About this file

This document is an Addendum to a Request for Information (RFI) issued by the Florida Department of Commerce (COM) related to the FL WINS Customer Portal Solutions project. The addendum provides additional details, including the addition of a new attachment called "Schedule IV-B", updates to the Calendar of Events with new dates, and responses to technical questions received from prospective respondents.

The RFI seeks potential solutions capable of connecting data and systems for the FL WINS customer portal, which aims to integrate multiple workforce development programs across various state agencies. The RFI outlines requirements for the customer portal, customer 360 solution, and data hub integration capabilities. Responses to the RFI are due on October 6, 2023, and the state may conduct oral presentations with vendors during the week of October 16-20, 2023, if applicable. The RFI notes that the FL WINS program is employing a "best of breed" strategy, which may involve one or multiple vendor contracts.

Specifications

RFI Scope We did not find an explicit reference to the Customer360 or the Data Hub in the body of the RFI (just the Appendices).

Additionally, there is no mention of a new data or analytics platform mentioned in Section B.3 Specifications. To clarify, is FloridaCommerce seeking an RFI response that only addresses the Customer Portal OR the complete envisioned FL WINS Solution (“the Solution”) inclusive of the Customer 360 and Data Hub?

The intention of this RFI is to allow the vendor community to propose a solution(s) that has been successfully put into production and includes supporting the requirements outlined in the RFI. Please also see the updated Schedule IV-B for additional information.

51 Page 6, Section B.3

Specifications

Analysis of In-Scope Integrations The RFI “seeks potential solution(s) capable of connecting data that is not moved around but is accessible through innovative technology methods that can communicate in and with multiple case management environments (within the In-Scope Systems).”

Has FloridaCommerce established that all the capabilities it would like to expose in the new portal are available via APIs in the In-Scope Systems? Or does that analysis still need to be performed for all intended partners (e.g., 50+ Technical Centers/Colleges)?

If specific API capabilities are missing for In-Scope Systems, would FloridaCommerce and its contractors pursue building these APIs on its own or would these functions be excluded from the new portal?

No. The analysis must be completed/verified with existing in-scope systems by the vendor. The vendor is responsible for providing any published APIs, ESB, or approved data integration layer(s) so in-scope systems may communicate with the FL WINS system.

52 Page 8, Section B.7

Instructions to Respondents,

2. Details

Support & Maintenance The RFI asks for “Maintenance and Operations Plans currently in use to support the solution and/or product”.

How does FloridaCommerce and the FL WINS program expect to support and enhance the FL WINS solution (“the Solution”) long term?

The staffing model has not been designed, but the state will either staff or fund the operations and maintenance functions for FL WINS. Responses should include samples of existing Support & Maintenance plans for the proposed solution(s) which meet the requirements and are currently in production.

Question* Answers

Will operations and enhancement be performed by an internal IT team or does FloridaCommerce intend to engage contractors for operational maintenance, support, and long-term enhancements?

Is there a preference for internal capability building OR outsourcing to a vendor partner?

What size internal support team does the FL WINS desire or anticipate maintaining to support the Solution whether contracted to an M&O vendor or not?

53 Page 8, Section B.7

Instructions to Respondents,

2. Details

Solution Architecture Cost Implications Does FloridaCommerce have long-term targets for operational expenses for the Solution beyond 2026 that should be considered as part of the design?

No.

54 Page 5, Section B.2 Background

Implementation Partnership The RFI states “The FL WINS Program has three active projects supported by two workgroups.”

How many resources (both internal and contractors) has FloridaCommerce and other partners (e.g., DOE, DCF, etc.)

allocated to each of the various projects and workgroups?

• Workforce Integration Management (WIM) project?

• Transformational Change Management project?

• Business Process Reengineering project?

• Legal & Policy workgroup?

• IT Shared Services workgroup?

• Others?

In general, what level of participation is expected from state provided resources (e.g., Dedicated Full-Time, Dedicated Part-Time (x%), Ad-Hoc)?

The FL WINS program has a robust 3-tier governance structure that promotes Workforce Partner Agency participation and collaboration at every level. The program is designed to be vendor led on the solution(s). Pease reference the updated Schedule IV-B for additional information.

https://www.floridajobs.org/docs/default-source/office-of-the-inspector-general/schedule-iv-b-workforce-systems-final--9-19-23.pdf?sfvrsn=d6f95ab0_0

Leveraging Enterprise Solutions/Standards The RFI states “The proposed architecture and technical stack components should include, but are not limited to:

• Microservice Based Architecture

• Enterprise Service Bus (ESB)

• Messaging Broker

• Multifactor Authentication

(MFA)

• Business Rules Engine

(BRE)

• Workflow Management

• Document Management

• Master Data Management and interoperability”

Does FloridaCommerce prefer leveraging existing solutions where possible OR is there a desire to procure new components specifically for FL WINS?

For example, is there an enterprise standard content management system (CMS) for current web site content? Would there be a preference to leverage the existing CMS to manage content in the new Customer Portal? Another example would be IAM/SSO?

The intention of this RFI is for the vendor community to identify potential solutions and suggestions that will inform the implementation strategy. Please reference the updated Schedule IV-B.

In-Scope Systems

In-Scope System Modernization Three (3) of the In-scope systems are being modernized currently or in the process of being modernized. Are the timelines for the completion of these modernization initiatives available? This information will be helpful while defining the Implementation roadmap for the initiative.

Not at this time.

58 Page 12, Attachment B

In-Scope Systems

In-Scope System Clarity The “Apprenticeship” and “General Adult Education” systems have a description of “N/A at this time.”

What does that mean? For example, are they new systems coming online OR are they being decommissioned? Are they still being considered for In-scope?

In-scope programs (Apprenticeship and Adult Education) currently do not have a solution. However, the intent is to incorporate all identified Programs into the FL WINS future state solution.

Please also reference the updated Schedule IV-B for additional information.

59 Page 4-5, B.2 Background

Implementation Methodology Does FloridaCommerce desire to build and deploy functionality of the Solution iteratively and incrementally? Are there business, procurement, or statutory constraints that require a singular deployment of all features?

If an iterative and incremental approach has been contemplated, has FloridaCommerce identified a prioritized order of components and features for release?

FloridaCommerce is looking for the vendor to provide a proven methodology to fully implement a solution(s). Please see the RFI attachments and the updated Schedule IV-B for more information relating to in-scope systems that are currently integrated.

60 Page 4-5, B.2 Background
