About this file
This is a Fee Schedule exhibit from the School Board of Seminole County, Florida (SBSC) for third-party instructional services contracted through a competitive sealed proposal process. The SBSC is seeking qualified professional agencies to provide comprehensive instructional support to eligible non-profit private schools participating in federal equitable services programs, including Title I Part A supplemental instruction, Title II Part A staff development, and Title IV Part A student support. Services encompass student tutoring, diagnostic assessments, academic counseling, professional learning, parent engagement activities, and progress monitoring. A voluntary pre-solicitation meeting is scheduled for May 22, 2025, at 10:00 A.M. EST via WebEx, with proposals due June 5, 2025, by 1:00 P.M. EST through the VendorLink portal. Contract award is anticipated for August 19, 2025, with an initial three-year term and potential two-year renewal option.
The fee schedule establishes billing on an hourly rate basis for instructional and counseling services, with the hourly rate inclusive of direct student service time, planning, lesson preparation, materials, curriculum, technology, progress reporting, assessments, principal meetings, parent conferences, and professional development. Workshop, professional development, and instructional coaching services are priced as full-day (up to 8 hours) or half-day (up to 4 hours) engagements, with additional services quoted on an as-needed basis. The solicitation evaluation criteria weight the fee schedule at 25 percent, with remaining points distributed across personnel experience (10%), approach and methodology (20%), standards adherence (10%), evaluation and reporting (20%), and references (15%). No specific total contract value is stated, though payments will be subject to a not-to-exceed amount and governed by the Local Government Prompt Payment Act. Required insurance coverage includes commercial general liability, automobile liability, workers' compensation, and professional liability.
