Government Response to Industry Questions and Comments on RFP FA8806‐23‐R‐0001
13 February 2023
1. Attachment 2, Page 9, Section 5.1.4.2.3: The following statement needs clarification: The associated goals expressed in terms of percentages of the total planned subcontracted dollars. There appears to be a verb or some context missing.
Question: Are offerors to establish goals? Are offerors aligning with a set of established goals?
USG Response:
Offerors should review all responses to industry. See responses to the draft RFP questions dated 02
February 23 and 06 February 23.
2. Attachment 2, Page 9, Section 5.1.4.2.3: The following statement needs clarification: If limited or no subcontracting possibilities exist for these socio‐economic entities, provide rationale for such.
Rather, adequate rationale includes specific reasons why a goal is unmet and any actions being taken to increase any unmet goals.
Question: To what socio‐economic entities is the Government referring? Should offers address this statement at the IDIQ level? Also, this appears to be post execution of a task order(s). (i.e., "unmet goals).
Offerors should review all responses to industry. See responses to the draft RFP questions dated 02
February 23 and 06 February 23.
At the delivery order level, the FOPR will specify the applicability of DFARS 215.304(c)(i).
3. Attachment 2, Page 9, Section 5.1.4.2.3: The following statement needs clarification: Additionally, if the offeror/joint venture member/critical subcontractor tailor as necessary is a small business concern, it should include the work it will be performing when calculating the goals for your Small
Business Participation Submission information.

11. How will the government down‐select and/or determine which offerors receive an award if the government receives more than 20 proposals that are deemed acceptable in all factors. In this case, will the government award to all companies that receive an acceptable evaluation?
