About this file
This is a Non-Disclosure Agreement issued by the California Department of Water Resources governing the use of confidential bid documents for Specification No. 24-07 (Contract No. C51668), Physical Security Upgrades (South) - SJFD - Phase I. The project encompasses security upgrades at three San Joaquin Field Division sites: the Operations and Maintenance Center, Chrisman Pumping Plant, and Edmonston Pumping Plant. The work includes impact-rated gates with automatic operators, card reader islands, bollards, fencing, security camera poles, hardened doors and windows, conduit trenching, a prefabricated guard shack, and precast reinforced concrete box culverts with associated components. The estimated project cost ranges from $9,000,000 to $12,500,000. Prospective bidders must sign the Non-Disclosure Agreement to access contract documents and must register as plan holders or bidders by emailing doe_specs@water.ca.gov.
The agreement establishes strict terms for handling confidential information, limiting access to the signing user and designated reviewing representatives who require access for bid preparation purposes only. Users must maintain materials in a secure location, may create copies that remain confidential, and must return or destroy materials within 60 days of written request by the Department. Unauthorized disclosure is prohibited, and users must immediately notify the Department of any third-party attempts to obtain the information. The agreement is governed by California law and provides for injunctive relief and attorney's fees for enforcement. All confidential information remains the property of the Department of Water Resources and is exempt from production under the California Public Records Act.
