The purpose of this project is to provide construction, engineering, and inspection (CEI) services, that are performed in full compliance with County requirements and guidelines for CEI services, for County PID 005015A Restore Act Wastewater System Improvements Package 2. PID 005015A encompasses upgrades to outdated and problematic wastewater systems within fourteen (14) manufactured home communities (MHCs). Specifically within the construction of Package 2, work includes the decommissioning, replacement, and construction of the existing MHC wastewater collection system, namely Lake Seminole Resort South Residence, Inc. (also known as (a.k.a.) Lake Seminole Estates). Additive work that is conditional based on availability of additional grant funds is the is the decommissioning, replacement, and construction of four (4) MHC’s wastewater collection system, namely Oasis Home Owners, Inc., Midway AM/CAN Home Owners, Inc., Grosse Pointe Co-Op, Inc., and Four Seasons Estates Resident Owned Community (ROC), Inc. The construction of PID 00515A is funded by the United States (U.S.) Department of the Treasury Award SLFRP4653 and the Florida Department of Environmental Protection’s (FDEP) Resilient Florida Grant No. 22FRP09; therefore substantial completion has a deadline of June 30, 2026.

This project provides CEI services, in accordance to County requirements and guidelines for CEI services, for the construction of wastewater collection system upgrades in Lake Seminole Estates with additive MHCs of Oasis Home Owners, Inc., Midway AM/CAN Home Owners, Inc., Grosse Pointe Co-Op, Inc., and Four Seasons Estates ROC, Inc. based on availability of additional grants funds. CEI Services will be funded by the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act (RESTORE Act). This project will coincide with the construction deadline of substantial completion of June 30, 2026.

PID 005015A benefits include, but are not limited to, mitigating the adverse impacts from wetter climate conditions, flooding, and sea level rise by improving critical wastewater infrastructure to reduce sanitary sewer overflows. Overall replacement of the wastewater collection systems within these communities would eliminate leaking pipes, leaking manholes, and illegal connections from storm and roof drains. This would result in a contribution to higher water quality in the area and nearby water bodies, a contribution to the protection of living coastal and marine resources and their environments, and a more resilient wastewater collection system in an environmentally vulnerable area.

24. Background (Introduction Section) (Optional):

This package is part of a larger integrated MHC project with the goal of improving wastewater collection systems of up to 14 MHCs within Pinellas County. The project’s approach includes providing CEI services for construction that comprises of both decommissioning of existing outdated and problematic wastewater collection systems and the construction of new wastewater collection systems. The replacement of outdated and problematic wastewater collection systems will reduce repair costs paid for by the residents, reduce the amount of inflow and infiltration (I/I) being contributed to the County’s public wastewater collection system, and lower the risk of sanitary sewer overflows (SSOs) and consequently, adverse environmental impacts.

Scope of Work (ITB Section):

Note: You can add/remove any of the example title below, change the order, create new items, etc. If you have any questions, please reach out to Contracts Group.

25. Objective/Justification:

Provide CEI services, in accordance to County requirements and guides for CEI services, to oversee upgrades to wastewater collection systems that will improve measures to mitigate SSO and pipe defect vulnerabilities at the Lake Seminole Estates with additive MHCs of Oasis Home Owners, Inc., Midway AM/CAN Home Owners, Inc., Grosse Pointe Co-Op, Inc., and Four Seasons Estates ROC, Inc. in accordance with engineering construction documents.

26. Background:

The wastewater systems in these 14 MHCs are outdated and problematic that poses costly risk to the residents as the assets within the substandard wastewater systems are failing. Project benefits include mitigating the adverse impacts from wetter climate conditions, flooding, and sea level rise by improving critical wastewater infrastructure to reduce sanitary sewer overflows. The construction of County PID 005015A is funded by the United States (U.S.) Department of the Treasury Award SLFRP4653 and the Florida Department of Environmental Protection’s (FDEP) Resilient Florida Grant No. 22FRP09; therefore substantial completion has a deadline of June 30, 2026.
