About this file

This is Addendum #2 to the bid specifications for the Kenosha County Public Safety Building Fuel Island Replacement project issued by the County of Kenosha Purchasing Division. The project involves replacing the fuel island and canopy at the Public Safety Building located at 1000 55th Street, Kenosha, Wisconsin. The addendum provides clarifications and modifications to the original drawings and specifications, including corrected site plans showing existing electric and fuel island panel locations, additional concrete areas, and revised product specifications. Key clarifications address the reuse of existing PV200 management systems and Veeder Root tank monitor systems with new conduits and cables, piping configurations for two unleaded tanks that feed both dispensers, canopy lighting specifications (six CREE CPY250 fixtures with 400 lumens at 4000K), hose specifications (one 1-inch by 15-foot diesel hose and three hoses for unleaded), and acceptable alternative piping materials including APT and fiberglass options. Bids are due Wednesday, June 5, 2024, at 3:00 p.m. local time at the County of Kenosha Purchasing Division.

The revised bid form includes options for contractors to propose pricing for three alternates: an increase to canopy base size from 25 feet by 25 feet to 32 feet by 25 feet, a delay of work until spring 2025 to reduce costs, and substitution of glass steel tanks as cost-saving measures. The addendum clarifies that the county intends to begin the project as soon as possible, though contractors may note later starting dates with their bids. Key specifications require canopy footings to be positioned 1 foot below the tank bottom, contractor responsibility for landscaping restoration if existing areas are disturbed, and manufacturer representative attendance for north generator startup. If contaminated soil is encountered during excavation, the contractor shall stockpile it on plastic sheeting on the east side of the existing parking lot, with backfill using slurry and material costs paid by the owner as a change order. A bid bond is required with all submissions.

To all Contract Bidders of record.

This Addendum is issued to modify, explain or correct the original Drawings and Specifications as noted below, and is hereby made a part of the Contract documents.

Please attach this Addendum to the Specifications in your possession. Acknowledge receipt of this Addendum in the space provided on the Bid Form. Failure to do so may subject Bidder to disqualification.

This Addendum consists of (3) written pages and (3) Attachments and (1) Report (10 pages).

CLARIFICATION

1. See revised plan FI-A102 Architectural Site Plan showing the following:

a. Correct location of the existing electric and fuel island panels that are being reused.

b. Additional concrete area being poured for this project.

2. See attached report from the existing Veeder Root control (for reference).

QUESTIONS AND ANSWERS

1. Your project is calling for a FIT 500 and EECO 2000 ATG. Both of those products have been replaced with new products and are no longer available. Will you consider accepting bids using our new PV200 island terminal and the LX Plus Pro gauge?

a. Management system is an existing system PV200 to be reused and reinstalled by 11 11 28. All conduits and cables to be new.

2. Regarding the product piping for the outdoor generator. The spec says remove and replace existing supply and return piping. After visiting the site yesterday, the piping enters the basement in the boiler room and is capped off and not attached to anything. Is the intention of the new piping to also just dead end and not be hooked to the new underground tank?

a. The intention is to be hooked to the new underground tank. See attached sheet AD2-1 showing the schematic layout for the piping of the north generator.

3. Looking for clarification regarding having two unleaded tanks and how you are wanting them piped. One tank to one dispenser? Tanks siphoned and tanks will feed both dispensers.

a. As shown on sheet FI-A200 both tanks shall feed both dispensers.

-2-

4. Are you open to a different design/layout ? The site is very tight and the tanks and canopy are close to the road and what appears to be a trolley service running past. It is going to be very costly to dig/shore an OSHA approved tank excavation without significant additional cost of a sliding trench box . Wondering if you would be open to moving the tank location and going with say one 12,000 gallon unleaded tank , or a split tank with 15k unleaded and 5k diesel ? Getting the tank away from the canopy also solves the issues of deeper footers and pillars for the canopy columns to rest on. In the end moving the tank to a new location and eliminating one tank would be a significant cost saving compared to the proposed layout.

a. No keep existing layout.

5. Because of 2 gas tanks how do they want to be piped based on dispenser specs, 2 product 2 hose dispensers and can get by with 1 product 2 hose and 2 product 2 hose.

a. Yes. We are ok with 1 product 2 hose for unleaded dispenser and 2 products 2 hose for the unleaded and diesel dispenser.

6. Tank monitor Evo 550 is discontinued would Evo 400 suffice. Fit 500 is old, reuse or find substitute for newer model or clarification PV OPW 200 would be newer option. Drawing specs say reuse but written specs list new Fit 500. Drawing specs also say existing veeder root system to be reused? Can you please clarify this?

a. All tank monitor systems are existing to remain and reused, with new piping and cabling.

7. Can we use APT piping or fiberglass piping, or is OPW flexworks/Pisces only option?

a. We are ok and APT and fiberglass piping as long as all components are compatible and meets state and federal requirements.

8. Size of hose or high hose option?

a. Per spec, Diesel shall be (1) 1” x 15’ and unleaded shall be (3) ¾” x 12’ Hose retractors required. See specs for all components.

9. How much landscaping needs to be done on site and what if the landscaping that is assumed to be done is not disturbed??

a. There’s no landscaping in the scope unless existing landscape/grass area are disturbed in which this case contractor shall be responsible to restore these areas with sod.

10. Any other Plumbing or HVAC to be done besides generator? Generator to boiler piping should already be completed.?

a. No HVAC required. Piping inside building is existing to remain. See drawings for required new piping.

11. Are maintenance guys going to fire up generator after piping and tanks is redone??

a. For the north generator, the contractor shall have the manufacture rep / technician for the startup as part of this bid. The interior south generator startup will be by maintenance personnel.

b. Contact information Brad Fryjoff Electric Power Generation Account Manager Fabick Power Systems 414-461-9100 414-750-6273 cell 414-461-8899 fax bradford.fryjoff@fabickcat.com

-3-

12. Is there a 2nd option for the canopy lights, the Cree VG A PD 5M is discontinued. Cree VG B PD 5M is an option. Also, how many lumens, voltage, and color for the lights??

a. No. Please use the following:

Fixture - CREE CPY250 Lumen Package: 4L (400 Lumens)

CCT - 40K9 4000K, 90 CRI

Optic - F (Flat Lens) Voltage - UL Universal 120-277V Mounting - DM (Direct) Color - WH (White)

13. Quantity of lights to be on the canopy? Written specs say 6, drawings say 2?

a. As shown in detail 2/FI-A301, there should be 6 lights.

14. Are glass steel tanks allowed?

a. We would accept glass / steel tanks as an alternate, provide cost savings. See revised bid form

15. What does CFnc stands for?

a. CFnc is the Construction Fence layout provided by the contractor for this project.

16. If the awarded contactor requests to begin the project in spring of 2025, even if material flow would allow for an earlier commencement, would the spring 2025 start be allowed?

We have concerns about our schedule and also about how our schedule could be negatively impacted by weather later this year. There would be cost savings for our bid number because we would have to put staff on overtime to complete. Waiting until spring will allow us to bid more aggressively.?

a. It’s the county’s intent to start the project as soon as possible and if you have a starting date later in the year, please note that with your bid. See alternate number two (2) on revised bid form.

17. How will the canopy foundations be with the tanks so close? Should they be below the bottom of the tanks?

a. Yes. The bearing for the canopy footings shall stand 1’-0” below the bottom of the tank.

The footing and pier should be designed by the canopy engineer.

18. If we run into contaminated soils, what should we do with the material and what should the hole be backfield with?

a. If contaminated soil is encountered, it should be stock piled on plastic and covered with plastic on the east side of the existing parking lot. The hole should be backfilled with slurry and material tickets will be paid by the owner as a change order.
