About this file

This Supplemental Information Letter #1 is issued by the City of Salem's Finance Department, Contracts & Procurement Division, regarding RFP No. 245111 for Illegal Dumping and Homeless Encampment Clean-up Services Annual As-Needed Contract. The RFP seeks a contractor to provide cleanup services with an anticipated 12-15 encampment cleanups per year, on an as-needed basis with no routine scheduling. The contract is set to close on April 11, 2025, at 4:00 PM local time, with work orders typically requiring 72 hours notice and potentially scheduled 1-2 weeks in advance. Approximately 90% of the work is expected to involve homeless camp cleanups, with work frequency varying by season.

The City estimates the annual contract value between $45,000 - $50,000, and currently does not have an incumbent contractor for these services. The contractor will be required to have Tyvek suits available for potential hazardous situations. Work will be sporadic, potentially with no activity during winter months and multiple cleanups during summer months. The City indicates flexibility in scheduling, with cleanups determined by various municipal departments on an as-needed basis. Contractors should be prepared for variable workloads and have the capability to respond quickly to cleanup requirements across different urban environments.

CITY OF SALEM

FINANCE DEPARTMENT

CONTRACTS & PROCUREMENT DIVISION

SUPPLEMENTAL INFORMATION LETTER #1

April 1, 2025

RFP NO. 245111

FOR: Illegal Dumping and Homeless Encampment Clean-up

Services Annual As-Needed Contract

CLOSING DATE: April 11, 2025 at 4:00 PM (LOCAL TIME)

The following are questions submitted by Proposers and answers from the City:

1. Q) What is the approximate number and frequency of work orders per month?

A) Would average once or twice a month, but would vary by season. The City may go all winter without using the contract, and then use it several times in the summer months.

2. Q) What percentage of work will be cleaning up vacated homeless encampments verses other kinds of cleanup services?

A) It is hard to gauge because the other types of cleanups would be determined by other departments on an as needed basis. I would guess 90% of the work would be homeless camps.

3. Q) Does the City intend to schedule clean ups on a routine basis for example Mon through Thurs every week, once a week, once a month, etcetera?

A) No, cleanups will be on an as needed basis.

4. Q) Does the City intend to give the contractor only 72 hours notice for standard work orders?

A) Yes, 72 hours is the minimum. Typically we will schedule contracted work 1-2 weeks in advance.

5. Q) Who is the City’s current Contractor providing the requested services to the

City?

A) The City does not have a current contract for these services.

6. Q) How many encampment cleanups per year does the City anticipate may be made?

A) Potentially, 12 to 15.

7. Q) What is the City’s estimated annual contact value of the contract?

A) $45,000 - $50,000

8. Q) Could you clarify if Tyvek Suits are to worn on every clean up or just required to have them at the ready should we come across a potential hazardous situation?

A) Have them at the ready.
