About this file

The document is a Supplemental Information Letter related to Request for Proposals (RFP) No. 234138 issued by the City of Salem, Oregon for a Community Services Department Fee Study. The letter addresses questions from proposers regarding the potential need for a willingness-to-pay survey, the city's budget for the project, and the expected project timeline. The City indicated it is willing to consider funding surveys as part of the contract and does not have a set budget, but expects the project to be completed by January 2025.

The RFP seeks a comprehensive review of the fees charged by the Community Services Department, including analyzing current fees compared to similar jurisdictions, assessing market limitations, evaluating the advantages and disadvantages of potential rate changes, analyzing current and new methods for annual rate adjustments, recommending a non-city resident differential fee, and providing a recommended cost-recovery and fee structure plan. Proposals are due by June 21, 2024 at 4:00 PM local time. The evaluation criteria include the proposer's organization, approach, staff qualifications, fee proposal, and references, with the cost proposal accounting for 30 out of 100 points. The City is looking to decrease the department's reliance on general fund revenue.
