About this file
This document is a Request for Qualifications and Proposal (RFQ/P) Clarification #1 issued by Dynamic Program Management for the Summit School District's Staff Rental Housing Project. The solicitation seeks a Construction Manager/General Contractor (CM/GC) for a proposed housing development in Silverthorne, Colorado, with the first phase involving 60 residential units consisting of one 36-unit apartment building and two 12-unit flat buildings. The project is contingent on a November 2024 bond measure, with an anticipated construction start in July 2025 and completion targeted for July 31, 2026. Responses are due by 5:00 PM on October 31, 2024, with interview invitations to be sent to short-listed candidates on November 6, 2024, and interviews scheduled for November 15, 2024.
The clarification document provides detailed responses to 25 questions from potential bidders, addressing key project details such as infrastructure scope, utilities, construction approach, and project flexibility. The hard construction costs do not include design or special consulting, and while LEED certification is not required, the owner is interested in sustainable design components. The district is open to modular construction and potentially expanding the number of townhomes, provided the project remains within the anticipated hard cost budget. Existing utilities are assumed to be available near Bryan Lane, and the owner is interested in minimizing site impact during construction, with logistics to be coordinated between the owner and the selected firm.

No. Question Response
Is the site plan provided for the Silverthorne site still current? If not, can you provide updated information. How many buildings will be in the first phase as this will affect the schedule?
Site plan provided in the RFP has not been updated. The number of buildings has not been finalized. For the RFP response & schedule, assume (1) 36 unit building and the (2) 12 unit flats buildings will be the 60 units that represent Phase I.
This mix is subject to change, but the information we have to date.
2 Of the 91 units shown in the master plan, which 60 units will be in the first phase?
See response to question #1
3 How many buildings will be in the first phase as this will affect the schedule?
See response to question #1
4 Should our schedule include the infrastructure for the entire site or just the 60 units?
Utilities will be sized for the entire site, but assume only infrastructure for Phase I will be constructed at this time.
5 For scheduling purposes what specific date should be used for completion of the units.
July 31, 2026
6 Is the budget intended to extend infrastructure beyond the 60 housing units planned for Phase I?
See response to question #4.
7 Additional grant funding is expected per Part C Scope of Work. Is the project contingent on both the bond measure and this grant funding?
No.
8 Are the budgeted hard costs including design and special consulting?
No. Hard costs are for construction only.
9 The completion date appears to be summer of 2026. What is the anticipated start date for construction (acknowledging that Precon is expected to start immediately)?
Design team is planning for a permit package to be submitted April/May of 2025 with construction to start in July 2025.
10 What costs should we be expected to provide in the Fee Proposal?
As stated in the RFP, Fees are not to be submitted at this time. A shortlist of candidates will be invited for interviews and fee proposals will be required as part of the interview process.
More information regarding the fee will be provided to the

short list but overall will include general conditions, general requirements, fees and insurances.
11 How much time will be given the respondents between notice to interview and submittal of fees and contract comments (prior to the actual interview)?

12 Will the construction of the new soccer field be a part of the 1st phase of construction?
Assume for RFP that a new soccer field will not be built.
13 Are existing utilities available nearby? If so, do they all come off Bryan Lane?
Assume yes.
14 Will modular construction be considered as an accepted building format for the project?
District is open to conversations about modular construction for the project.
15 Will the infrastructure include all the roadways and parking shown in the Summit education center site plan.
See response to question #4
16 Will there be any energy requirements for the buildings such as LEED or energy star?
LEED will not be required, however the Owner is interested in incorporating sustainable components into the design.

Unknown at this time.
18 Will we need to bring utilities to the town home lots in phase 1?
See response to question #4
19 Is Summit School District open to the option of having housing ready to occupy ahead of the July 2026 date? If so, are there funding constraints that would limit how early they can be occupied?
Yes. No funding constraints associated with early turn over. The project is dependent on a successful bond measure in November of 2024.
20 Would summit school district, consider adding additional town homes to the 12 flats and 36-unit apartment as long as the project stayed within the anticipated hard cost budget?
Yes
