About this file
This is Addendum No. 1 to a Request for Proposal issued by the School Board of Seminole County, Florida (SCPS), dated May 29, 2025, for Third-Party Instructional Services (RFP 24250099P-AZ). The addendum modifies the original RFP to clarify service delivery requirements and address vendor inquiries. The district seeks qualified professional agencies to provide instructional services including student tutoring in reading and math, diagnostic assessments, academic counseling, professional development, and parent engagement activities for eligible non-profit private schools participating in Title I, Part A equitable services. Approximately 180 students across fourteen private schools (grades K-8) are eligible for these services, with fourteen schools currently participating. All instructional personnel must hold current and valid Florida professional teaching certifications. A voluntary pre-solicitation meeting was held on May 22, 2025, with proposals due June 5, 2025, by 1:00 P.M. EST through the VendorLink portal. The anticipated contract award date is August 19, 2025, with an initial three-year term and potential two-year renewal option.
The addendum clarifies that virtual tutoring services will not be considered; however, virtual delivery is acceptable only for professional development. Parent engagement workshops must be priced hourly, with take-home materials to be procured separately by SCPS. Vendors may propose separate rates for counseling versus instructional services and for in-person versus virtual professional development. All supplemental instructional services must occur during the school day using a pull-out intervention model, with students selected based on academic need and staff recommendation. Student grouping arrangements will be determined by private school officials. The district has not determined whether the award will be made to a single provider or multiple providers at the time of the addendum. The fee schedule uses hourly rate billing for direct student service, planning, lesson preparation, materials, curriculum development, technology, reporting, and assessments, with designated full-day and half-day workshop pricing. Three revised exhibits (H, I, and J) addressing contingent fees, references, and vendor affidavits regarding labor coercion have been reissued as part of this addendum and incorporated into the proposal requirements. Tab numbering has been adjusted to clarify the proposal submission structure.

B. REQUEST FOR INFORMATION
Q1. We would like to inquire respectfully if the Seminole County School Board would consider proposals from organizations that provide virtual tutoring services as part of this RFP.
A1. The district will not be considering virtual tutoring as part of this RFP.
Q2. Would the district accept supplemental pricing documents to allow proposers to include products billed by license?
A2. No
Q3. How should parent engagement workshops be priced—by session, hour, or another format?
A3. By hour.
Q4. Does the district want proposers to propose take home materials for parent engagement and if so, how should those prices be submitted?
A4. No. Purchases such as this are handled by SCPS and not through the third-party provider.
Q5. Would the district be willing to extend the deadline? Additional time will allow bidders to more thoughtfully address district requirements and incorporate changes based on answers to vendor questions, if applicable.
A5. No.
Q6. If a requirement does not apply, can we mark the item N/A?
A6. Yes.

Addendum No. 1 Page 2 of 4 24250099P-AZ
Q7. Can we offer two rates? One for counseling and one rate for instructional services?
A7. Yes.
Q8. Can we provide two different rates for PD? One for in-person and one for virtual?
A8. Yes, professional development is the only service we would consider for virtual delivery.
Q9. The RFP includes two sections labeled as Tab 6—one for References and the other for the Fee Schedule. Could you please confirm whether this tab numbering is correct?
A9. Please adjust the numbering as follows:
Tab 6 – References Tab 7 – Fee Schedule Tab 8 – Confidential Materials, Performance and Payment Bond, Audited Financial Statements, and
Litigation Information Tab 9 - Exceptions to Draft Services Agreement Tab 10 – Addendum Tab 11 – Required Documents
Q10. The RFP states the reference form is Attachment “l”; however the reference form is labeled as “Attachment H.” Can you please clarify?
A10. Attachments H, I, and J have been re-issued as part of this addendum and corrected to reflect the correct
Attachment letter as listed above in Item A.
Q11. Will the award go to one provider, or is the district willing to award multiple providers to allow schools choice?
A11. Unknown at this time.
Q12. To get a sense of student volume for high-impact tutoring, how many non-profit private schools are in the county?
About how many students would be eligible for tutoring? How would students be selected for tutoring? For what grade levels and content areas? On p. 4 of the main RFP, reading and math are mentioned, but it looks like the evaluative committee will be made up of a K-5 Science Specialist.
A12. Fourteen not-for-profit private schools opted to participate in the Title I, Part A program for the 2025-2026 school year. As of February Survey 3 data, approximately 180 students would be eligible for these instructional services. Reading and Math are the two subjects for which instructional services will be offered. The K-5 Science Specialist is representing the Department of Teaching and Learning on the evaluation committee. SCPS does not serve any public high schools with Title I funding, therefore the grade levels served at private schools participating in the Title I, Part A program are K-8. Students are selected based on academic need(s) and staff recommendation. Eligible students must reside in a Title I public school attendance zone.
Q13. How many tutors do you estimate will be needed for this opportunity? Or if not certain, how many hours per day would one tutor work? How many days per week?
A13. The amount of staffing is different per participating school, as each private school’s Title I allocation/budget varies.
Q14. When would tutoring/supplemental academic instruction primarily occur—before/after school hours and/or during the school day? For during the-school-day tutoring, will tutors be pushing into classrooms? Or will they be pulling out students to deliver sessions during non-critical instruction times?
A14. Each private school participating in the Title I, Part A program determines when the supplemental instruction will occur. Currently, all private schools within Seminole County choose to offer these instructional services during the school day. This is entirely a pull-out intervention model, as only Title I eligible students may participate in the program. These supplemental instructional services may not
Addendum No. 1 Page 3 of 4 24250099P-AZ replace/supplant existing academics, i.e. students may not miss their scheduled reading instruction during the school day for this supplemental reading instruction; reading cannot be pulled from reading and math cannot be pulled from math.
Q15. For small group tutoring, our identified ratio for success is 1:3 or 1:4. Is this tutor-to-student ratio acceptable to the
District?
A15. We are not pre-qualifying proposals so this question will not be answered. Please provide your solution as part of your proposal for evaluation by the committee.
Q16. Who will be responsible for arranging small groups? If the District/school will be arranging groups, what criteria will be used to ensure that similarly skilled students will be placed in groups?
A16. Participating private schools will determine based on academic need(s) and staff recommendation.
Q17. Just to clarify for the SOW for Title I, Part A and Title IV, Part A, is the District requiring that tutors be certified teachers with current and valid FL teaching credentials?
A17. Yes. All instructional personnel are required to hold current and valid FL professional certification.
Q18. Will the District/schools be able to share their progress monitoring tool and formal assessments for diagnostic and benchmarking or share results?
A18. SCPS does not provide any progress monitoring tools/programs to private schools. Each private school may have their own progress monitoring tool or none at all. Private school officials may choose to share progress monitoring results with the third-party provider.
Q19. Will student data (i.e., standardized test results, grades, proficiency standards, etc.) regularly be provided to our
Client Manager and tutors to design individualized, scaffolded interventions?
A19. Private school officials may choose to provide student data to the third-party provider. SCPS does not have access to any student assessment data from private schools.
Q20. Are schools able to provide their curricular resources already aligned to district standards to make certain tutoring sessions extend the classroom and connect learning?
A20. Private schools are not required to follow Florida’s B.E.S.T. Standards or other academic standards which are requirements of public schools. Private school officials may choose to provide access to their curriculum for alignment with the third-party instructional provider’s curriculum.
Q21. Our tutors are able to provide regular updates to classroom teachers for them to pass on to families during parent-teacher conferences. For other types of family engagement, we are happy to work with and assist the District for obtaining parental permission, meeting caregivers, and offering marketing materials for email blasts, social media posts, take-home flyers for backpacks, bulletin boards, etc. For any type of concern or feedback, we rely on classroom teachers or other school stakeholders to communicate this to our dedicated Client Manager for the District. Is this approach amenable to the District?
A21. We are not pre-qualifying proposals so this question will not be answered. Please provide your solution as part of your proposal for evaluation by the committee.
Q22. Will schools be selecting tutoring vendors from a district-approved list? How many tutoring vendors will be selected for approval? Will vendors be expected to “market” their services to participating private schools?
A22. Unknown at this time.
