PROJECT DESCRIPTION/SERVICES REQUESTED

Provide a PSC Proposal (Technical and Cost) for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget DTMB Project Statement Form (DMB427), DTMB ISID Billable Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DMB 430) and DTMB Facilities Administration, Design and Construction Division policies and procedures for the development of Contract Bid Documents and Construction Administration. The technical portion shall be concise, include personnel resumes. A proposed schedule for design, bidding and construction must be included.

Project Statement:

Facility Description: The Fort Mackinac Soldiers’ Barracks was built in 1859 by United State Army soldiers. It is a wooden, two-story, balloon-frame structure with a gabled cedar shingle roof and stone foundation. It consists of a 30’x 110’ main section, a 20’x 54’ two-story wing on the north side of the building, and a 9’x 110’ two level porch. The structure has a total of 8,260 square feet of space. The first floor of the building includes a small museum exhibit space, a temporary theater area, staff work rooms, public restrooms, and a public elevator. The second floor consists mostly of museum exhibit space and a small one-bedroom apartment within the north wing housing park staff for on-site security. This current configuration of most of the facility dates to 1988 and 1997, with the latter changes generally following recommendations of a 1994 historic structure report completed for the building. Prior to this time, the second floor was used for park office space and housing. During the 1997 refiguration, new walls were added to accommodate current exhibits and wooden ramps were added to access second floor entryways.

A 100-amp electrical panel was added to the first floor and electrical upgrades were made to accommodate base heaters and other electrical needs on the first floor. A dry-pipe fire suppression system was also installed, which services the entire building.

Current Project: MSHP is planning to remove the current museum exhibits in the facility and changing the overall layout of the exhibits on both the first and second floor. The center section of the second floor will be converted into a theater/multi-purpose space. The design, creation, layout, and installation of new museum exhibits will be conducted by MSHP museum staff.

To accomplish the goal of upgrading exhibit spaces MSHP requires professional design services to accomplish the following objectives:

1) Design plans for heating, ventilation, & air conditioning (HVAC) to provide climate control to exhibit space on first floor and for weatherizing/insulating those sections of the building (there currently is not HVAC system in the facility).

2) Provide an assessment of current electrical system and prepare a design plan upgrade of the system in consultation with museum staff on electrical needs.

3) Conduct assessment of plumbing needs and design potential upgrades.

4) Provide design plan for reconfiguration of ADA compliant ramping into building.

5) Determine viability and incorporate a non-gendered restroom.

6) Provide plan to remediate damage to historic interiors after modern alterations are removed and design of internal additions/modifications, particularly as related to insulation of climate-controlled spaces and restroom modifications.

7) Provide itemized cost estimates for all work to be completed.

As the building is considered a historic resource, all proposed design work will seek to preserve and maintain as much of the original building fabric as possible and must not detract from the historic aesthetics of the building, on either the exterior or interior of the facility, to the extent possible. Design must follow all applicable criteria of the standards set forth in the National Park Service Director’s Order #28: Cultural Resource Management Guidelines (NPS-28) and conform to The Secretary of the Interior’s Standard for Rehabilitating Historic Buildings, the Americans with Disabilities Act and Michigan Barrier-Free design stands and applicable state building and health codes.

The PSC should present its findings through scaled floor plans, elevations and details, specifications, and detailed cost estimates.

The consulting services shall be in compliance with the State of Michigan, Department of Management and Budget Contract for Professional Services and DMB Facilities Administration, Design and Construction Division policies and procedures (DMB 430) for the development of Contract Bid Documents and Construction Administration.
