3. Please provide the flow of the existing 8-inch sanitary Sewer that will be replaced by the new sanitary Sewer pipe. This is for bypass analysis purposes.

RESPONSE: At the upstream part of the project the average daily flow is 94 GPM and peak of flow 328 GPM. At the downstream part of the project, after all the tie-ins, the average flow is 155 GPM and peak flow is 541 GPM.

4. In the event that we encounter contaminated soils or Acidic soils, how will the Contractor be compensated?

RESPONSE: The project is unclassified. There will be no additional compensation if contaminated soils are encountered.

5. In the event that we encounter rock to excavate, how will the Contractor be compensated?

RESPONSE: The project is unclassified. There will be no additional compensation if rock is encountered.

IFB No. 24-26-TS Page 2 of 3

6. Do you have a suggested staging area you recommend?

RESPONSE: The contractor is responsible for finding a staging area. There is a small area at the beginning of the project that may be used. See picture.

7. May we have a geotechnical report?

RESPONSE: Please see Attachment A of this Addendum. The Geotechnical report is provided for informational purposes only.

8. Will the owner reimburse for existing utilities damaged if not shown on the plans?

RESPONSE: No, the Contractor is responsible for any damages to utilities.

9. Due to the current supply chain issues, will the owner consider issuing a second NTP for delays due to material availability?

RESPONSE: Once the Notice of Intent to Award the project is posted the contractor shall provide the necessary submittal of materials to the Project Manager within 30 days. The County will review and provide the approval /denial of the submittals before the Awarding of the contract. Once the project is awarded, the Notice to Proceed (NTP) should be agreed to no later than 15 days after the awarding of the contract. The Contractor shall be prepared to order the approved material within 10 days after the contract is awarded.

A time only extension or reissuance of the NTP may be awarded if the contractor can provide the following documentation:

IFB No. 24-26-TS Page 3 of 3

1. The approved material was ordered within 10 days after the contract was awarded.

2. The estimated delivery schedule provided by the supplier prior to NTP and the revised delivery schedule provided by the supplier which is affecting the project completion date.

10. When actual conditions are different from the geotechnical report/information provided, will the contractor be entitled for additional compensation?

RESPONSE: No, the project is unclassified.

11. Can you provide a website or documentation showing actual existing utilities?

RESPONSE: Please contact Miss Utility.

12. Is an LUP Permit required? If so, can you provide a budget cost for the LUP Estimate so we may factor in the bond cost.

RESPONSE: If this question is in reference to the need for a VDOT Land Use Permit, this may be required for the Construction Entrance shown on Sheet 6 of the plans. No additional work is proposed with VDOT right-of-way. The cost estimate for this item is shown in the E&S Bond Estimate, also on Sheet 6.

13. Do prevailing wages apply? If so, may we have a copy of the applicable wages?

RESPONSE: No, they do not apply to this project.

Attachments – Attachment A – Soil Boring Report

Respondents shall acknowledge receipt of this Addendum with Bid submission.

January 11, 2024 Tanja Steele Date Procurement Officer I

Calhoun Drive Sanitary Sewer Spotsylvania County, Virginia May 2, 2018

Soil boring logs for the DEA borings were prepared based on the field classification by the drillers and the visual classification within the laboratory of Dominion Engineering Associates, with final logs including soil classifications. Logs of the soil borings are attached to this report.

Limitations

This letter and attached information has been prepared for SDI and Spotsylvania County to aid in the civil engineer in the design of this project and the County for construction of the project. The subsurface exploration and attached Boring Logs have been prepared in accordance with generally acceptable geotechnical engineering practices and no other warranties, either expressed or implied, are made.

The scope is limited to the specific project and locations described herein. It is recommended that all construction operations dealing with earthwork be reviewed by an experienced geotechnical engineer to provide information as to whether the design requirements are fulfilled in the actual construction. We also welcome the opportunity to provide field construction services for you during construction.

This information presented on the attached Boring Logs does not reflect any variations that may occur between the borings. In the performance of the subsurface exploration, specific information is obtained at specific locations at specific times. However, it should be understood that variations in soil conditions exist on most sites between boring locations and also such situations as groundwater levels vary from time to time. The nature and extent of variations may not become evident until the course of construction.

If site conditions vary from those identified during the explorations, the recommendations contained in this report may require revision.

Dominion Engineering Associates appreciates the opportunity to be of service to you on this project.

Should you have any questions, or require further assistance, please contact our office.

Respectfully:

Dominion Engineering Associates, Inc.

Attachment: Soil Classification Chart Reference Notes for Boring Logs Boring Logs Boring Location Plan

Reference Notes for Boring Logs/Test Pits

I. Drilling and Sampling Symbols:

SS – Split Spoon Sampler RB – Rock Bit Drilling

ST- Shelby Tube Sampler BS – Bulk Sample of Cuttings

RC – Rock Core: NQ, NX, BX, AX PA – Power Auger (no sample)

PM - Pressuremeter HAS – Hollow Stem Auger

DC – Dutch Cone Penetrometer WS – Wash Sample

Standard Penetration (Blows/Ft) refers to the blows per foot of a 140 lb. hammer falling 30 inches on a 2-inch O.D. split spoon sampler, as specified in ASTM D-1586. The blow count is commonly referred to as the N-value.

II. Correlation of Penetration Resistances to Soil Properties:

Density of Coarse-Grained Soils Consistency of Fine-Grained Soils

III. Unified Soil Classification Symbols: Reference ASTM D2488

IV Water Level Measurement Symbols:

The water levels are those water levels actually measured at the time of the exploration after cave-in has occurred (removing auger bits from borehole) in the borehole/test pit exploration indicated by the symbol. The measurements are relatively reliable when augering, without adding fluids, in granular soils, but fine grained soils may require several days, or even longer, for the water levels to stabilize.

The position of the ground water table or perched water condition is anticipated to fluctuate depending on variability in the amount of precipitation, surface runoff, evaporation, and similar factors. To obtain accurate water level readings, a water observation well would need to be installed to measure the ground water levels over a period of time, typically this is beyond the scope of services provided by a geotechnical exploration.
