About this file

This document is an Addendum to RFP 24-25-040 "NFPA 1582 Physicals" issued by the City of Charlottesville, Virginia. The RFP is seeking proposals for conducting NFPA 1582 physicals for the city's fire department. The addendum addresses several questions from prospective bidders, including clarification on the onsite review process, acceptance of virtual meetings, envelope labeling, and required documents. It also provides guidance on pricing specific test elements, the number of participants, scheduling, and on-site testing capabilities.

The RFP requires bidders to include all elements as required by NFPA 1582 in their "core program" pricing. The city currently has two female employees in the fire department population. The testing is to be completed prior to the end of 2024, with the potential for ongoing annual testing. The fire department can accommodate up to 25 participants per day of testing, and the testing can be scheduled to take place over the course of one week. Blood draws do not require a separate schedule, and the city has an on-site treadmill that can be utilized for the stress tests.

• Will you please clarify what you mean by onsite review and documentation to interested parties?

The onsite review is a review of the results and documentation found during all parts of the examination/physical.

• Will you accept a virtual meeting for companies based out of state?

We were hoping this could be done fac-to-face in person, but would be willing to accept a virtual meeting if necessary.

• Section 2.3.2 refers to an invitation number however I do not see a specific invitation number on the RFP except for RFP 25-50-404.

• Do you require any signed documents regarding the following or by submitting a proposal it is assumed that we adhere to these conditions? Drug free workplace, non-discrimination, equal opportunity employer, employment of unauthorized alien.

No additional signed documents are required to verify these conditions.

• On the Sample Tests and Screenings list there are several items that have Option in the title such as the “Drug Screening Sample Test Options”. Are you looking for each of these to be priced out and all of them included in the lump sum price for services?

Am I to list a per unit price on each item listed in the Sample Tests and Screenings document or do you want an extended price for the entire department. Keeping in mind that some test (Heavy Metals, etc.) may not be required for all members.

Tests that are required for all employees should be included in the lump sum price. Any additional tests required by position or for other reasons should be priced individually.
