STATEMENT OF WORK
1.0 BACKGROUND
The Naval Computer and Telecommunications Station Hampton Roads Detachment (NCTS HR DET) Cutler, Maine has a requirement for troubleshooting and repair of an existing 480 VAC substation.
The 480 VAC substation is located in the power plant (B103). The substation consists of 2 each 4160:480 VAC transformers, 2 SE-5-2 interrupters, 4 GE AK-2-50 breakers, and 8 GE AK-2-25 breakers. This substation supports all 480 VAC equipment in the power plant. Presently, one of the SE-5-2 interrupters is stuck in the closed position. The conditions of the AK-2-25s and AK-2-50s are known to be dirty and occasionally reluctant to close properly. Of the eight AK-2-25 breakers, one is spare and not installed in the gear. The vendor shall first inspect and repair this breaker to allow its use as a known-to-be good spare during the rest of the project. The next operation will be to free and verify operation of the stuck SE-5-2 interrupter prior to any other work. There will be a limited period for an outage to support this second operation, so the vendor will need to develop a plan and coordinate with plant personnel to ensure that the work is completed in the allotted time. Once that interrupter is operational, the AK-2-50 tie breaker can be opened and one side of the split 480 bus can be powered down and allow work on the breakers on that side. It is required for the vendor to pull breakers for inspection, cleaning and repair one at a time and to install the spare breaker, as needed, in place to power critical requirements while the extracted breaker undergoes repair. Short coordinated 480 outages may be granted to support this SOW. All of the breakers in the substation, the bus-work, and contact assemblies are to be inspected, cleaned and repaired on-site. Off-site repairs or replacement are undesirable due to the nature of our mission support and will need to be negotiated on a case by case basis.
2.0 SCOPE OF WORK
The purpose of this contract is to execute repair and refurbishment activities to return this sub-station to full operation, allowing it to supply the power that ensures fully operational submarine telecommunications and readiness. The vendor shall supply troubleshooting, consulting and repair services to NCTS HR DET Cutler, Maine. A pre-bid site visit is required, due to the unique nature of the application. The vendor is required to supply all parts and materials. OEM parts are required when available, and non-OEM parts will be used only after coordination with the technical point of contact. The vendors technical staff must have verified hands-on experience with refurbishment of GE AK series breakers and have access to OEM parts. No government furnished equipment or materials will be provided. The vendor will have full access to applicable service literature in the possession of NCTS HR Det Cutler after award. The Navy does not warrantee that the existing literature is complete or accurate. Unexpected damage or repairs beyond the scope of work are required to be authorized by the contracting officer. Power outage requests must be coordinated with Cutler power plant staff, and will likely be available only on Mondays. All outages will have a not less than 30 minute recall time attached. All work shall be performed during normal business hours, typically 0730-1600 M-F.
The 480 substation includes overcurrent and differential relays for the Cat AUX generator, and various digi-trip devices on the AK series breakers. All of these settings shall be recorded, the devices tested for operation, and the data presented at the end of the project as part of a complete “As Left” document that outlines all work carried out under this project.
The metric for a successful repair for the 480 VAC sub-station will be demonstration of successful opening and closing of the active breakers in the 480 substation. High potential testing is not allowed.
3.0 PERSONNEL QUALIFICATIONS
3.1 The vendor shall be certified or qualified, and have demonstrable experience in installation, maintenance and repair of medium voltage (up to 4160 VAC) switch gear and particularly the GE AK series breakers and SE-5-2 interrupters.
4.0 CONTRACTOR RQUIREMENTS / SPECIFIC TASKS
4.1 The vendor shall provide complete contact information to include full names, telephone number, and e-mail address for all personnel assigned to work this contract. Vendor personnel assigned to hands-on breaker repair must provide a CV or resume detailing the experience described in section 3.1.
4.2 The vendor shall supply all labor, travel and expenses.
4.3 The vendor shall complete a pre-bid visit to survey the subject equipment.
4.4 The vendor shall supply the power plant with a complete “as-left” document at the end of the project that details all work carried out and all recorded settings from the various protective relays. This document should include drawings and text covering all work under the project.

BASE/REPAIR FACILITY ACCESS
Navy installations have begun transitioning to Defense Biometric Identification System (DBIDS) to enhance base security. Rapid Gate/SURE ID is no longer allowed to accept applications for NCAC credentials and installations are no longer issuing NCAC credentials. The current NCAC card, if contractor has one in their possession, is only valid until July 15th of this year, after that it will not be allowed. All contractors need to report to the Pass and ID office and register for the new DBIDS credential that will replace the NCAC card for no cost. Initially contractors will submit for a 180 day temporary DBIDS pass until their new DBIDS credential can be made.
1. NCAC cards received by Pass and ID will not be issued, instead:
a. NCACS cardholders will have 90 days starting from April 17, 2017 to obtain a temporary DBIDS paper pass. After July 15, 2017, NCACS cards will no longer be accepted for installation access. After the applicant obtains their DBIDS paper pass, they will have an additional 90 days to obtain an actual DBIDS card at no cost to them.
b. To obtain a DBIDS credential and obtain base access; an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
3. One of the added benefits to DBIDS is that the NCACS credentialing process took up to 31 days to complete and the credentialing process for DBIDS only takes 30 to 60 minutes.
DOD Sponsorship shall provide the following;
1) Verify all your NCAC personnel via the list sent out by the Deputy Director of Public Safety. If you have personnel/contractors no longer needing access purge them from your list before sending your update to the Region.
2) The Name of the Company, the company address as well as the Name, Phone Number, and email address of your POC at the company.
3) The requested days of the week and the hours that contractors will need access to the installation? (i.e. 24/7, Monday through Saturday 0600-2000, or some other combination)
4) The installation sponsor for contractors must be an Active Duty CAC card holder or a Federal Employee with a regular CAC credential with an email address ending in navy.mil and in addition must supply an installation phone number and full name of the Sponsor's Full Name, Job Title.
CONTRACTOR DIRECTION
DBIDS website can be found at http://dbids.dmdc.mil/ If you currently have a Navy Commercial Access Control System (NCACS) card (used with Rapidgate), the following is required to get a DBIDS credential:
· Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center representative.
· The VCC will pull up your information in the computer, ensuring all information is current and correct.
· Once your information is validated, a temporary DBIDS credential is provided.
· Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 90 days).
· For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.
· The representative will enter base access authorization and then you may proceed to work.
