The project involves painting and posting boundary lines for approximately 160,000 acres of District-owned land in North Central Florida, with a goal of painting/posting 200 miles of boundary lines each year. QUALIFICATIONS OF BIDDERS - TO SUBMIT WITH BID

It is the Bidder’s responsibility to completely fill in all items in Sections 5 and 6 with an Equipment List, including the information listed below in the response. Items that are in bold will be used to determine the low-price component of the assessment where applicable. Other items that can be provided should be filled in and can be included in the contract at the option of the District. Failure to provide these items may result in the bid being considered non-responsive.

The minimum requirements necessary to meet the qualifications for this contract are as follows:

1. Five (5) years’ experience for the task(s) being proposed (project experience must be by the individual(s), firm, or project manager(s) assigned to the project). Bidders shall include information which clearly demonstrates their ability to meet this requirement; and

2. At least four (3) projects completed of the nature specified in the applicable Scope of Services over the past three (3) years (Bidders shall use the SIMILAR PROJECTS form provided to list the names of the project(s), including the personnel assigned to each, and the names of the agencies/companies for whom the work was performed, including a contact person and telephone number); and

6. A GPS device that can collect points in WGS-84 datum and WAAS capable receiver. The GPS device will give Contractors or employees painting/posting boundary lines the ability to take a waypoint for where painting/posting stops on uncompleted lines. These points will be used to build a painting history of lines painted and allow accurate billing.

SECTION 5: SCOPE OF WORK AND STANDARDS

Background The District owns approximately 160,000 acres of land with approximately 1,000 miles of boundary lines. The District has determined that these lines need to be remarked every five years.

Therefore, the District has a goal of painting/posting one-fifth of its boundary or 200 miles each year.

Project Completion Date The Contractor shall notify the District at the completion of each tract. All work shall be completed by June 1 of each year. Work will be reviewed by District staff as tracts are completed. Follow-up efforts will be completed June 2-Sept 30 or as assigned.

This is a three-year contract with the option for two consecutive one-year renewals.

Project Area The project area is District-wide with the District selecting a specific area each year. The District reserves the right to change the project area based on needs or conditions during the time of the contract.

PLEASE NOTE: Based on unit costs or due to environmental or weather conditions, the boundary painting mileage assigned and completed may be less than that listed above.

BOUNDRY LINE PAINTING/POSTING STANDARDS

Lines to be Painted and Posted All perimeter property lines, except along the river, shall be painted one tree per 200 feet, or line of sight (whichever is less) with an approved boundary marking paint.

Tree Painting

All trees or posts that have existing paint will be repainted.

New trees that are needed to meet the 200 feet requirement shall be trees at least four inches in diameter at five (5) feet, within six inches of the property line and located on the District's side of the boundary line.

DISTRICT ITB 24/25-011 OPS BOUNDARY PAINTING SERVICES Page 7 of 13

Prior to applying the boundary paint to the trees, the loose bark shall be smoothed, not removed down to the cambium layer.

One six-inch-wide band shall be painted encircling the tree at five (5) feet above the ground on all line trees or posts. Care shall be taken to ensure that the paint does not run and that the band is straight and level.

Two six-inch-wide bands shall be painted encircling the tree at five (5) feet above the ground on all trees or post at permanent concrete markers. There shall be two inches of the unpainted area between the band bottom and the top next band.

Three six-inch-wide bands shall be painted encircling the tree at five (5) feet above the ground on all trees or post at corners or changes in line direction. There shall be two inches of the unpainted area between the band bottom and the top next band.

Nelson, Boundary Mark, Brush Type (or approved equivalent) yellow paint shall be used for fee ownership and for easements, including conservation, ingress, and egress. Contractor shall supply all paint needed to complete the job. This paint is available from distributors such as Forestry Suppliers.

If the property line is in the centerline of a road or other feature, then the boundary between the road and the District's property shall be marked as close to the road as possible.

Post If the property line crosses an open area or area without trees of sufficient diameter, then a 6.5-foot pressure treated post (3-4-inch top set 2.5 feet into ground) shall be placed six inches inside the line every 200-feet or line of sight, whichever is less, and the top six inches painted using boundary paint for single bands.

An 8.0-foot pressure treated post (4–5-inch top diameter set 2.5-feet into ground) shall be placed at every permanent marker. A triple band of yellow boundary paint will encircle the post at all corner monuments while double paint bands will mark the post at monuments along the line.

Posting of Signs The District will provide the boundary signs needed for each particular tract. Signs shall be nailed on every other tree or line post (400-feet apart). Signs that have been shot or defaced shall be replaced by the Contractor. Corner posts shall have two signs approximately 90 degrees from each other and facing the adjacent landowner.

District-owned lands enrolled in a Wildlife Management Area will require the placement of two signs on each post or tree (one identifying the District's ownership and the other identifying that the tract is enrolled in the Wildlife Management Area). The District will supply both signs.

District-owned lands not enrolled in the Wildlife Management Area will require only one sign identifying the District's ownership. The District will supply this sign.

The bottom of the District ownership sign shall be placed two inches above the painted strip and shall face out towards the adjacent property owner. The top of the Wildlife Management Area sign

DISTRICT ITB 24/25-011 OPS BOUNDARY PAINTING SERVICES Page 8 of 13 shall be placed two inches directly below the bottom of the painted strip and shall face out towards the adjacent property owner.

Contractor shall supply all fasteners to attach the signs. Aluminum roofing type nails 1.5 inches long shall be used to fasten the signs to trees and wood posts.

Steel nails shall not be used under any circumstance.

All costs associated with travel, equipment, labor, supervision, and incidentals must be included in the per mile or per post cost.
