About this file
This is Addendum #1 to IFB #24-10018-000 issued by the Department of State Hospitals - Atascadero for Fire Extinguisher Maintenance, Repair, and Testing Services. The addendum provides clarifications through a Q&A format regarding technical specifications and requirements for servicing fire extinguishers at the facility. Key details include confirmation that most extinguishers are 5 pounds, protocols for using electronic devices on-site, requirements for hydrostatic testing to be performed off-site, and clarification that six-year tear downs should be done on-site during annual servicing.
The addendum specifies that contractors can use subcontractors if properly documented, though bidders must still meet all minimum qualifications. O-rings and valve stems are considered taxable parts under a not-to-exceed amount for parts and labor. The document also revises Section VI regarding the Bidder's Rate Sheet and Sample Agreement Budget Details, with bidders required to submit the revised Attachment 4 Rate Sheet with their bid package. No vendor-owned fire extinguishers can be permanently used as replacements - only DSH-Atascadero owned equipment should be utilized for swapping during servicing and testing.

ADDENDUM #1
INVITATION FOR BID (IFB) NUMBER: 24-10018-000
SERVICES: Fire Extinguisher Maintenance, Repair, and Testing Services
The Department of State Hospitals - Atascadero is issuing this Addendum to modify and clarify the above referenced IFB in the following manner:
Item #1: Question and Answer
Question #1: Are most of the extinguishers five (5) pounds?
Answer #1: Yes, most extinguishers are five (5) pounds. For specifications on the different weights refer to the IFB Attachment 4 – Bidder’s Rate Sheet or Attachment 13, Sample Agreement – Exhibit B, Budget Detail and Payment Provisions, 5. Budget Detail, E.
Question #2: If electronics are used is there a process to go through for tablets and computers to use inside security?
Answer #2: Yes, the awarded bidder will work with the Fire Chief and/or his designee to obtain clearance from DSH-Atascadero TSD prior to servicing of the fire extinguishers.
Provisions regarding electronic devices on DSH grounds can be found in the IFB, Attachment 13 – Sample Agreement, Exhibit A, Scope of Work, 6. Contractor Responsibilities, CC.
Question #3: Do you want to keep the two and a half pound extinguishers?
Answer #3: Yes, refer to the IFB Attachment 4 – Bidder’s Rate Sheet or Attachment 13, Sample Agreement – Exhibit B, Budget Detail and Payment Provisions, 5. Budget Detail, E. for addition of new extinguishers.
Question #4: Are there any high-pressure units like SCBAs or C02s?
Answer #4: There are no SCBA units. However, there are CO2 extinguishers. Refer to the IFB Attachment 4 – Bidder’s Rate Sheet or Attachment 13, Sample Agreement – Exhibit B, Budget Detail and Payment Provisions, 5. Budget Detail, E.
Question #5 Is hydrostatic testing performed inside the hospital?
Answer #5 No, hydrostatic testing cannot be performed on DSH grounds. The awarded bidder must have the ability to perform hydrostatic testing on extinguishers at an off-site location.
Question #6 Are there spare extinguishers?
Answer #6 Yes, DSH-Atascadero maintains a stock of unassigned fire extinguishers.
Question #7 To be clear there is no swapping of any fire extinguishers that need to be hydro tested (like the DOT ABC Amerex and the Non-DOT type fire extinguishers) or if they need the 6-year tear down? (No swapping of any fire extinguishers)?
Answer #7 All fire extinguishers to be serviced are property of the State of California, Department of State Hospitals-Atascadero. Therefore, the fire extinguishers should not be swapped out with vendor owned property and or vendor owned property should not be utilized for a permanent basis. The six-year tear downs should be done on site at the time of annual fire extinguisher servicing each year. Only DSH-Atascadero owned fire extinguishers should be utilized for swapping out, DSH-Atascadero owned fire extinguishers. It is understood that fire extinguishers may need to be removed from DSH-Atascadero grounds for Hydro- Testing, this is outlined in the Scope of Work in IFB-24-10018-000. In the event the number of extinguishers that need to leave the DSH-Atascadero grounds for Hydro-Testing out-weighs the current owned back stock of fire extinguishers by DSH-Atascadero, a schedule would need to be determined to allow for DSH- Atascadero back stock of fire extinguishers to be utilized to cover areas of the grounds for fire protection until all extinguishers can be serviced, to ensure compliance with regulatory agencies.
Question #8 We do not possess a Type 3 License. We subcontractor that work to a different company. Are we still eligible to bid on the contract?
Answer #8 Contractor can use sub-contractors to complete the work. If using a subcontractor, the bidder must still submit all the minimum qualifications, even if the sub-contractor holds the license and the subcontractor must be listed in Attachment 7
– Bidder Declaration Form (GSPD-05-105).
Question #9 In the contract for service work, there is no line item or O-rings or valve stems. Do you want to see those on separate line items or grouped into the serviced items?
Answer #9 Those items would be considered taxable parts. DSH shall include a dollar amount that cannot be exceeded for parts and labor over the term of the contract. Example of how this will be shown in the Agreement can be seen in IFB Attachment 4 – Bidder’s Rate Sheet or Attachment 13, Sample Agreement – Exhibit B, Budget Detail and Payment Provisions, 5. Budget Detail, E.
Item #2: Revision to Section VI. Required Attachments: Attachment 4 – Bidder’s Rate Sheet and Section VI. Required Attachments: Attachment 13 – Sample Agreement, Exhibit B, Budget Detail and Payment Provisions, 5. Budget Detail.
To review these revisions please review 24-10018-000 IFB Addendum Revisions #1 and 24-10018-000 IFB Clean Addendum #1. Additions are noted in red bold.
Bidders are advised that the revised Attachment 4 – Bidder’s Rate Sheet must be submitted with their bid package.
