This is an Invitation for Bids (IFB) issued by Sarasota County, Florida, for Landfill Infrastructure Installation, Maintenance, Repair, and Monitoring Services (IFB #242629MN). The solicitation seeks a qualified supplier to provide as-needed maintenance, repair, installation, and monitoring services for the County's three Class I landfills - Central County Solid Waste Disposal Complex (open), Bee Ridge Landfill (closed), and Venice Landfill (closed). The contract will require the selected contractor to perform various technical services including gas collection system maintenance, geomembrane repairs, pipe and valve installations, leachate system work, stormwater system repairs, and emergency response services. Contractors must demonstrate specific qualifications, including experience in geomembrane installation, landfill gas well maintenance, and compliance with safety and environmental regulations.

The solicitation includes detailed insurance requirements with multiple coverage types, including Workers' Compensation, Commercial General Liability, Business Automobile Liability, Umbrella/Excess Liability, and Pollution Liability. While local and American business preferences are typically considered, they do not apply in this instance due to grant funding requirements. The contract will involve hourly rate billing for routine and emergency services, with specific invoicing guidelines that include markup allowances for materials, equipment, and subcontractor services. Contractors must provide comprehensive documentation, maintain strict safety protocols, and warrant all work and materials for one year or the manufacturer's standard warranty period, whichever is longer. The project involves complex technical work across landfill infrastructure systems and requires specialized expertise in environmental management and infrastructure maintenance.
