About this file
This document is a supplemental information file for a Request for Qualifications (RFQ) for an engineering study of Launch Facilities 9 and 10 at Vandenberg Space Force Base (VSFB), California. The project (No. 243207) requires an Architect-Engineer (A-E) firm to conduct a thorough field investigation of concrete structures, focusing on evaluating the condition of launch tube structures, identifying underground utilities, and studying groundwater levels and infiltration at facilities 1993 and 1963.
Key details include a Total Small Business Set-Aside for a firm-fixed-price contract, with an anticipated RFP issue date of 09 July 2025. The study must be completed within 349 calendar days after award, with evaluation criteria spanning professional qualifications, specialized experience, work capacity, past performance, and local project knowledge. Interested firms must submit a detailed SF330 form by 19 May 2025 at 3:00 PM PDT. 377th TEG Launch Facilities Study
This effort is the study of two launch facilities that are located on the northern end of VSFB. Site images of the locations are provided below. The concrete structures in question are both on the surface and underground. The surface level concrete supports the door that opens and closes to reveal the silo. This door operates on a railing system and the railing system must not be affected by the dilapidated concrete. The underground concrete structure supports the actual silo and operations rooms. Water infiltration has been identified as a recurring issue and we would like to investigate the underground structures so we can locate where the water is coming from. Part of studying the water infiltration will likely require a study of the water table. We are open to discuss various methods of investigating the concrete structures. The goal of this investigation is to build out a multiple step process to restore the site back to good working order. This is anticipated to be presented in the form of multiple repair/maintenance projects and the order in which they should occur if there are interdependencies.
