About this file

This document is an Addendum to Request for Proposals (RFP) No. 23STC007 issued by the California Air Resources Board (CARB) for "Communication of Sustainable and Equitable Communities that Reduce Vehicle Miles Traveled." The addendum provides responses to proposer questions and updates key action dates. CARB is seeking a consultant to develop communications strategies, guidance, and materials to effectively communicate the benefits of sustainable, equitable communities that reduce vehicle miles traveled (VMT) and build support for the necessary policies. The RFP requires proposers to submit responses in a single PDF file, and Attachment 11 - Contractor Cost Sheet is the only required budget information. Sub-consultants must complete certain vendor information forms, but the technical and cost proposals must be submitted separately.

The RFP is focused on messaging research, including public opinion research such as focus groups and polling, to understand public support for VMT reduction efforts that advance racial equity. CARB will accept proposals from experienced and qualified contractors, and there is no specified number of focus groups required. Attachment 12 - Detailed Response for Minimum Qualifications allows proposers to provide additional information beyond the blank form. Overall, this RFP seeks to solicit competitive proposals to develop communications products that CARB can use with policymakers and the general public about the benefits of VMT reduction strategies.

RFP 23STC007 Questions

Question #1: What, if anything, is required for the budget besides Attachment 11, Contractor Cost Sheet?

Answer #1:

Attachments 11 is the only requirement. You are welcome to add any additional information regarding cost, however, only attachment 11 is required.

Question #2: In Attachment 11, Contractor Cost Sheet, can the Contractor use the full task budget for all deliverables (sub-tasks) under the main task?

a. For example, Task 1-Project Management:

i. Deliverable 1.1-1 has a budget estimate of $100, Deliverable 1.1-2 has a budget estimate of $200, and Deliverable 1.2-1 has a budget estimate of $300, for a Task 1 Subtotal of $600. If not all $100 is used for the kick-off meeting in Task 1.1-1, can the remaining funds be used for Deliverable 1.2-1?

Answer #2:

No, unfortunately funds cannot be moved.

Question #3: How many focus groups total does CARB recommend? At least 2x minimums were provided in the RFP but no additional totals were listed in order for budget minimums to be set:

a. “At least One shall consist primarily of policymakers”

b. “At least one focus group will be held in Spanish”

Answer #3:

As many as are necessary to complete the task.

Question #4: Question re: Exhibit E, Attachment 1 (Conflict of Interest) where it says, “For the duration of my involvement in this Project, I agree not to accept any gift, benefit, gratuity, or consideration, or begin a personal or financial interest in a party who is offering, or associated with an Offeror, on the Project.” Can firms submitting proposals have staff who are part of existing or future CARB contracts? What about if those contracts are with other divisions within CARB?

Answer #4:

As long as it doesn’t interfere with the selection, evaluation, or decision process in the selectin of a vendor.

Question #5: Is Attachment 5 required if the remittance information is the same as Attachment 4? Or should the same information be put onto both forms?

Answer #5:

Attachment 5 is for multiple addresses or information that has changed. It is mainly for payment purposes. If there are doubts regarding what address CARB has on file, file out Attachment 5 with the appropriate information.

Question #6: Should the PDF RFP response be combined into one PDF document? Or can it be submitted in multiple PDF attachments? If multiple, should each be less than 50 MB or should the combined total be less than 50 MB?

Answer #6

Please submit everything in one PDF file.

Question #7: ATTACHMENT 12. DETAILED RESPONSE FOR MINIMUM QUALIFICATIONS. Are any work samples required? Are they encouraged? Or is Attachment 12 intended for proposers to write a detailed description of previous projects? Should or can links to external attachments be provided?

Answer #7

Please provide any information that will help with the evaluation process. Links to external attachments are acceptable as well as work samples. You are not limited to just the blank page, however, please label anything associated with Attachment 12, “Attachment 12”.

Question #8: The RFP requests that all responses to the minimum qualification requirements be submitted on Attachment 12, Detailed Response for Minimum Qualifications. However, the version of Attachment 12 included in the RFP is blank.

Could CARB please confirm this blank form should be used to provide a response to the minimum qualifications requirements?

Answer #8

You are not limited to just the blank page, however, please label anything associated with Attachment 12, “Attachment 12”.

Question #9: Could CARB please clarify if any of the required attachments need to be filled out by sub consultants, or if these attachments are only required for the prime proposer?

Answer #9

Sub consultants need to fill out form associated with vendor information. Ie. Attachment 4, 5, 7, and 8. Others such as the “Bidder’s Declaration” can be joint.

Question #10: In the RFP, CARB requests that the cover letter/letter of commitment is in Arial size-12 point font or similar. Is this same font and size required for the other proposal sections, or just the cover letter/letter of commitment?

Answer #10

Just the cover letter/letter of commitment.

Question #11: For the Cost Proposal, the RFP says "Proposers must use the Attachment 11, Contractor Cost Sheet." Could CARB please confirm that Attachment 11: Contractor Cost Sheet is the only information required in the cost proposal section, and that no further cost detail is required as part of the cost proposal submission?

Answer #11

Attachments 11 is the only requirement. You are welcome to add any additional information regarding cost, however, only attachment 11 is required.

Question #12: Does the Cost Proposal need to be a separate document from the Technical Proposal, or should the Technical Proposal and the Cost Proposal be combined into one document for submission?

Answer #12

They are and need to be separate.
