Big Corkscrew Island Regional Park, Collier County, Florida
Project Overview:
The objective of this project is to construct a new signalized intersection on Oil Well Road at Big Corkscrew Drive, just east of Palmetto Ridge High School, enhancing traffic flow and safety for visitors to the Big Corkscrew Island Regional Park and commercial developments. This project involves comprehensive civil engineering work including road widening, the addition of turn lanes, and the installation of a traffic signal system. This project also includes a temporary signalization phase which is detailed at the end of this document.
The scope also covers ancillary improvements to storm drainage, potable water distribution, sanitary sewer systems, street lighting and landscaping. Coordination with ongoing construction activities along Big Corkscrew Drive is essential to ensure a seamless integration of new infrastructure. The adjacent commercial developer, through an agreement with Collier County, is responsible for reimbursing the County for a portion of the cost of the project, specifically the public utilities and the intersection.
Background
The intent of the intersection project is to provide a safe access to the Big Corkscrew Island Regional Park and adjacent commercial developments. This contract consists of the turn-key construction in accordance with the bid documents of the contracted design firm, Q Grady Minor & Associates, P.A. and their subconsultants.

The temporary signalization shall be installed, along with the roadway improvements within 90 days from commencement of the project.
Once the intersection is constructed, along with temporary signalization, to the extent that is functional and usable by the public, it will be put into use. Once the longer lead permanent equipment items are delivered, the contractor shall schedule with the County a time to complete the installation and close-out the project and the contractor will be given the remainder of the contract time to complete this work.
Collier County Transportation may opt to provide a controller and/or signal heads for the temporary signalization setup if they are not immediately available. The contractor may be asked to provide a deduction from the contract if items are provided by Collier County that would have otherwise been purchased or rented by the contractor.
General Requirements for Temporary Signalization
Signal Support Structures: Install large, reinforced precast concrete poles at two locations around the intersection to serve as the primary support structures. These poles must be designed to withstand the load of the signal cable and signal heads, as well as local wind load requirements.
Erect a diagonal cable across the intersection to suspend the signal heads. The cable should be tensioned appropriately to minimize sag while maintaining stability and visibility of the signal heads.
Signal Heads: Provide signal heads for all approach lanes, including through, left-turn, and right-turn movements as required by the intersection's configuration.
Ensure all signal heads are mounted securely to the diagonal cable with weather-resistant hangers or brackets that maintain proper alignment.
Control Cabinet: Install a temporary signal control cabinet at a location outside of the clear zone to house the signal controller and associated electronics. The contractor may opt to install the permanent controller and cabinet, or a controller provided by Collier County Transportation at the permanent location of the controller.
The cabinet must be equipped with a signal controller compatible with Florida Department of Transportation (FDOT) standards for intersection control and programming.
Detection Systems: Install vehicle detection systems to manage traffic flow and optimize signal timing. This may include, inductive loop detectors in the pavement and/or radar or video-based detection systems mounted on the poles or other structures and detection must accommodate all turn lanes, including protected and left-turn lanes, ensuring comprehensive traffic management.
Traffic Management During Installation: Implement temporary traffic control measures, including lane closures, cones, and signage, to ensure safety during installation and maintenance of the temporary signal setup.
Provide clear advance warnings to road users of potential delays or new traffic patterns and provide for a dynamic management of traffic to accommodate the accelerated schedule and traffic patterns on multiple shifts as necessary.
Power Supply: Ensure access to a reliable power source. If no permanent power supply is available, provide a temporary power connection or portable generator for operation of the equipment.
Install proper grounding for all electrical components to ensure safety and compliance with local codes.
