About this file
This document is an Addendum to IFB #24-64033-000 issued by the California Department of State Hospitals - Coalinga. The IFB requests bids for Underground Fuel Storage Tank Inspections and Line Test Services for two diesel underground storage tanks (USTs) and one gasoline UST at the DSH-Coalinga facility in Fresno County, California. The addendum revises the key action dates, including a Bidder's Conference on 9/19/2024, a deadline for questions on 10/11/2024, a final bid submission deadline of 10/22/2024, and an anticipated start date of 12/1/2024. The addendum also clarifies that spill bucket compliance testing is included in the Annual Monitoring Certification, and provides details on the Fuel Surcharge, which is a fee to cover the cost of fuel for service trips over 20 miles. The Fuel Surcharge quantity is set at 25, representing the estimated number of service trips, not the number of miles traveled. No other travel-related expenses will be covered by the Department of State Hospitals.

Please see the following questions regarding the IFB:
1. “Is Spill Bucket compliance testing to be included with the Annual Monitoring Certification?”
Yes, Spill Bucket compliance is included with the Annual Monitoring Certification.
2. ” What is the "Fuel Surcharge (Over 20 miles)" and why is the quantity only set at 25? Our location and other testing service locations are most likely much further than 25 miles. In the past, it was said that the CA DSH will not pay for additional travel and mileage fees, is this still the case? If so, what is the fuel surcharge to be allocated to? Service repairs?”

“Caring Today for a Safe and Healthy Tomorrow”
Rev. (11/2018)
The Fuel Surcharge is a fee that is included to cover the cost of fuel for service trips that are over 20 miles in length (round-trip). The quantity of 25 is for estimated amount of service trips, not number of miles travelled. No other travel-related expenses shall be covered by DSH, which means the fuel surcharge would be allocated to service/repair trips.
