STATEMENT OF WORK
ENGINEERING STUDY
Project Title: Study Launch Facility’s (LFs) 9 and 10
Project Location: Vandenberg Space Force Base (VSFB), CA
Base Project Number: XUMU243207
Date: 05/09/2025
1.0 INTRODUCTION
The Architect-Engineer (A-E) shall conduct a thorough field investigation to provide a complete and usable Engineering Study that evaluates the condition of the concrete structures that make up the launch tube and surrounding area to include the identification of underground utilities supporting Launch Facilities 9 and 10 (LF 9 & LF 10). The Study should also capture information on groundwater levels and how water is penetrating the silos. The facility numbers associated with these two launch sites are Facility 1993 and Facility 1963 respectively. This
Statement of Work (SOW) sets forth the requirements for a full and complete delivery method for a concrete and groundwater study at two LFs at VSFB, CA. The A-E is to provide the government with engineering documentation capturing the current state of the concrete structure and groundwater infiltration, to include a solution for repairing any deficiencies uncovered during the investigative study.
1.1 CURRENT SITUTATION
These launch facilities have existed since the 1960s and have experienced degradation over time.
From inspection of the surface of the silo and surrounding area, the concrete is visibly cracking and settling. This creates issues with the silo door, which operates on a track system that lies on top of the concrete pad. The worry is that the concrete will become so settled that the track becomes misaligned and causes issues with the operation of the silo door, rendering the LF inoperable. Part of the investigation will look at the existing drainpipes leading from the concrete area supporting the silo door out to a lower elevation. The contractor shall clear existing drainpipes and provide video documentation of the existing conditions. One suspected cause of the concrete failing is that void spaces have been created beneath the surface causing settling and sinking of the concrete. This is speculation and the purpose of this investigative study is to come to a determination as to what the true cause is. The other complication at the site is the penetration of groundwater into the silo. A sump pump once existed in the bottom of the silo to serve as a water displacement system, but this system was deemed out of compliance with environmental regulations. The contractor shall provide three solutions plus a no-action alternative for excluding groundwater from entering missile silos or a dewatering system that could meet wastewater disposal requirements. Regarding wildlife intrusion, securing the perimeter fence along with providing proper skirting below the surface would prevent burrowing animals from infiltrating the premises. It was observed that there is a large clearance beneath the access gate at LF 9 that would explain how wildlife is getting in. The contractor shall provide a means for mitigating this deficiency.

5.0 GENERAL REQUIREMENTS
5.1 QUALIFIED PERSONAL
The A-E shall ensure that only qualified, competent personnel carry out the tasks outlined in this
SOW. Competent is defined as a registered professional or, where registration is not applicable, trained, and/or certified in their respective field. All tradesmen performing work in a trade which has a California A-E’s license available shall be licensed or under the direct supervision of a tradesman licensed in the trade being performed.
5.2 AIR FORCE PROPERTY
All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the Air Force; and shall not be used and/or distributed by the A-E without specific written permission of the PM.
5.3 ENGINEERING REQUIREMENTS
All stamped drawings, when applicable, shall be reviewed and sealed by an architect or engineer that is registered in the appropriate discipline in the State of California.
5.4 STUDY REQUIREMENTS
The A-E shall ensure the project conforms to all applicable Federal, State, and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the A-E shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. The A-E is responsible for all research, interviews, and investigation required for the project.
6.0 GOVERNMENT FURNISHED ITEMS
The following is a list of specific items of support that the Base CE will provide.
None specific to the project.
6.1 STAGING AREA
The A-E, in coordination with the end user and Base CE, will identify space on the jobsite or an off-site staging area where the A-E may deliver non-hazardous materials within the installation.
Approval of the staging area is required from Base Planning as part of the AF Form 103.
6.2 EXISTING ENGINEERING PLANS AND RECORD DRAWINGS
The Base CE will provide the A-E access to any existing, available, and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The primary method of access is for the A-E to be allowed into the 30 CES Design Vault for research on available documents. Access to the 30 CES Design
Vault will be granted to the A-E after award. The A-E must accomplish a non-disclosure agreement (NDA) for each person accessing the Vault; a previously filed NDA will not suffice.
The A-E’s use of any existing plans, drawings, diagrams, etc. does not relieve the A-E from ensuring the design matches existing site conditions or complying with VSFB CAD Standards.
6.3 BASE REQUIREMENTS
The Base CE will advise the A-E of the location and processes to obtain the following as needed:
6.3.1.1 Access to utilities (electrical, water, sewer, phone, etc.) This includes a supply (e.g., fire hydrant or standpipe) of large quantities of potable water.
6.3.1.2 Security escorts for work in restricted areas.
6.3.1.3 A paved area where equipment can be cleaned.

7.2 STUDY QUALITY CONTROL PLAN (SQCP)
The A-E shall submit a SQCP that analyzes all project specific study and design quality concerns and addresses how the A-E will ensure a quality design is submitted throughout each submittal phase.
8.0 OTHER REQUIREMENTS
The A-E is also responsible for the following:
8.1 WRITTEN SUMMARIES
The A-E shall prepare written summaries of all meetings, field investigations, and design review conferences held in conjunction with this contract. The A-E shall submit them to the Government PM and CO for concurrence. All action items shall clearly state the requested information and the party responsible for providing the information. This summary should be submitted within 2 workdays of the event.
8.2 RECYCLABLE MATERIALS
The A-E shall make every effort to use recyclable materials for all submittal documentation.
8.3 CONTRACTOR PAYMENT INVOICE
The A-E shall submit an invoice for payment in accordance with (IAW) DFARS Clause 252.232-7006
Wide Area Work Flow.
8.4 ENERGY EFFICIENCY
Energy-efficient technology and equipment is required for all projects at VSFB as mandated by the
Energy Policy Act of 1992.
8.5 SUSTAINABLE FACILITY DEVELOPMENT
In an effort to comply with the affirmative procurement requirements of Section 6002 of RCRA and Executive Order 13101, the Government strongly promotes the use of recycled and recovered materials and products identified in the Environmental Protection Agency's
Comprehensive Procurement Guidelines. These materials and products must meet the requirements of the Specifications, must not delay the progress of work, and must not be cost prohibitive. EPA guideline items are seen as the minimum that should be considered when evaluating recycled/reuse materials. Other materials and products not listed, but commonly used in industry outside of the Government should also be considered. Material and product submittals for all recycled-content items should list the recycled and recovered materials used and the percentage content.
