About this file
This document is a Notification of Intent to Award from the City of Salem's Contracts and Procurement Division for RFP No. 245133, concerning an Aircraft Landing Fee Billing and Collection System. The City intends to award the contract to Vector Airport Systems, LLC on July 22, 2025, following a competitive solicitation process. The RFP seeks a comprehensive system for tracking, billing, and collecting landing and parking fees from non-based aircraft operators at the Salem-Willamette Valley Airport, with the goal of implementing an automated solution capable of tracking aircraft movements with 99% accuracy.
The proposed system will support multiple fee structures, including the current landing fees of $3.00 per 1,000 lbs for non-signatory aircraft and $2.25 per 1,000 lbs for signatory aircraft, with parking fees ranging from $15 to $100 per night based on aircraft weight. While specific budget details are not provided, the contract is expected to have an initial three-year term with options for two additional one-year extensions. The system must integrate with the airport's existing technological infrastructure and accommodate current operational needs, serving approximately 45,000 annual operations, 140 aircraft hangars, and 151 based aircraft.
