About this file
This is a Lighting Design Analysis Report (LDAR) prepared by Kisinger Campo & Associates for the Florida Department of Transportation (FDOT) District One, detailing the lighting design for the 16th Street NE Bridge Project in Collier County, Florida. The project encompasses roadway improvements along a 3.3-mile section of 16th Street from Golden Gate Boulevard West to Randall Boulevard, including connectivity enhancements to dead-end streets and installation of a traffic signal system at the intersection of 16th Street NE and Randall Boulevard. The lighting analysis evaluates proposed LED luminaires (Apollo Metro Solutions SL5 mini LED units) mounted at 35 feet with 12-foot arms, designed to meet FDOT's roadway lighting criteria for signalized intersections and crosswalks. The photometric calculations were performed using AGi32 design software and demonstrate compliance with FDOT Design Manual Chapter 231 standards, which specify horizontal average illumination of 1.5–3.0 foot-candles, vertical average illumination of 1.2–1.5 foot-candles, and maximum-to-minimum illumination ratios of 10:1 or less for signalized intersections. The report was digitally signed and sealed by Dr. Fathy Abdalla, P.E. (Florida License No. 63914) on February 22, 2024.
The photometric analysis results confirm that the proposed lighting design satisfies all FDOT criteria. The SL5 luminaire specifications include 8 CREE XHP 70-2 LEDs, 17,900 lumens at 4000K color temperature, 150-watt typical power consumption, and universal mounting design compatible with various voltage inputs (100–277V AC, 480V AC, or 48V DC). Voltage drop calculations for two circuit configurations (A-1 and A-2) serving the intersection lighting system demonstrate acceptable performance, with maximum voltage drops of 0.10 volts (0.02% of 480V service) and 0.31 volts (0.07% of 480V service) respectively, confirming that the specified wire sizes (6 AWG copper conductors at 75 degrees Celsius) are adequate. The analysis includes crosswalk vertical illumination evaluated at 5-foot elevation using stopping sight distance calculations of 360 feet based on Randall Boulevard's 45-mile-per-hour posted speed limit.

1. General Description
This Lighting Design Analysis Report (LDAR) has been prepared by Kisinger Campo & Associates
(KCA) as part of FPID 451283-1-58-01 located along 16th St at Randall Blvd.
1.1. Project Description
The purpose of this project is to construct roadway improvements along a 3.3 mile section of 16th
Street from the intersection with Golden Gate Boulevard West extending north to the intersection of
Randall Boulevard. These improvements include connectivity and roadway enhancement to dead-end streets and the addition of a signal system at the intersection of 16th Street NE and Randall Boulevard.
The purpose of this memorandum is to document the results of the lighting analysis (photometric calculations) conducted for FPID 451283-1-58-01 using Light Emitting Diode (LED) luminaires while adhering to FDOT’s roadway lighting criteria for signalized intersections and crosswalks. This report will conclude that the proposed lighting is compliant with FDOT’s roadway lighting criteria for signalized intersections.

2.1. Lighting Criteria
Florida Department of Transportation’s Design Manual (FDM) Chapter 231
• Signalized Intersections o Criteria:
16TH St and Randall Blvd.
Illumination Level
Signalized Intersection
Horizontal Average Illumination (HFC) 1.5 – 3.0
Vertical Average Illumination (VFC) 1.2 - 1.5
Avg. / Min 4:1 or less
Max / Min 10:1 or less
Veiling Luminance Ratio N/A
2.2. Photometric Analysis
The design application used in performing the photometric analysis was AGi32. The design luminaire selected for analysis in new construction was the Apollo Metro Solutions distribution, Power
Performance Package “SL5” mini LED, mounted at 35’, with a 12’ arm. Two existing luminaires located on Valencia Golf & Country Club property were included in the analysis due to their proximity to the intersection. The existing luminaires Appendix A summarizes the results of the photometric analysis, and Appendix B displays the manufacturer’s specifications for the SL5.
The analysis method used to evaluate the horizontal illumination for signalized intersections (as described in FDM Chapter 231) is to establish a calculation zone defined by the intersection limits.
Each calculation zone measures the illuminance using light meters spaced at 5’ longitudinally and 5’ transversely.
The analysis method used to evaluate vertical illumination for crosswalks at signalized intersections is to establish a linear array of light meters aimed at oncoming traffic. Each variable light meter is at a 5’ elevation, is spaced at 1.65’ along the center of the crosswalk and is aimed at a point upstream defined by the stopping sight distance. For this project, Randall Blvd has a posted speed of 45 MPH, meaning that the stopping sight distance is 360’ (FDM Table 210.11.1).
The results from Appendix A show that the FDOT Lighting Criteria is satisfied.
