This is Addendum No. 2 to the contract documents for the DTMB Mackinac Island Visitor Center Renovations, issued by the Department of Transportation, Michigan Business (DTMB) on March 5, 2025. The project involves general construction renovations at 7200 Lake Shore Drive, Mackinac Island, Michigan. The mandatory pre-bid meeting was held on Tuesday, March 4, 2025, at 2:00 p.m. via Microsoft Teams, with substitution requests and questions due by March 12, 2025. The final addendum was issued on March 14, 2025, with bid submissions due on Wednesday, March 19, 2025, at 2:00 p.m. A post-bid interview is scheduled for March 24, 2025, followed by submission to the Administrative Board on March 31, 2025, and the board meeting on April 22, 2025. Contract award is anticipated on May 7, 2025, with a preconstruction meeting on June 1, 2025. Construction is scheduled to commence on October 27, 2025, with substantial completion targeted for April 10, 2026, and final completion by May 8, 2026. Submittal processing will begin no later than June 30, 2025, and be completed by August 29, 2025.

The addendum clarifies that the general contractor is responsible for all associated costs for materials, equipment, tools, manpower, and lodging from the mainland to Mackinac Island, with subcontractors providing quotes directly to the general contractor. Key project requirements include submission of a computer-generated two-week look-ahead schedule prior to bi-monthly progress meetings, coordination with Mackinac State Historic Park staff for vehicle traffic on park roads with seasonal time restrictions, coordination with the park's archeologist for all digging activities, and provision of secure storage units with materials staged on site prior to December 1, 2025. The state will waive docking fees at British Landing and city fees for materials moved on drays, though any vehicle traffic through town requires a city permit. The fire suppression system must remain in service during construction with minimized downtimes, and the contractor must provide its own porta-johns, secure its own housing, and restore any damage to turf, walks, or roads caused during the project.

See the following questions with answers.

1. Q: Just to clarify, the FP contractor shall be responsible for all associated cost from the mainland to the Island for all materials, equipment, tools, manpower, and lodging, correct? Most likely we would need to get in and demo our piping in the restroom areas and come back when all framing is completed (probably after the first of the year).

A: This bid package is for General Construction. Sub-contractors, including FP contractor, to provide their quotes directly to the General Contractors bidding. Scheduling of work will be the responsibility of the General Contractor.

2. Q: Will the fire suppression system need to remain in service during construction? I’m assuming that we can plug off the required openings primarily in the restroom area and place the system back in service just leaving the renovated areas out of service.

A: The system to remain in service as much as possible. It is understood there will be downtimes such as during the replacement of the fire riser. Downtimes should be minimized. Multiple trips etc should be planned to minimize system downtime.
