About this file
This is Addendum One to Request for Bid #2326 issued by Kenosha County, Wisconsin, for Brighton Dale Links Red Pine Bunker, Range, and Short-Game Renovations. The addendum revises the bid due date to January 10, 2024, at 3:00 p.m. and clarifies that the County will negotiate the construction schedule with the awarded contractor, eliminating the requirement for bidders to submit a draft schedule. The project involves comprehensive golf course renovations including bunker reconstruction, drainage system installation, cart path removal and replacement, turf management, and irrigation infrastructure. Punch list items must be completed on or before November 1, 2024, or no later than 55 days after the project start date. The addendum specifies that contractors may begin work on or about August 19, 2024, and includes detailed revisions to technical specifications regarding material standards, including specifications for mason sand backfill with percolation rates of 10-18 inches per hour for fairway drainage lines and recycled bunker sand requirements for catch basin and French drain applications. An additional addendum addressing erosion control plans and permit acceptance with the Wisconsin Department of Natural Resources was scheduled for December 20, 2023.
The bid form includes line items for general conditions, site preparation and demolition, topsoil management and grading, solid drainage, feature construction, short-game green irrigation and Hole #1 tee infrastructure, and finish and grassing work. Three alternate bids are offered: expansion of the putting green, finish grading and sodding of bluegrass areas in lieu of seeding, and import of 500 cubic yards of topsoil. Detailed unit pricing is required for potential change orders not exceeding 10 percent of the total project sum, with negotiation required for larger scope changes. Bidders must provide contractor qualifications and confirm their ability to begin work by the specified date and complete work by November 1, 2024, or 55 days following project start. A bid bond is required, and Kenosha County is exempt from Federal Excise and Wisconsin Sales Taxes under its CES number 008-1020421892-06. The award decision is expected 30 to 60 days after the bid opening date.

Yes.
Revised Bid Due Date:
The revised bid due date will be January 10th, 2024, at 3:00pm.
Clarifications:
Sequence/construction schedule. The County will negotiate the construction schedule with the awarded contractor. You do not need to include a draft construction schedule with the bid packet.
Revisions:
We are extending the bid due date in order to work on erosion control plans and permit acceptance with the DNR. An addendum shall be issued on December 20th, 2023, which will include any additional scope or other modifications.
Section 3 contract term. Any punch list items must be completed on or before November 1, 2024 or no later than 55 days after the project start date.
See the attached supplementary plan indicating locations where asphalt and concrete shall be removed by Contractor. These were originally illustrated as gravel paths. Contractor may utilize crushed concrete and asphalt as base material for new cart paths as long as it meets the standards for IDOT Aggregate Base Course, Type B, as indicated in section 01600-1.07B of the technical specifications.
Backfill material for all fairway 2” slit drainage lines shall be a Mason Sand (or equal) with a percolation rate between 10” - 18” per hour. This replaces the note is section 01600-1.03G of the technical specifications.
On plan sheet R4, on the 12” or 24” Catch Basin detail, change the note that currently reads “Option: Add coarse sand for better infiltration” to read “Use recycled/excavated bunker sand in the top 6” around basin.” (Note: This is no longer optional)
On plan sheet R4, on the 4” French drain section, remove the note “native soil backfill” and change the note that currently reads “Backfill last 6” with topsoil” to read “Backfill last 6” with recycled/excavated bunker sand”.
See the attached plan for Hole #1 tee irrigation layout. This item shall be included as part of the Base Bid.

Subcontractor qualifications. Bidders shall provide an additional attachment B contractor qualifications if a subcontractor for irrigation is used. The irrigation subcontractor shall meet all qualification requirements in the bid specifications. The subcontractor will not need to provide a vendor responsibility form.
Questions & Answers:
Q1. Are any permits required?
A. Yes, a Notice of Intent (NOI) must be filed with Wisconsin DNR to obtain a Construction Site Stormwater Runoff General Permit.
Kenosha County will facilitate obtaining this required permit(s).
Q2. Is the 2 inch pipe called out in the specifications slit or perforated?
A. The terms “2” slit drainage ” and “2” perforated” shall be synonymous to mean 2” single-wall polyethylene knife-slot drain tile pipe and fittings.
Q3. Where do we include the cost for removal and installation of cart paths on the bid form? Which line item?
A. Recommendation is to include removal of cart paths in the Site
Preparation and Demolition section, and new cart paths in the Finish and Grassing. The bid form has been revised to reflect this.
Note, the bid review and award shall be based on the Total Base Bid, not individual line items. Thus, it shall ultimately be at the discretion of the Bidder to place items where deemed appropriate.
Q4. Where do we include clearing on the bid form?
A. Same answer as above. Recommended location is in Preparation and Demolition, the bid form has been revised to reflect this.
Q5. Will architects alterations in the grading be within the proposed grading limits shown on the plans or could additional areas be added?
A. These will most likely occur within the construction limits, however if a change is requested that extends outside of the proposed limits then a change in the contract shall be negotiated.
Q6. Can cart paths be used for haul roads?
A. In general, yes. Haul roads should be reviewed and approved by owner prior to execution of the project. There may be some areas owner does not want haul roads, but in general most areas on the Red Pines course are safe to use as haul roads. Please read the note on plan sheet R1 for further information on Contractor’s responsibility in regards to haul roads.
RFB #2326 Addendum One Page 3 of 3
Q7. Can we install new sod on drainage trenches outside of grading limits instead of replacing sod?
A. Yes, but any additional cost must be accounted for in your bid.
Q8. Can we use import topsoil from alternate three to build small tees that show little to no grading?
A. The plans do not call for import of topsoil to build the tees. This is an alternate option in the event that suitable topsoil cannot be found on site. The Contractor is responsible for placing a 6” layer of suitable topsoil on the surfaces of all new tees per the plans and specifications.
Q9. When will the project be awarded?
A. We expect an award decision 30-60 days after the bid opening date or less.
Q10. I found a local mason sand that is a little finer and has a percolation rate of 10”-15” per hour. Will this be acceptable for the slit drainage?
A. Yes, this percolation rate is acceptable, see note in “Revisions” above. Current testing must be provided with all aggregate materials.
Q11. On page 9 of 29 in the bid documents it states that “Prices must remain firm for 90 calendar days after bid opening. Prices established may be lowered due to general market conditions.” Who determines this and what happens if the general market conditions cause prices to raise?
A. Typically if materials that are part of the bid are volatile and we see a large decrease after the bid opening we negotiate a reduction in price with the lowest responsible responsive bidder. If we see a large increase we may consider negotiating an increase, but we typically require the bidder to hold their price until award. For this particular bid we do not expect 90 days to award.
