner of Worth Hydrochem out of Norman, Oklahoma provided IHS with technical assistance in the completion of these portions of the specifications. He is the preferred vendor for PLC and HMI products.

13. Q (Contractor): Will a maintenance bond required?

A (IHS): No, a maintenance bond will not be required.

14. Q (Contractor): What PLC component should we use to figure out that portion of the total cost?

A (IHS): IHS can not specify the exact components of the PLC and which brands to use. We understand there are a lot of different brands that range in price. Use your best judgment when figuring out the cost of the PLC and controls. Remember that the warranty states that all controls need to be backed by an extended two year warranty on top of the standard one year warranty.

15. Q (Contractor): What is on warranty?

A (IHS): Review Section 01 78 00.0000 Closeout Submittals and Section 01 78 36.0000 Warranties. Read over all sections of the spec for more specific details.

16. Q (Contractor): Where are the motor starters for the pumps to be located?

A (IHS): The motor starters for the pumps will be located in the pump house.

17. Q (Contractor): What is the location of the storage tank where the water level transmitter is to be located?

A (IHS): A pressure transducer will need to be installed in the existing valve vault located immediately next to the storage tank.

18. Q (Contractor): Can the indicators called out on the control panel be on the HMI screen if one is installed.

A (IHS): Yes

19. Q (Contractor): Where is the water pressure switch to be located?

A (IHS): The water pressure switch is to be located in the controls at the well houses. Spec page 114 of 246.

20. Q (Contractor): What are we supposed to do with the 6” water line at the CGMP location?

A (IHS): You are instructed to bury the waterline to a depth of at least 36 inches underneath the CGMP.

21. Q (Contractor): Do we have to put an 8ft x 8ft well house at the transducer controls location next to the existing valve vault near the storage tank?

A (IHS): No, you can put a minimum of at least a 5ft x 5ft building near the standpipe to house the controls as long as it meets the standards specified in Section 33 21 13.1000- Individual Well Houses.

22. Q (Contractor): There is some variability in the 28-day compressive strengths listed in this spec, more specifically on page 79, 84, 89, 92, 130, and 232. What compressive 28-day strength are we supposed to use for all structural concrete on this project?

A (IHS): All structural concrete including concrete reinforcements, cast-in-place concrete, structural concrete, concrete forming, concrete masonry units, individual well houses, and concrete block pump house for this project must have a 28-day compressive strength of 2,500 psi.

23. Q (Contractor): Who can we contact at People’s Electric Co. for more information?
