About this file
This document is an Addendum No. 01 for a Property Appraisals project (RFP# 24-25-30) issued by the City of Greenville, North Carolina. The request for proposals seeks comprehensive property appraisal services to accurately value city-owned buildings and properties, with a focus on updating the Statement of Values (SOV) for insurance purposes. The project involves appraising approximately 5-8 priority properties by June 6th, with a goal of completing appraisals for all listed properties by June 2026. The current insurance carrier is Travelers, with the upcoming property insurance renewal date set for 10/1/2025. Bidders are required to provide hardcopy proposals and deliverables, measure all buildings/levels from scratch, and include detailed data points such as parcel numbers and square footage.
The addendum provides extensive clarifications, including the city's preference for separate valuation of insurable property in open areas, the need for detailed property information, and specific requirements for the appraisal process. The city currently works with two insurance brokers: Surry Insurance and Towne Insurance. The Fleming House at 302 S. Greene Street is noted as the only historical property requiring special consideration. Vendors must list qualifications of appraisal staff and adhere to conflict of interest regulations under North Carolina General Statute G.S. 14-234. The attached Statement of Values (SOV) covers multiple city properties across various departments, including Recreation and Parks, Public Works, and other municipal facilities, with buildings ranging from community centers and libraries to fire stations and administrative buildings.

Submittal Description Addendum No. 01
Project Name: Property Appraisals Project No.: RFP# 24-25-30 Prepared By: Linda McCarthy Date: 03-14-2025
General Questions, Clarifications & Requirements:
1. Please provide a physical address to send proposal – a P.O. Box is not sufficient for tracked packages.
Response: 200 West 5th Street, Greenville, NC 27858
2. With which insurer / carrier is the City currently insured?
Response: For this particular insurance period, 10/1/2024 – 10/1/2025, our current insurance carrier for property insurance is Travelers.
3. Do you engage a broker for services, and if so, who do you currently use?
Response: Yes. The City has two brokers. Surry Insurance and Towne Insurance.
4. The full property schedule is referenced as information that would follow for the successful vendor… would it be possible to obtain a copy of the full SOV strictly for the purposes of better understanding each location and the scope of work required there? Data such as the fields you are currently capturing, current insured values and square footage are extremely helpful in developing our proposed solutions. We would be more than happy to enter into an NDA, if that makes this request doable.
Response: The current SOV is attached in a format Travelers uses to determine coverage. The objective is to update the SOV. There are two lists of interested properties in the RFP. Recreation and Parks properties are separated from properties maintained by the Public Works Department. Please note the attached SOV does not match the two lists included in the RFP. There are properties listed in the current SOV that do not require an appraisal at this time. We are hopeful that the chosen vendor will research and provide the requested information outlined in the RFP. Please see the City’s website for detailed property descriptions and amenities at each of our Recreational and Park properties. www.greenvillenc.gov
5. Would any of the property scheduled be on the National Register of Historic Places and, if so, do you require any special methodology or options?
Response: The Fleming House, 302 S. Greene Street is the only property considered historical.
6. For insurable Property in the Open (within 1,000’ of a building) would your preference be to have the appraised values be included with the main structure at each location, or would you prefer to see those values broken out separately as a unique line item?
Response: The preference is to have the values broken out separately.
7. Just confirming you require actual hardcopy versions of both the proposal and deliverables?
Response: Yes
8. For the property to be appraised (Appendix B), it is clear which locations you require by the June deadline for underwriting/renewal purposes. For the balance of Buildings,
a. Is the expectation that ALL will be appraised this year, and
b. Do you have a desired deadline for completion of the entire project?
Response: I would like to see the properties outlined in the RFP appraised by June 2026. The properties highlighted in the RFP were chosen as priority by our current insurance carrier.
9. Page 7 references “Parcel Number” as one of the desired data points. Will this information be contained in the current SOV, or will additional research be required?
Response: Parcel numbers are currently not included and this is a request as part of the RFP.
10. Would it be possible to provide bidders with an amended Appendix B to include columns for Square Footage (if applicable) and most recently reported Replacement Cost?
11. In terms of square footage, is the Vendor expected to measure all buildings/levels from scratch or can existing drawings or other building documents be utilized to validate square footage?
Response: As part of the appraisal, please measure all buildings / levels from scratch.
12. What is the property insurance renewal date for the City?
Response: Upcoming renewal is 10/1/2025
13. In the Project Timeframe section, reference is made to 5 – 8 properties being a priority with results needed by June 6th. Is it okay to provide raw data results for these properties by June 6th, but then include these later in the formal final report?
Response: Yes
14. What is the deadline date to receive all results and the final report?
Response: I would like to see the properties outlined in the RFP appraised by June 2026.
15. In Section IV C. – shows a requested list of additional data to report – this data overlaps but does not include all data asked for in Section VIII, 4th Bullet. Is it safe to assume that validating all unique data elements in these two data sets and including them on a SOV in the Final Report is your requirement?
Response: Correct.
16. In Section IX – it states needing “all appropriate licenses necessary to conduct the work outlined in this RFP in the state of North Carolina.” Although we have ASA certified staff, our Insurance Appraisal work does not typically require any specific licensing. As such, please let us know if you know of any specific licensing needed for this Engagement.
Response: Please list all qualifications of those individuals who will be performing the appraisals.
17. In Appendix C – Terms & Conditions Paragraph 4 “Payment Terms” lays out payment terms but at the end contains the sentence: “However, the City shall not be obligated to make payment to the Contractor for any services performed under this contract”. Can you please explain further what this means?
Response: This would be applicable if the payment terms and conditions were not fulfilled. As mentioned, “payment of late charges or finance charges assessed by the vendor will not be the City’s responsibility.
18. In Appendix C – Terms & Conditions Paragraph 17a – it seems as if the NC General Statutes on conflict-of-interest laws pertain more to government officials. As such, can you please let us know what specific conflict-of-interest laws this pertains to for the vendors?
Response: G.S. 14-234, prohibits a public officer (elected or appointed) or a public employee from deriving a direct benefit from any contract in which he or she is involved on behalf of the public agency he or she serves.
