About this file

This sources sought notice provides information for a future indefinite-delivery, indefinite-quantity contract opportunity for research and development of high power electromagnetic systems. The notice seeks capabilities statements from interested vendors for technical support involving directed energy analysis, effects testing, and specialized security and programmatic support. A draft base IDIQ statement of work and task order statement of work are attached outlining requirements for high power microwave and millimeter wave research, as well as directed energy phenomenology and statistical analysis. Interested vendors are asked to respond with company and point of contact information, technical capabilities relevant to the statements of work, experience on similar tasks, ability to meet anticipated labor categories, facility clearance status, and any questions regarding the opportunity. Responses are due by email to the specified contracting officer by the date determined in the federal procurement system.

DESCRIPTION:

Base Indefinite-Delivery, Indefinite-Quantity (IDIQ) Statement of Work (SOW)

The Tactical Electronic Warfare Division of NRL requires technical support in the R&D of High Power Electromagnetic and Countermeasure Technology areas. The NRL seeks technical support for the research, development, test and evaluation, as well as development of systems for Directed Energy, Electronic Attack and Ultra Short Pulse Laser effects. The Contractor will develop HPM sources, carry out directed energy analysis and documentation tasks, and perform specialized security support, information systems/network management support and programmatic support. See the attached draft Base IDIQ SOW for full requirements.

Task Order (TO) SOW

The objective of the Directed Energy Effects, Phenomenology, and Statistical Research (DEEPSTAR) program is to engage in applied research and development of Directed Energy (DE) systems for Electronic Attack (EA) and Electronic Warfare (EW), and for threat simulator/surrogate use as described in the SOW. These DE systems are for defeat of adversary systems, and to investigate the ability of DE systems to affect sensitive electronics in order to provide tactical advantage to the warfighter. Additionally, the objective includes the investigation of methods to protect against adversary DE, EA, and EW systems. The DE effects on electronics include those induced by radiofrequency (RF), high-power microwave (HPM), millimeter wave (mmW), Terahertz, and laser sources. Applied research will involve theoretical/analytical, numerical, laboratory experimentation, field experimentation, and may involve collaboration with other DOD components, and industry. See attached draft TO SOW for full requirements.
