This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote or questions until the solicitation is posted to www.SAM.gov.

The Department of Defense Education Activity (DoDEA) has the following requirement:

DoDEA requires seat licenses for two courses: Engineering Design and Development and Principles of Engineering—an estimated 800 student seat licenses and 35 teacher licenses each year for life of the contract. DoDEA requires related virtual professional learning for school-level administrators in the base year only and for teachers each year of the contract—an estimated ten hours per year. DoDEA also requires CAD Resource licenses for approximately 1500 engineering students.

The applicable North American Industry Classification System (NAICS) code is 611710, Educational Support Services, and the applicable PSC is U009, Education/Training Services. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) at www.SAM.gov, prior to submitting their quotes.

DoDEA intends to issue solicitation No. HE1254-23-Q-0026 in support of this requirement. This requirement will be procured using FAR Part 12, Acquisition of Commercial Products and Commercial Services and FAR Part 13, Simplified Acquisition Procedures. This requirement will be competed as Full and Open. The anticipated award contract type is a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity contract. The period of performance will consist of a base year of 12-Months with four (4) 12-Month option periods. The anticipated posting date of the solicitation is on or about 23 May 2023 and an award date on or about 17 July 2023.
