About this file

This document is an Emergency Purchase Extension Approval from the Illinois Chief Procurement Office for General Services related to an existing emergency contract with the Illinois Toll Highway Authority (Tollway).

The scope of the initial emergency contract was to maintain and provide surveillance of traffic control devices along I-294 and I-290, including the repair, replacement, or relocation of glare screens, barriers, attenuators, signing, guardrail, and other work zone equipment. The Tollway is extending this emergency contract to allow additional time to procure a follow-on contract, as the current contractor that installed the devices should be retained to minimize impacts to the traveling public. The extension is for a term of 5 months, from August 15, 2024 to January 14, 2025, with no additional cost. The Tollway has a competitive procurement in process to replace this emergency contract.

3. Does this extension change the scope of work? Yes No If yes, please detail below:

4. Provide justification for extending the original emergency contract:

The Tollway is currently deliberating multiple options for procuring these services. 5. Does this emergency contract correct or eliminate the emergency condition?

The traffic control devices need to be maintained in a safe condition until a follow-on contract is executed. After the follow-on contract is executed, the ensuing contractor will maintain the traffic control devices until the completion of construction.

6. Explain why the need cannot be met through a competitive procurement process.

The traffic control devices are within the existing construction zone and need to be maintained until a follow-on contract is executed.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: under evaluation

8. What is the effect of a denial of this extension request?

If the extension is denied, the work would need to be completed under a separate emergency contract to maintain the traffic control devices.
