About this file

This document is Addendum #3 to Invitation for Bid (IFB) #24-64033-000, issued by the California Department of State Hospitals - Coalinga. The IFB is for Underground Fuel Storage Tank Inspections and Line Test Services at the DSH-Coalinga facility. The scope of work includes inspections, testing, and maintenance of two diesel and one gasoline underground storage tanks, as well as associated equipment. Key requirements include designated operator inspections, leak detection and tightness testing, overfill equipment inspection, and annual certification. The contract term is not specified, but the IFB indicates these services are required on an annual basis.

The Bidder's Rate Sheet provides pricing for the various inspection and testing services, including hourly labor rates, tank testing, and an allowance for parts replacement. The total bid amount is requested. There are no indications of set-asides, incumbents, or specific funding sources. The IFB responses will be evaluated, and an award will be made to the successful bidder to provide the required services.

Please see the following questions regarding the IFB (DSH responses highlighted yellow):

1. “We noticed in our file records that after installing new gasoline and diesel pumps, your fueling system was changed from Healy to Balance. This means that instead of needing a Vapor to Liquid Test twice a year, your APCD annual tests have changed to include a Liquid Removal (TP-201.6C) Test annually… since Vapor to Liquid testing is not needed, can we omit the quote for it on the Bidder's Rate Sheet? Also, would you like us to update the Bidder's Rate Sheet to include these needed tests, or is this something that would have to be completed on your end?” Liquid Removal has been added to the list of annual required tests, and Vapor to Liquid Testing has been removed completely from the Bidder’s Rate Sheet.

2. “…regarding the Line Tightness Testing that has a quantity of 3 tests - We would like to verify if 3 day tanks need this testing and if this test is meant to be done annually or once during the 3 year contract.” The Line Tightness Test shall be completed for all three (3) tanks on an annual basis, resulting in a total of nine (9) Line Tightness Tests being performed during the contract term.
