About this file
This is an Invitation to Negotiate (ITN) from Sarasota County, Florida, seeking a private sector vendor to provide electric vehicle supply equipment (EVSE) at multiple county locations without county funding, ownership, or maintenance. The ITN #232528CG covers networked electric vehicle charging stations to be installed at 20 existing locations including administration centers, libraries, parks, and parking facilities, and 11 potential new locations such as regional parks, fire administration annex, and various county facilities. Respondents must demonstrate experience in EVSE installation and management, submit comprehensive documentation including qualifications, experience narratives, customer references, project approaches, and organizational charts. The county will evaluate responses using a scoring system ranging from 1-5, with potential follow-up presentations and negotiations to determine the best value provider.
The county reserves significant discretion in the negotiation process, including the right to negotiate concurrently or sequentially with one or more respondents, combine competing responses, and terminate negotiations at any time. Insurance requirements are detailed, including workers' compensation, commercial general liability (minimum $1M per occurrence), and business automobile liability (minimum $500,000). The intent is to award a contract to the most qualified respondent providing the best value, with the county not funding, owning, or maintaining the EV infrastructure. Respondents must provide comprehensive documentation, including proof of licenses and certifications, and will be evaluated on their qualifications, experience, project approach, and ability to meet the county's electric vehicle charging station needs across multiple locations.
