About this file

This document is an Addendum for Invitation for Bid (IFB) 24-71016-000 Video Production Services issued by the Department of State Hospitals (DSH) of California. DSH is seeking bids from contractors to produce six short, easy to understand videos that explain the SVP-CONREP program and its key components. The addendum responds to potential proposers' questions, providing example videos and clarifying requirements such as government references, training, and submission format. It also states that contract negotiations will occur with the awarded vendor, but does not disclose the incumbent, contract value, or current budget.

The IFB indicates the jurisdiction for this opportunity is Sacramento County and San Francisco City in California. Bidders must submit one original and one copy of their response physically, though DSH is open to accepting complete PDF submissions. The contract term is not specified, but the addendum notes no stock photos or videos should be used, and captions, narration, but not subtitles or dubbing in other languages, are required.

ADDENDUM #1

Invitation for Bid 24-71016-000

The Department of State Hospitals (DSH) is issuing this Addendum to respond to potential Proposers’ questions, and to provide a revised Request for Proposals (deletions are in strikethrough and additions in bold italics). A clean IFB with all the changes accepted will also be provided.

1. QUESTIONS AND ANSWERS:

Question 1: In Description of Services A.2. it states, "The videos shall be produced using a hybrid approach to animation....middle-tier of production." Is there an appropriate video reference DSH can provide that would better describe the desired sophistication or style of animation? This will help in providing an accurate bid.

Answer 1: Please see attached links for example videos:

Question 2: In Attachment 4- Bidder's references it states, "At least one reference must be from a governmental entity." What constitutes a government entity according to DSH? Would video services for a public university fulfill this requirement?

Answer 2: Yes, see II. Minimum Qualification (MQ) section B. References.

Question 3: If a bidder has been hired as an individual by a prime contractor, and the prime contractor is performing work for a federal agency, would this fulfill the requirement of providing services to a governmental entity? Or does the bidder need to be the prime contractor and not be subcontracted for said governmental work in any way?

Answer 3: See II. Minimum Qualification (MQ) section B. References.

Question 4: In Exhibit A, Scope of Work, Item 6. Contractor Responsibilities, Letter O, it states, "Contractor shall participate in any job-related training provided or required by DSH." Is there any additional information on said training requirements? Should time be allotted in the budget for in-person or extensive outside training?

Answer 4: Contract negotiations will occur with awarded vendor.

Question 5: Which company has previously or is currently holding the contract?

Answer 5: Not available.

Question 6: What is the value of the contract and what is the current budget?

Answer 6: DSH does not have this information at this time.

Question 7: The document requests a physical copy (one original and one copy) is to be delivered to your Sacramento office. Is this necessary? Can we not submit a complete response in PDF format? Curious as to why the paper copy?

Answer 7: Please see III. Bid Requirements and Information section C. Submission of

Bids.

Question 8: We understand that stock photos and videos should not be used. Does that imply that we should include the costs for filming on-site or that DSH will provide us photos, video clips, logos and graphics. If the former, how many locations, number of days and number of hours does DSH anticipate the shoot taking?

Answer 8: See Exhibit A section 5. Summary Of Work To Be Performed.

Question 9: When, where and how long is the conference expected to take?

Answer 9: Contract negotiations will occur with awarded vendor.

Question 10: We understand that captions and narration are required. Are subtitles or dubbing in different languages like Spanish also required?

Answer 10: No.

Question 11: The reference requirement states three references with one as a government reference. I primarily work with private companies and non governmental agencies. If I am unable to provide a government reference, will this disqualify my company from the bids?

Answer 11: See II. Minimum Qualification (MQ) section B. References.
