About this file
This document provides specifications for a construction project solicitation by the U.S. Army Corps of Engineers Engineering District Jacksonville. The solicitation is for replacement of stilling wells at Herbert Hoover Dike Pump Stations S-4 and S-131 in Glades County, Florida.
The specifications require the contractor to provide project scheduling and management, including developing a preliminary project schedule within 30 days of notice to proceed, an initial project schedule, and periodic schedule updates. The contractor must designate a project scheduler with at least two years of experience using scheduling software that meets the specifications, such as Primavera P6. The contractor is responsible for all project coordination, meetings, submittals, quality control, safety, and environmental protection documentation and plans. The specifications provide detailed requirements for schedule development and updates, progress reporting, requests for time extensions, and procedures for failure to make adequate progress.

WEATHER AND WATER STAGE DATA
SECTION 00 33 50 Page 1
1. The below stated water fluctuations are for informational purposes only and are not to be utilized in conjunction with any contract related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans.
All elevations in this Section 00 33 50 are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD).
2. The Herbert Hoover Dike (HHD) Rehabilitation Project-Dam Modification Cutoff Wall Multiple Award Task Order Contract: Task Order five is located in Reach six with the western extent starting at Structure 283 (S-283), formerly known as FC-1, , and extending approximately 3 miles northeast to Structure 131 (S-131).
3. Water levels at the project locations are mainly affected by rainfall, evaporation, local runoff, water supply demands, groundwater levels, (e.g., seepage from Lake Okeechobee) and the operation of Lake Okeechobee. Lake Okeechobee is managed by the Jacksonville District, U.S. Army Corps of Engineers (Corps) in accordance with the 2008 Lake Okeechobee Regulation Schedule (2008 LORS), which is shown in Figures 1 through 4. The lake’s optimum range of elevations is between 12.5 and 15.5 feet, NGVD on a seasonally varying basis. This optimum elevation range may be exceeded due to rainfall events over the lake’s watershed, and/or wind effects on the lake.
4. S-283 is a culvert that consists of two corrugated metal pipes with combination slide/flap gates on the lake side that can be manually operated by the Corps to allow gravity drainage of a 12 square mile area north of Levee 61(L-61) as well as irrigation water when needed and flash boards at the inlet to control the borrow canal stage. S-283 is located at the intersection of L-50 and L-61 which is north of Fisheating Creek.
5. S-131 is a structure that consists of a 250 cubic feet per second (cfs) design pump station with two 125 cfs capacity pumps and a navigation lock.
This pump station has a gated culvert that allows flows to bypass the pump.
The purpose of S-131 is to pump accumulated water from the lake to supply the drainage area. S-131 is located on the northwest shore of Lake Okeechobee.
6. S-77 is an ogee spillway that consists of four bays with a design capacity of 9,300 cfs. The purpose of S-77 is to provide discharges from Lake Okeechobee to the Caloosahatchee River. S-77 is located at the Caloosahatchee River at the Lake Okeechobee outlet in Levee Division three
(LD-3).
7. Historical average daily Lake Okeechobee elevations from January 1932 through June 12, 2019 are provided graphically in Figure 5. The maximum average daily lake elevation of 18.77 feet, NGVD was recorded on November 3, 1947. These average daily water elevations may be exceeded due to rainfall events over the lake’s watershed, and/or wind effects on the lake.
Exceedance curves for the Lake Okeechobee average daily water elevations for the above referenced period of record are contained in Figure 6. The graph contains the 10, 25, 50, 75 and 90 percent exceedance values through the calendar year. For example, for a given day in the calendar year, the “10% Exceedance” curve shows the water elevation at which 10 percent of the values on that day were greater for the period of record. These graphs may also be used as a rough indicator of the probable seasonal variations in elevation.
SECTION 00 33 50 Page 2
8. Historical S-131 pump flows from June 19, 2000 through June 19, 2019 are provided in Figure 7. A maximum flow of 310 cfs was recorded on August 24, 2008.
9. Historical S-77 spillway flows from September 29, 1995 through June 12, 2019 are provided graphically in Figure 8. A maximum flow of 8,984 cfs was recorded on February 11, 2016.
10. The contractor should not expect that water levels/flows will be manipulated for contractor. The contractor should not expect “no flow” or dry conditions during the contract period.
11. Note that all hydrometeorological data in this Section are provisional and subject to revision. In general, historic water levels and flows are not necessarily indicative of future levels and flows. The contractor should be able to obtain hydrometeorological data from the Jacksonville District, Water Management Section’s website, which can be found at: https://www.saj.usace.army.mil/Missions/Civil- Works/Water-Management/ and also the SFWMD’s website which can be found at:
https://www.sfwmd.gov
12. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary, which contains climatological and meteorological observations and data, including wind, rain, and temperature data for the project area. Subscription price and ordering information is available from the National Centers for Environmental Information, Federal Plaza,151 Patton Avenue, Asheville, North Carolina 28801-5001.
NOAA also has an internet information page at: https://www.ncdc.noaa.gov/.
13. The climate of the area is essentially subtropical and humid. Temperatures below freezing are rare. The wet season in the project area is from May through October. The hurricane season is from June through November. In general, the winter months constitute the dry season, and rainfall is usually associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern. The summer months comprise the wet season and rainfall is closely associated with convective activity. These rainfall events are normally of short duration, and amounts are quite variable spatially. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate into South Florida. The project site is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather throughout the year. Weather forecasts as well as actual rainfall information from the National Weather Service Miami-South Florida forecast office can be found at:
https://www.weather.gov/mfl/ .
14. The following data are provided:
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY WORK
DAYS BASED ON 5-DAY WORK WEEK
The average number of work days in each calendar month with precipitation greater than or equal to 0.50 inches is provided for the project area in the below table.
This information is based on data obtained from Station MOORE HAVEN LOCK 1 located at latitude 26.84 and longitude -81.0872.
