About this file
This is Addendum #1 for the 2024 Irrigation Main Replacement project (IFB 24-2549) issued by Muskegon County, Michigan, for the Resource Recovery Center. The addendum details changes to the original bid documents, including modifications to the bid sheet with increased quantities for irrigation main removal, additions of new line items for pipe removal in different sizes, and updates to project specifications. The bid is due on Tuesday, August 20, 2024, at 2:00 PM, with submissions to be made through the electronic Bidnet system, and no late bids will be accepted.
The addendum includes several key clarifications from prospective bidders, such as confirming restoration requirements for access roads (6" of 22A aggregate base and 12" granular subbase), seeding expectations (no seeding within farm fields), and specifications for pipe materials and installation. The project does not have AIS, BABA, or Buy America requirements, and the contractor will be responsible for managing winter work conditions, including handling frozen materials and potential dewatering challenges. The county has provided flexibility in fitting types (allowing AWWA C153 compact fittings) and included provisions for potential additional connection materials to address uncertainties in the existing irrigation main system.

QUESTIONS AND ANSWERS
Below are questions that were received by Muskegon County or otherwise identified, and the answers to these questions.
1. What is the intent for the existing gravel access drives/two tracks? Is the expectation for them to be placed back as gravel? What would the limits (width & length) and cross section look like on this?
PN response: refer to section 3 of the Project Specifications. Intent is for existing roads to be removed and replaced as necessary. Roads that are excavated must be restored with 6" of
22A aggregate base and a minimum 12" of granular subbase on top of the trench backfill.
Existing aggregate within the access roads may be salvaged and re-used.
2. Please confirm everything inside the fields will not require seed and areas outside of the fields will need to be seeded.
PN response: Restored areas within the farm fields must not be seeded. Restored areas outside the farm fields must be restored in accordance with the Standard Specifications for
Surface Construction.
3. Is material required to meet AIS, BABA, or Buy America?
PN response: The project does not include any AIS, BABA, or Buy America requirements.
4. Pipe is several feet into the water table. With the contract requiring work to go during the winter months what will the process be for day/weeks you cannot work because of the water table and not being able to dewater because of freezing temps?
PN response: Contractor is responsible for their means and methods, and coordination of work activities within the contract window.
5. Where is the onsite or offsite disposal location for trench spoils?
PN response: Trench spoils must be disposed of within the trench limits or at a designated disposal site on the County property. Excess earth from excavation may be distributed directly above the pipe trench and within 10' either side of the proposed pipe to a maximum depth of 6 inches above the original ground surface elevation. The designated County disposal site will be located within 2.5 miles of the Field 12/18 work area.
6. Is the native material onsite considered to be suitable for pipe bedding and backfill?
PN response: Soil borings are available on the construction drawings for reference. Soils meeting MDOT Granular Material Class II may be used as pipe bedding and backfill.
7. What contractual provisions are there for dealing with frozen and frosted materials? With the contract running through the winter it will be inevitable that it will be an issue or a questions.
PN response: Frozen materials must not be used as pipe embedment or as backfill within the
1:1 influence of the access road. Frozen materials may be used as trench backfill outside of the 1:1 influence of the access road. Settlement of the backfilled area due to use of frozen materials must be corrected by the Contractor at no additional cost to the project.

8. The bid sheet has quantities greater than what is shown and labeled on the plans for Irrigation
Main, Rem. Are the additional quantities shown on the bid sheet misc., or where is there more pipe coming out?
PN response: The Bid Sheet includes some (<10%) surplus quantity for pipe removal beyond what is shown on the Drawings.
9. What is the lay length of the AC pipe sections? Also, what is the weight per foot of the AC pipe? The landfill charges by the ton.
PN response: Lay length of the AC pipe sections is unknown. Weight per foot of the AC pipe is unknown.
10. Are all fittings such as caps or plugs required for testing the 30” incidental to other items?
PN response: There will be no payment for temporary fittings required to test the irrigation main.
11. For the sections of restrained pipe with fittings, are both MJ and Flex-Ring fittings allowed?
PN response: All fittings must be restrained. Fitting connections may be mechanical joint with a MEGALUG restraining gland or have an end configuration compatible with the adjacent restrained joint pipe, such as a Flex-Ring end.
12. Spec shows only C110 full body MJ fittings-is this correct or can we supply C153 compact fittings if they are available?
PN response: Ductile iron fittings meeting AWWA C153 may be provided.
13. Is existing pipe removal in the misc. valve replacement section to be incidental to the valve placement?
PN response: Pipe removal for valve replacement will be paid at a unit price. The Bid Sheet has been revised accordingly.
14. Can you also please clarify the intent of the alternate connection material pay items #61-#70?
Is the intent to furnish material only for the County to have on hand or utilize these pay items to account for left over materials, if any? Regarding the sleeves is it just the MJ sleeves or are bolt and gasket kits included?
PN response: Records of the existing irrigation main system are limited, and connection materials may differ from what is shown on the drawings. The Bid Sheet includes additional fittings that may be required if existing conditions such as pipe material or location of connection are different than anticipated. Pay items included in the Base Bid must include the cost to furnish and install the fitting and appurtenant hardware.
Items #61-#70 are not included in the Base Bid and include only the cost to furnish the fitting and appurtenant hardware (gasket, restraining glands, bolts). The intent of the alternate connection materials section is to provide the Owner, at its discretion, the opportunity to purchase surplus materials for its own maintenance/repair projects.
Note that the contract requires investigation of connections in advance of construction to allow for procurement of appropriate connection materials.

15. In the testing specifications it notes reviewing “buried” pipe at connection points in spring of
2025 when irrigation main is turned back on. Are holes to be left open or dug back up in the spring at the connection joints for a visual inspection?
PN response: Leakage testing in the spring will be from the surface with the underlying pipeline buried. If there is visual or physical evidence of suspected leakage, then excavation of the connection points will be required.
16. Regarding the breakout of payment at the irrigation rig connections, is it safe to assume anything below the DI/Galv interface is paid by units (fittings, footage, etc.) and anything above the DI/Galv interface is to be included in the rig connection pay item?
PN response: The “__" Irrigation Rig Connection” pay item will be per connection and will include all proposed galvanized piping and fittings downstream of the ductile iron reducer.
The ductile iron reducer and upstream fittings will be paid per unit pricing.
17. Please confirm it is the intent to utilize the 30” bulkhead pay item at all crossings/points where removal of the existing 30” main is completed?
PN response: Correct. The Bid Sheet has been revised to include additional bulkheads.
