CITY OF SALEM
FINANCE DEPARTMENT
CONTRACTS & PROCUREMENT DIVISION
SUPPLEMENTAL INFORMATION LETTER #1
April 9, 2024
RFP NO. 245006
FOR: Watershed Management Services
CLOSING DATE: April 19, 2024 4:00 PM (LOCAL TIME)
1. Q) One of the items in the Category 2: Watershed Planning/Hydrological Services list is described as “Stormwater basin planning including surveying…”. Does the
Consultant of Record (COR) need to provide a licensed Professional Land Surveyor
(PLS) to support this surveying service or does the City have a PLS who would work with the COR?
A) The Proposer can either note that surveying services are available from within its own, in-house staff or that the consultant has the ability to hire a subcontractor to provide the needed surveying services.
2. Q) Category 2 mentions the use of modeling for stormwater and hydraulics etc. Does the City have any preferred software they use for these purposes?
A) Currently, XPStorm with the add-on module called Quadtree is being used for developing and updating the City’s Stormwater Master Plan.
3. Q) Are the Key Team Member Resumes counted as part of the 20-page maximum page count, or can they be added in an Appendix?
A) Key Team Member resumes can be incorporated into an appendix and will not be counted against the 20-page limit.
4. Q) Section 4.2.7 References states that “Proposer must list three to five references from other cities, counties, or state agencies, preferably in Oregon.” Can we also provide references from non-profits, Tribes, and utilities?
A) In addition to cities, counties, and state agencies, the Proposer may also include Tribes, utilities, and special purpose districts. References from non-profit organizations will not meet our intention for asking for references.
5. Q) How should a proposer include subconsultant information in the proposal? Would providing bios, headshots, and resumes and how they fit within the team be sufficient?
A) The Proposer needs to provide sufficient information so that the City can evaluate the Proposer’s ability to identify, contract, and bring into the project team the qualified professionals needed to accomplish the work.
Bios/CVs/Resumes are all useful. Also desirable would be verbiage on how the
Proposer will work with one or more subconsultants in terms of communications, integration, quality assurance, and task management.
6. Q) For each category, will you be selecting only one successful firm? Is it possible that a firm submitting on multiple categories could be selected for more than one category?
A) Up to 5 consultants per category may be awarded and your firm can propose on any of the categories.
7. Q) For the license’s requirement, are you just looking for professional engineering licenses in Oregon for the licensed team members? Or do you also need us to provide business license to operate in Oregon?
A) Both.
