About this file
This Scope of Work document outlines the 16th Street NE Bridge Project (Project No. 60212.1) in Collier County, Florida, a comprehensive roadway improvement initiative spanning approximately 3.3 miles of 16th Street NE from Golden Gate Boulevard West to Randall Boulevard. The primary deliverables include constructing a new bridge over the Golden Gate Main Canal, widening the existing roadway to provide 11-foot travel lanes with 6-foot shoulders (4-foot paved plus 2-foot unpaved), and installing a 6-foot sidewalk on the west side of the roadway. The proposed bridge will measure 50 feet 5 inches wide and 147 feet 0.5 inches long, featuring two 12-foot travel lanes, a 12-foot shoulder on the east side, and a 6-foot shoulder with a 6-foot sidewalk on the west side. Additional project components include minor drainage modifications to existing roadside swales, installation of new concrete driveways to the right-of-way, and a new traffic signal system at 16th Street NE and Randall Boulevard. Sealed bids for this project (Bid No. 24-8265) must be submitted electronically by November 20, 2025, at 3:00 p.m. local time, with a non-mandatory pre-bid meeting scheduled for October 21, 2025, at 10:00 a.m. in Naples, Florida. Prospective bidders must be pre-qualified by the Florida Department of Transportation and must register on the county's procurement portal to obtain complete project documents.
The total project budget is approximately $26,361,418, with funding provided primarily through federal highway administration grants under the Local Agency Program (LAP). Contractors must submit a 5% bid bond with their proposal and comply with federal regulations including Davis-Bacon wage requirements, Buy America provisions, and equal employment opportunity standards. The project carries a significant disadvantaged business enterprise (DBE) goal of 10.54%. Contractors are required to achieve substantial completion within 520 consecutive calendar days with final completion within 30 calendar days after punch list delivery, with liquidated damages set at $7,442 per calendar day for non-compliance. Environmental compliance requirements include mitigation for 2.35 acres of wetland impacts through the Panther Island Mitigation Bank Expansion and protections for endangered species including the Florida black bear, gopher tortoise, and eastern indigo snake. All prospective bidders must be pre-qualified in specific work classes: minor bridges, pavement marking, roadway signing, traffic signals, and sidewalk work.

Project Scope Outline
16th Street NE Bridge (Project No. 60212.1)
The project encompasses approximately a 3.3-mile section of 16th Street NE from the intersection with Golden Gate Boulevard West extending north to the intersection of Randall Boulevard. 16th Street NE intersects with a series of narrow dead-end streets.
The improvements proposed will provide connectivity and roadway enhancements to those dead-end streets and improve emergency response times and safety along the corridor.
A PD&E Study entitled “Golden Gate Estates Bridge Crossings” was completed for this site in September 2016. The proposed roadway improvements for this project consist of adding a new bridge, providing additional lane width and shoulders by widening to the west of the existing roadway. The widening will provide 11-foot travel lanes with 6-foot shoulders (4-foot paved plus 2-foot unpaved) along the entire length of the project. A 6-foot sidewalk will be constructed to the west of the roadway. The improvements will include minor drainage modifications to existing roadside swales and the installation of new concrete driveways up to the existing right- of-way.
The typical section of the proposed bridge consists of two, 12-foot travel lanes, a 12-foot shoulder on the east side, and a 6-foot shoulder and a 6-foot sidewalk on the west side of the bridge. The proposed bridge width and length is 50 feet 5 inches and 147 feet 0.5 inches, respectively.
The project will add a new signal system at 16th Street NE and Randall Boulevard.
