PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT FOR
ISO 45001 SERVICES CONTRACT
TYAD is currently certified to the International Organization for Standardization (ISO) 45001:2018 standard. First certified to the OHSAS 18001 Standard in May 2008 and upgraded to the ISO 45001 standard in Sep 2019. TYAD is an electronics repair facility for the Department of Defense and the current employee population working within the scope of this management system is approximately 2,500 personnel.
TYAD is located in Tobyhanna, PA and is situated on 1,296 acres. The mission area contains a total of 2.4 million square feet of production space, with 61% under one roof.
Only activities conducted at the Tobyhanna, PA site are within the scope of this management system. However, there are contractors who perform work alongside the TYAD workforce. TYAD operates under strict security controls and is highly regulated by external agencies. All personnel are aware of the specific expectations of the organization. A portion of our employees do work off site from time to time. The management system is considered highly complex with many specific processes. We have an integrated management system and conduct many of our audits simultaneously with the Quality and Environmental Auditors. TYAD hazards include Hazardous Materials, fall protection requirements, confined spaces, RF Radiation, electrical hazards, fire/life safety, machine guarding, material handling, noise hazards, respiratory hazards and explosives. TYAD follows these applicable legislations, regulations and guidance notes; DoD, OSHA, NFPA, ANSI, IEEE, UFC, FDA, NRC, Army.
TYAD is seeking a Re-assessment Audit (2023) and two Surveillance Audits (option years one and two; 2024 and 2025) based on the following criteria.
1. Contractor shall be accredited through an accredition body recognized by the International Accredittation Forum (IAF) to perform ISO 45001:2018 Safety Management System certification audits. Contractor shall maintain such accreditation during all contract period(s) of performance. Digital copy shall be furnished at the time of proposal submission.
2. Re-assessment Audit shall be conducted no later than April 27, 2023 to ensure uninterrupted certification. Current certification expires May 27, 2023.
3. The potential audit team shall be comprised of auditors with experience in multiple diverse disciplines within the defense industry including electronics specifically: satellite terminals, radio and radar systems, telephones, electro-optics, night vision and anti-intrusion devices, airborne surveillance equipment, navigational instruments, electronic warfare and guidance and control systems for tactical missile systems, and in industrial and maintenance operations that include: sheet metal fabrication, structural repair and finishing/refinishing such as sanding, abrasive blasting, plating, painting and welding.
Objective evidence shall be required. The contractor shall provide resumes for the potential audit team at time of solicitation closing.
The Contractor shall conduct the audits typically during business hours, Monday through Friday 07:00 A.M – 3:30 PM, however TYAD does have a small number of 2nd
(3:30 pm to 12:00 am) and 3rd (12:00 am – 7:30 am) shift employees
Accredited recertification shall be presented upon successful completion of the audit, and acceptable corrective action plan for any nonconformities identified.
A closing meeting shall be conducted at the conclusion of each audit for Tobyhanna Army Depot’s top management team. The purpose of the meeting is to provide the auditee a summary of the results and identification of problem or noteworthy areas. The lead auditor shall provide a draft report with recommendations at the conclusion of each audit.
A final report shall be submitted, by the auditor, to the Safety & Occupational Health Office, Tobyhanna Army Depot within 30 calendar days from the completion of each audit.
All current accepted corrective actions shall be available for review, as well as at least 3 years of previous audit documentation to the successful awardee. No major nonconformances have been issued in the last three years.
Audits shall be conducted annually. The previous recertification audit was conducted for
8.5 auditor days. Surveillance audits were generally conducted for 4.5 auditor days.
All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 60 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website:
https://jkodirect.jten.mil/ for CAC holders. Non-CAC-holders may go to: http://jko.jten.mil/courses/atl1/launch.html.
The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 60 calendar days after contract award.

(provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
QUESTIONS AND ANSWERS
QUESTIONS AND ANSWERS
QUESTION ONE:
I need clarity on how many employees are and will be in scope, I strongly doubt this calculation will be based on 4,300 employees. This excludes administrative employees or anyone else not directly involved with risky outputs.
ANSWER:
This was changed in the Performance Work Statement (PWS) to approximately 2500 personnel.
QUESTION TWO:
Can you please include the scope statement from your current certificate
TYAD ISO 45001 Scope:
All activities, services, repair, overhaul, integration, fabrication, Power Projection and Logistics Support of Communications Electronics Equipment and Systems, Industrial Support Processes, Facility and Equipment Maintenance.
QUESTION THREE:
The term “registrar” is no longer used in our industry. ISO 17021 governs certification activities. Certification Bodies (CB) perform certification activities and issue certificates.
The term “registrar” is also prejudicial in so much as there are companies who are CB’s which use the term “registrar” in their name. The term must be replaced throughout the
PWS.
The term registrar has been removed from the PWS and CLINs entirely.
QUESTION FOUR:
The requirement is stated as “The Registrar shall possess and provide evidence of current ISO 45001:2018 accreditation and shall have a current accreditation with ANSI-ASQ National Accreditation Board (ANAB) or equivalent.” It is prejudicial and stifles fair and open competition to name one Accreditation Body (AB) while at the same time not defining equivalency. In addition, a Certification Body (CB) is not accredited to ISO 45001.
It is accredited to ISO 17021. The scope of this accreditation includes specification standards such as ISO 45001.
Section 1 of the PWS had been updated to address this requirement.
QUESTION FIVE:
A copy of the current ISO 45001 certificate. Please note that this is not subject to FOIA and is a public document that must be produced at the time of bidding.
Certificate was sent and uploaded seperately to SAM.GOV titled certificate.
QUESTION SIX:
The PWS must state whether there have been any MAJOR nonconformances issued by the current CB in the previous 3 years.
No major nonconformances have been issued to Tobyhanna Army Depot in the past three years as stated in the PWS section 3.
QUESTION SEVEN:
The PWS must state that Tobyhanna has in its possession the previous 3 years of nonconformances and corrective actions issued by the incumbent CB.
Yes, 3 years of audit documentation is available. See updated PWS section 3.
QUESTION EIGHT:
Last 3 audit reports from existing Certification Body. Review and Acceptance of Corrective Actions from last audit if required.
ANSWER:
All current accepted corrective actions shall be available for review, as well as at least 3 years of previous audit documentation to the successful awardee.”
QUESTION NINE:
In addition, I want to bring to you attention the following information in the PWS: 2,500 personnel (including FTE, PTE, and contracted personnel) working in a high risk occupational health and safety environment would be subject to an ISO 45001 audit with durations as follows: Recertification=15 auditor days, Surveillance=8 auditor days. The PWS indicates that previous audits were 8.5 auditor days for recertification and 4.5 auditor days for surveillance audits. All accredited Certification Bodies must comply with the attached IAF MD 5 when calculating audit durations. Please review pages 29-33 with the TYAD Safety Department. Given the activities which occur at TYAD, it is not possible that the previous audit durations would be accurate and compliant with IAF MD 5.
ANSWER:
Tobyhanna Army Depot has determined that there are 2,500 personnel within the scope of our certification.
The number of reassessement/audit days from the previous three certification cyclees are listed below.
Please send your pricing accordingly.
2014 OHSAS 18001 Reassessment Audit: 6.5 Auditor Days 2015 OHSAS 18001 Surveillance Audit: 2.5 Auditor Days 2016 OHSAS 18001 Surveillance Audit: 2.5 Auditor Days 2017 OHSAS 18001 Reassessment Audit: 8.5 Auditor Days
2018 OHSAS 18001 Surveillance Audit: 4.5 Auditor Days 2019 ISO 45001 Upgrade Audit: 7.5 Auditor Days 2020 ISO 45001 Recertification Audit: 8.5 Auditor Days 2021 ISO 45001 Recertification Audit: 4.5 Auditor Days 2022 ISO 45001 Recertification Audit: 4.5 Auditor Days
