About this file
This Addendum 1, issued December 10, 2025, by ThoughtCraft Architects on behalf of Alamance Community College, provides clarifications and updates to the bidding documents for the ACC BCOE Third Floor Upfit Project (SCO# 24-28653-01A). The project involves the upfit and build-out of approximately 7,139 square feet on the third floor of the Biotechnology Center of Excellence building in Graham, North Carolina, to create additional classrooms, laboratory space, storage, and office areas. A subcontractor walk-through will be held on Tuesday, December 16, 2025, from 10:00 a.m. to 11:00 a.m. All written questions must be submitted by 5:00 p.m. on January 2, 2026, with responses issued via addenda. Product and equipment substitutions must be received by 5:00 p.m. on December 30, 2025, or will be treated as change orders. The bid opening is scheduled for January 9, 2026, with the Alamance Community College Board of Trustees expected to formally approve the bid award the following week. The State Construction Office (SCO) will issue an award letter typically within one week, followed by contract finalization and bonding requirements with an average timeline of approximately 30 days from award to full execution. The project schedule is 168 calendar days (24 weeks) from Notice to Proceed.
The addendum provides 22 clarifications addressing site conditions, construction logistics, materials specifications, and technical requirements. Key clarifications include confirmation that motorized window shades may use either AC or DC power per manufacturer standards; the revision of the Interior Finish Schedule to clarify that Offices 4–7 and the Faculty Lounge are part of Alternate 2 only, not the Base Bid; notification that core drilling will not require ground-penetrating radar scanning; confirmation that furnishings are not part of the construction contract; permission to use the passenger elevator with proper protective measures; and provisions for transporting materials through the designated third-floor window or open stair, with temporary trash chute installation allowed for up to one week. The addendum also specifies that classroom speakers are owner-provided and owner-installed, with the general contractor responsible only for low-voltage wiring; identifies the existing fire alarm system as a Simplex 4100ES; and clarifies that lab casework is a performance specification only. Contractors will be responsible for coordinating laydown areas and dumpster placement with the Owner in an overflow parking area, removing and relocating existing acoustic baffles to a nearby campus building, removing and reusing approximately 50 lineal feet of existing chain link fence, and relocating existing third-floor security cameras to new locations per the drawings.

ADDENDUM: 01
Project: ACC CC BCOE Third Floor Upfit
To: Bidding Contractors Cc: Tom Hartman (Associate Vice President, Administrative Services & Facilities)
Date: 12/10/2025 From: ThoughtCraft Architects
The Architect / Engineer issues this addendum, applicable to the above-named project, to all known
Contractors before receipt of proposal.
This addendum item shall be fully incorporated into the Bidding/Contract Documents and have the same force and effect as though originally included. The Bidder shall acknowledge receipt of this Addendum No.
01 on the Bid Proposal Form in the place provided.
GENERAL CLARIFICATIONS
1. Will there be another opportunity for a subcontractor walk-through?
The building will be open for a subcontractor walk-through on Tuesday, December 16 from 10:00 A.M. to 11:00 A.M. All questions shall be submitted to submitted to the Architect in accordance with the Instructions to Bidders.
2. When are questions due? All questions are due no later than 5:00 PM on January 2nd, 2026. A collective response to questions will be issued via addenda. Any material, product, or equipment substitutions proposed by the budder must be received by the Architect no later than 5:00 PM December 30th, 2025.
Proposed substitutions after this date will be considered as change orders.
See Substitutions section 12 under Instructions to Bidders and the General Conditions of the Contract in the Project Manual for details to submit with any proposed substitutions.
3. What is the difference between window shade types BL-01 and BL-02 on sheet A7.0?
BL-01 and BL-02 represent different shade colors for the window shades to be selected from the manufacturers standard options.
4. Is the intent to be standard AC for the motorized window shades?
AC or DC is acceptable depending on the manufacturer's standard option.
See Project Manual Section 122413 under 2.2, C, 2a for Electrical Characteristics.
5. Requesting clarification regarding the Base Bid Interior Finish Schedule, as it appears to include Offices 4-7 and the Faculty Lounge in both the Base Bid and the Alternates.
Offices 4, 5 ,6 ,7 and the Faculty Lounge are part of Alternate 2 only. See revised and clouded Finish Schedule on Sheet A7.0 Level 3 Finish Schedule, Plan, & Details to remove those from the Base Bid.
6. Can you clarify the project schedule and expected SCO approvals timeline.
The project schedule as noted in the Project Manual is 168 calendar days (24 weeks) from Notice to Proceed. The project drawings have already completed review and have been approved by SCO for bidding. The bid opening will be on January 9, 2026. The Alamance Community College Board of Trustees is expected to formally approve the bid award the following week and SCO will then issue an award letter typically within a week. Once the award is issued, SCO will finalize the construction contract and formally request the Contractor’s bonds and insurance (which are part of the proposal package). The average timeframe from award to a fully executed contract is approximately 30 days, but may be as little as 2 days, this largely depends on how promptly the Contractor provides the required information.
7. Please clarify the City of Graham permitting status.
This project is under inspections oversight from both SCO and the City of Graham. The architect has already submitted the project drawings for permit review through the City of Graham. Once the project has been awarded, the Contractor will complete the relevant permit application information and pay the permit fees. The City of Graham fee schedules may be found on their website (https://www.cityofgraham.com/) scroll down under Quick Links to “2025-26 Rates and Fee Schedule.” Note they add a 3.5% convenience fee to all credit/debit card payments.
8. Please clarify the location of core drills above any hard ceiling's on the second floor below.
Core drills will need to be coordinated with the Owner around classroom schedules to minimize disruption of activities in the building. The only core drills not situated in accessible ceilings on the floor below are located in Classroom 3 and the Server Room, where repair of the existing GWB ceiling will be required by the Contractor.
9. Will ground-penetrating radar (GPR) scanning be needed before core drilling?
No. The existing floor is a composite slab with 2" metal deck.
10. Will this project require a field office?
No. Site meetings may be scheduled in the building or another room on campus as needed with the college.
11. Are furnishings part of the construction contract?
No.
12. Will the Contractor have access to use the elevator during construction?
The passenger elevator may be used during construction provided proper protective measures are taken to prevent damage. The Contractor is responsible for repairing any damage. The only elevator in the building is the passenger elevator which will remain operational for building users.
13. Could you clarify how trash and large construction materials, which may not fit in the elevator, should be transported to the third floor?
They may be walked up the open stair or lifted through the designated 3rd floor window. The Contractor may choose to remove the window located on the parking lot side of Classroom 1 nearest the wall. The Contractor may coordinate the install of a trash chute during demolition for a maximum period of one-week. Any subsequent needs for a trash chute must also be approved by the Owner. During construction, when materials are not being transported through the window opening, it shall be closed with a temporary panel. The panel must be tightly sealed, be painted to match the adjacent exterior siding color and approved by the Owner.
14. Are the ceiling mounted speakers part of the construction contract?
See Sheet E1.01 General Notes: Speakers in classrooms to be Owner provided, Owner installed. GC to provide low-voltage line/wiring to speakers, coordinate with Owner.
15. What is the existing fire alarm system?
See Sheet E3.10 Key Notes: The existing fire alarm system is a Simplex
4100ES.
16. Where will the designated laydown area be located?
The laydown area will need to be coordinated with the Owner. An overflow parking area adjacent to the main parking lot is available for laydown and dumpster placement.
17. Could you clarify the intended storage location for the removed acoustic baffles?
The baffles will be removed and relocated to a nearby campus building for storage.
18. We note the lab/casework does not list any manufacturers is it a performance spec only?
Yes, it is a performance specification only. Colors will be selected from the manufacturer's standard options to match other labs in the building.
19. Why has insulation been applied to some areas below the metal roof deck where others areas below are exposed metal deck? Are we to provide insulation?
No additional roof deck insulation is to be provided. The existing building has a roof slab below the roof equipment (not over the entire roof). The insulation below deck corresponds to the roof slab above. The exposed roof deck has tapered roof insulation above deck.
20. Do you know the roofing material manufacturer and who holds the roof warranty for the building?
We will follow-up in the next addendum.
21. What do we do with the chain link fence in the shell space.
The Contractor will remove the existing chain link fence in the shell space (around 50 lineal feet) by unbolting it and turning it over to the Owner for their reuse outside the project. The Contractor will remove the floor post bolts and patch the holes to match the concrete.
22. What are we to do with the existing security cameras?
Per sheet ED1.01, the existing security camera's on the third floor are to be relocated by the Contractor, see E1.01 for new locations.
