Summary of Construction Bid Addendum No. 1

This document is a Construction Bid Addendum issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design & Construction Division, for the Gladstone Creosote Discharge Site project (File Number 761/23458.IND) in Gladstone, Delta County, Michigan. The addendum was issued on July 15, 2025, by The Mannik & Smith Group, Inc., with Project Director Sadi Rayyan overseeing the work. The bid opening is scheduled for July 23, 2025, at 2:00 PM EDT. Key project modifications include clarification that the transformer will not be removed, though the electrical supply upright and associated wiring to the control shed require removal; underground conduit between these structures shall be cut one foot below ground, capped at both ends, and left in place. The addendum establishes that builder's risk insurance is not required for this project, and eliminates Article 3.4 of Section 00700 from the contract documents. The addendum incorporates a Pre-Bid Meeting Attendance Record, responses to seven bidder questions addressing water pumping procedures, HAZWOPER certification requirements, beach access routes, concrete debris handling, and debris removal protocols from the lake.

The revised Figure 11 attachment provides detailed decommissioning plans for the beach and discharge force main, depicting two potential beach access points for equipment, including an alternate access location approximately 250 feet east of the treatment system where the hillside was previously covered with concrete slabs. Specific conditions apply to debris management and site restoration, including limitations on tree removal, requirements to restore disturbed areas to existing conditions, and specifications for the size of broken concrete materials left on-site. All bidders must acknowledge receipt of this addendum in their bid submissions; failure to do so may result in bid rejection. This addendum becomes an integral part of the contract documents.

RESPONSES TO BIDDER QUESTIONS

1.) In regards to pumping the water out of the existing catch basins. Can this water be pumped onto the ground inside the sheet piled area? We have concerns on how much head pressure would be needed to pump into the existing 4” force main.

Answer: No. As-Built information for the pump that had been used during system operation is provided on Sheet M1 in Appendix VII of the Bidding and Contract

Document.

2.) The documents state “The Contractor shall provide training certificates for OSHA 40-hour HAZWOPER and 8-hour refresher for all employees onsite.” Is this just for the

General Contractor or does every subcontractor also need to have a HAZWOPER certificates for all their employees? There will be asphalt paving and electrical onsite that wouldn’t have employees with this certificate.

Answer: The Contractor must meet the requirements of 29 CFR 1910.120 (the

HAZWOPER standards) and all other worker health and safety standards that may apply to the Work including, but not limited to, 29 CFR 1926. If bidders are unsure of the requirements contained in the OSHA standards, please seek professional consultation or guidance regarding those requirements. Note that the HAZWOPER requirements apply to the operations listed in 29 CFR 1910.120(a)(1), unless the employer can demonstrate that the operation does not involve employee exposure or the reasonable possibility for employee exposure to safety or health hazards.

3.) Can the existing gravel ramp from Lake Shore Drive down to the beach, to the east of the eroded ramp that will be re-built, be used for accessing the beach?

Answer: Yes, and driving along the beach between the two access ramps is acceptable to

EGLE as long as no fill is added to that section of beach and the turbidity curtain is extended to enclose the entire length of beach that is used for transport. Existing conditions must be thoroughly documented prior to any work occurring and all disturbed areas must be restored to existing conditions.

4.) Can we drive down the hill directly behind the treatment system?

Answer: No.

5.) Is there a different location where we can access the beach down the bluff?

Answer: Yes, at the location approximately 250 feet east of the treatment system where the hillside was covered with concrete slabs. This was the location identified toward the end of the site walk. Note that no trees may be cut down except for the small cherry tree at the bottom of the bluff at this location. The hillside and any disturbance at the top of the bluff must be stabilized and restored as part of site restoration. The attached revised Figure 11 depicts the approximate alternate access location.

6.) Can the concrete manhole and vault lids be broken up and left on-site instead of being removed from the site?

Answer: Yes, with the following conditions:

a) All metal must be removed, including the access doors and rebar in the concrete.

b) Broken concrete left along the bluff above the ordinary high water mark must be broken to be no larger than 3-feet in length along the largest dimension.

c) Broken concrete used in lieu of stone for temporary haul road improvement must be no larger than 6-inches in length along the largest dimension.

7.) How much looking around are we going to have to do to remove debris from out in the lake?

Answer: The debris that is visible from the shoreline shall be removed. In addition, if a portion of the former haul road materials are inundated in the lake at the time the work occurs due to current water levels at that time, those shall also be removed.
